Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

This seminar proposes readings of texts by migrants to and from Galicia as a means of mapping the cultural consequences, in Galicia, of the shifting relations between territory and citizenship, language and identity that have resulted from the massive population movements of the last century. While an important body of work already exists on migration between Galicia and the Americas, I argue here that the full implications of questions of migration and diaspora in Galicia can only be uncovered by relocating our discussion of diaspora and migration outside the colonial framework and the inevitably tangled linguistic, racial, cultural and historical ties within which Galician migration to Latin America has taken place. To this end, the paper focuses on writers connected with the Anglophone and Germanic diasporas for whom Galician is or has been a creative language.

Synopsis

Prof. Hooper begins by aiming to address the question of how to understand Galicia in a contemporary world where literature goes beyond state boundaries. She explains of Galicia’s complicated relationship with the world; while seen as a major literary force, it is still part of Spain and often disputes its nationhood. Prof. Hooper reveals, however, that Galicia’s self-image and image in the rest of the world has long been shaped by emigration. However, to Prof. Hooper, the traditional narrative of Galicia is no longer adequate. The overwhelming focus of this narrative on Galicia’s relationship with Spain and Latin America further perpetuates the notions of colonialism and Galicia as a minority. On the other hand, Prof. Hooper explains how decolonization and globalization have made artists and writers changed their approach to representing Galicia. Emigration is crucial to this reimagining because it is such a central part of Galician identity.

The 2005 Galician elections, decided by voters abroad, raised key questions about voting rights and Galician identity, according to Prof. Hooper. She discusses how conservatives and nationalists alike have promoted artificially stabling coordinates of identity in the region. Prof. Hooper illustrates such uncertainty about identity in Galicia through the example of the literary community. Those who are fervent supports of Galicia but write in Spanish are excluded, while foreigners writing in Galician are welcomed.

Another key aspect which Prof. Hooper raises is the emphasis on 'process over essences' in moving Galicia’s identity past state boundaries. However, Prof. Hooper reveals how this emigrant identity is characterized by various tensions. The intergenerational clash between what may be seen as the romantic notion of exile and economically driven emigration figures prominently in literature. Another significant tension is between nationalism and displacement, according to Prof. Hooper. She also argues that romanticizing emigration could lead dangerously to reinforcing conservative models. Finally, Prof. Hooper makes the point that immigration back into Galicia is changing identity in ways that the region does not yet know how to cope with.

Prof. Hooper finishes by taking questions on a range of topics from linguistic standardization to Galician literary work in Latin America. One of the issues particularly explored is the role of Galician electorate abroad, both in terms of voters and candidates. In addition, Prof. Hooper explores of notion of Galician identity abroad as a brand.

About the speaker

Kirsty Hooper teaches Spanish and Galician at the University of Liverpool, UK, where she is a founding editor of the journal Migrations & Identities and an assistant editor of the Bulletin of Hispanic Studies. She has published widely on modern and contemporary Spanish and Galician culture and literature, and is an active translator of Galician, Polish and Spanish literature.

Over the past century, national elites have used proprietary narratives to justify the breakup of multiethnic societies and legitimize the nation-states that replaced them. Can scholars now redeploy history as a vehicle for promoting mutual recognition and reconciliation? Over the past decade a consortium of historians and social scientists has endeavored to do just that across the newly erected political and cultural frontiers of the former Yugoslavia.

Professor Charles Ingrao discusses the efforts of his organization, the Scholars' Initiative, in trying to provide a common platform for the media and politicians to move forward in dealing with the Yugoslav controversies. Prof. Ingrao emphasizes the need for a long term approach that employs irreproachable scholarly methodology and moves past the 'myths' created with the narratives of newly created nations. He also examines the problems that arise when trying the put together such an inclusive and multinational endeavor.

Synopsis

Professor Ingrao explains that there are several central issues that arise when multi-ethnic nation states are created. He discusses this particularly in reference to the Yugoslavian crisis of the 1990s, the main area of focus for his organization, the Scholars' Initiative. Prof. Ingrao argues that when creating new multi-ethnic nation states in the areas of the former Ottoman and Habsburg empires new narratives are created for the countries. Along with these narratives, certain myths are created that become engrained in the national psyche. The combination of these both, to Prof. Ingrao, tends to cleave these societies and create mutual incompatibility between them. In addition, democratization raises the problem that politicians are compelled, in order to receive voter support, in their respective countries to appeal to national emotions by leaning on such myths which further pits societies against each other. It also creates the sense that one ethnic majority is establishing its superiority of over ethnicities in the region.

How does one solve this? Prof. Ingrao reveals that politicians cannot be relied upon because they are ‘slaves to the ballot box.’ He also indicated that because of the two to three year cycles that U.S. State Department officials operate, they cannot be relied upon to provide long term solutions either. However, to Prof. Ingrao, scholars are supposed to see the ‘bigger picture’ and be able to analyze the causative roots as well as look to the future. Prof. Ingrao discusses how the Scholars’ Initiative brings together scholars from 28 different countries together to form a single, unified narrative of what happened that both exposes the myths and injects what Prof. Ingrao calls inconvenient facts. Prof. Ingrao explains that the revolutionary second aspect is public outreach. Such a narrative can be employed by the media, as well as political leaders who can use this narrative as a common platform to advance in dealing with these issues. Prof. Ingrao highlighted the need for such a report to be transparent, accessible, and inclusive of all scholars who could bring something to the table to satisfy both the scholarly methodology and public demand for the truth. As Prof Ingrao declared, “If we all can fess up...maybe we can start building bridges.”

About the speaker

Charles Ingrao is Professor of History at Purdue University. He has published extensively on early modern and contemporary central European history, and was formerly editor of The Austrian History Yearbook (1997-2006). Since 1995 his work has focused on the destruction of multiethnic central Europe, particularly in the former Yugoslavia. He has been a regular commentator for news media in Europe and North America, including The News Hour with Jim Lehrer. Over the past decade he has directed the Scholars’ Initiative, an international consortium of scholars that has just published Confronting the Yugoslav Controversies, a common narrative of the wars of the 1990s that will serve as the basis for his talk.

Stefan Hedlund is Professor of East European Studies at Uppsala University, Sweden. A long-standing specialist on Russia, and on the Former Soviet Union more broadly, his current research interest is aimed at economic theories of institutional change. He also has a devouring interest in Russian history, which he has sought to blend with more standard theories of economic change. He has been a frequent contributor to the media, and has published extensively on matters relating to Russian economic reform and to the attempted transition to democracy and market economy more generally. His scholarly publications include some 20 books and close to 200 journal and magazine articles. His most recent monographs are Russian Path Dependence (Routledge, 2005), and Russia since 1980: Wrestling with Westernization (Cambridge University Press, 2008), the latter co-authored with Steven Rosefielde.

 

Paragraphs

For many centuries, Europe had been a battleground. Finally, after World War II, a number of European leaders came to the conclusion that closer economic and political cooperation of their countries could secure peace in the region. This consensus led to the formation of the European Coal and Steel Community (ECSC) in 1951 with six members, Belgium, West Germany, Luxembourg, France, Italy, and the Netherlands. Since then the integration of European countries has progressed exponentially, engendering formal institutions such as the Council of the European Union, the European Commission, and the European Parliament. Currently, the European Union (EU) comprises already 27 member states. Yet, Europe is a patchwork of many nations with strong national, regional, ethnical, and even religious identities. Thus, in spite of the institutional proliferation of symbols of a united Europe, the strength of a European identity at the individual level and its relations to other identities have been a matter of debate. Especially, since the formation of the EU, coupled with growing immigration to and within Europe (Quillian, 1995; McLaren, 2003) gave also rise to a resurgence of nativist political movements in spite of the efforts to promote a European identity. Identities, their development, and their relation to each other are discussed within different disciplines. Their common denominator is that identities are seen as fluid, influenced by the context and dependent on the previous and expected identities. In this paper we are, thus, focusing on the effect of contextual variables at the country level on the individual affiliation to Europe and the nation and the changes between 1995 and 2003. In a twin paper, we are focusing on the processes at the individual level and the relationship between different layers of identities.

Professor Andrea Lindmayr Brandl, a music professor at the Universitaet Salzburg, was visiting Stanford for the 2006-2007 academic year under the Distinguished Austrian Chair Professorship at the Forum on Contemporary Europe, within the Freeman Spogli Institute for International Studies. Professor Lindmayr-Brandl is an expert in Austrian cultural history, music of the renaissance, and Schubert. She is the editor of Musicologica Austriaca and is a member of the Commission for Music Research of the Austrian Academy of Science, which is working to produce an Austrian Music Lexicon. While at Stanford, Professor Lindmayr-Brandl taught in the Department of Music, while the Department of German Studies served as her department host.

Dr Wolfgang Mueller, PhD in contemporary history and Russian studies (University of Vienna), is a research associate at the Austrian Academy of Sciences. Former professional affiliations include the Montreal Holocaust Memorial Centre, Canada, and the Institute of East European History, University of Vienna. Wolfgang Mueller was a visiting fellow at the Russian Academy of Sciences and a member of OSCE missions to the CIS area. He teaches Russian history and politics at the University of Vienna.

Research interests: Russian and Soviet foreign policy, international relations, the Cold War, European integration. Current research projects: continuities in Russian foreign policy behavior, the USSR/Russia and European integration; the revolutions of 1989.

Wolfgang Mueller’s book on postwar Soviet policy in Austria Die sowjetische Besatzung in Österreich 1945-1955 (2005) was awarded the Richard G. Plaschka Prize. José María Aznar was born in Madrid in 1953. He is:

He became Prime Minister of Spain in 1996, following the electoral victory of the Partido Popular. With the party's subsequent electoral victory in the year 2000, this time with an absolute majority, he led the country again for a new term. His time as Prime Minister lasted up until the elections of 2004, when he voluntarily chose not to run for office again.

Throughout his two terms as Prime Minister of the Government he led an important process of economic and social reform. Thanks to various liberalisation processes and the introduction of measures to promote competition, along with budgetary controls, rationalised public spending and tax reductions, almost 5 million jobs were created in Spain. The Spanish GDP figure grew each year by more than 2%, at an average of 3.4% in fact, featuring an aggregate increase of 64% over eight years. Throughout this period, Spain's average income increased from 78% to 87% of the average income of the European Union. The public deficit decreased from an alarming 6% of GDP to a balanced budget. Furthermore, the first two reductions in income tax that democratic Spain has ever known took place during his two terms in office.

One of José María Aznar's most serious concerns is the battle against terrorism. He is in favour of a firm policy, one that is against any kind of political concession, combined with close international cooperation between democratic countries. He is a strong supporter of the Atlantic Relationship and the European Union's commitment to freedoms and economic reform.

He is the Honorary Chairman of the Partido Popular, a party he chaired between 1990 and 2004. Until the year 2006 he was the President of the Centrist Democrat International (CDI) and Vice-President of the International Democrat Union (IDU), the two international organisations that bring together the parties of the Centre, along with Liberals, Christian Democrats and Conservatives throughout the world.

He forms part of the committees of various organisations, including the committee for the initiative known as "One Laptop Per Child (OLPC)" and the International Committee for Democracy in Cuba (ICDC).

José María Aznar began his political career in the political party known as Alianza Popular, in 1979. In 1982 he was elected a Member of Parliament for Ávila. He then went on to become the Regional Chairman of Alianza Popular in Castile-Leon and the Head of the Regional Government of Castile-Leon between 1987 and 1989. In 1989, following the re-founding of the Partido Popular, he was chosen as a party candidate for Prime Minister in the general elections of 1989. The following year he was elected Chairman of the Party. He led the Partido Popular in the elections of 1993, 1996 and the year 2000. Throughout these four legislatures, he served as a Member of Parliament for Madrid. Between 1989 and 1996 he was the Leader of the Opposition.

José María Aznar graduated in law at the Complutense University. He qualified as an Inspector of State Finances in 1975.

He has written the following books: Cartas a un Joven Español (2007), Retratos y Perfiles. De Fraga a Bush (2005) ("Portraits and Profiles: From Fraga to Bush"), Ocho años de Gobierno (2004) ("Eight Years in Government"), La España en que yo creo (1995) ("The Spain I Believe in"), España: la segunda transición (1994) ("Spain: The Second Transition") and Libertad y Solidaridad (1991) ("Freedom and Solidarity").

José María Aznar has been awarded honorary doctorates by Sophia University in Tokyo (1997), Florida International University (1998), Bar-Ilan University in Israel (2005) Ciencias Aplicadas University in Perú (2006), Andrés Belló University in Chile (2006), Francisco Marroquín University in Guatemala (2006) and by Università Cattolica Sacro Cuore in Milán (2007).

He is married to Ana Botella, with whom he has three children and three grandchildren.
