In a Rethinking European Development and Security (REDS) seminar held on April 9, 2026,  and co-hosted by CDDRL and The Europe Center, Konstantin Sonin, a John Dewey Distinguished Service Professor at the University of Chicago Harris School of Public Policy, presented his research on “The Reverse Cargo Cult: Why Authoritarian Governments Lie to Their People,” offering a theoretical explanation for why regimes such as the Soviet Union would knowingly tell citizens visibly false statements. According to Sonin’s research, authoritarian propaganda is much more complex than simple misinformation or manipulation, as it is often designed not to convince people of a single claim, but to shape how they evaluate information more broadly. 

Sonin begins with a personal anecdote, reflecting on his own experience participating in Soviet elections where there was only one candidate on the ballot, despite the process being presented as a meaningful choice. Using this example, he questions why regimes like the Soviet Union invest so heavily in clearly staged elections or exaggerated portrayals of Western life, even when citizens recognize these distortions. From this, he introduces the idea that such actions are not meant to persuade citizens of a specific falsehood, but instead to influence how they interpret all incoming information. Drawing on the metaphor of a “reverse cargo cult,” he suggests that just as some communities misinterpret the source of Western goods, citizens in authoritarian systems may come to believe that institutions in other countries are equally performative or deceptive. In this sense, narratives about foreign countries become an integral tool for reinforcing domestic political stability. 

He further explores how citizens evaluate elections and the decision to replace an incumbent under uncertainty about both competence and trustworthiness. He recognizes that in these regimes, citizens are not entirely naïve and may often recognize when a leader is lying. However, Sonin shows that even obvious lies can be effective. When a domestic leader lies about conditions that citizens already know to be bad, it signals not only that the leader is untrustworthy but also raises the perceived likelihood that foreign leaders are similarly dishonest. As a result, citizens downgrade their expectations of potential replacements, concluding that alternatives may not be any better. This dynamic ultimately reduces the incentive to replace the incumbent. 

As his theory suggests, negative information about conditions abroad, or even skepticism toward foreign success, can benefit authoritarian leaders. For example, Sonin points to Soviet reactions to the American National Exhibition in Moscow, where displays of a typical American home were dismissed by officials as unrealistic or misleading. This kind of framing encouraged citizens to question whether life in the United States was truly better, reinforcing the idea that shortcomings at home were not unique. As a result, domestic failures appear less exceptional, helping explain why authoritarian propaganda frequently emphasizes criticism of other countries and why such narratives often reinforce one another. 

Sonin concludes by emphasizing that lying in this context is not primarily about persuading citizens of a particular false claim, but about shaping their broader beliefs about the reliability of information. By weakening trust in information overall, leaders can make bad conditions at home seem like the safer or more reliable option compared to the uncertainty of change.

In a talk hosted by The Europe Center on May 28, Kathryn Stoner, Mosbacher Director of the Center on Democracy, Development and the Rule of Law (CDDRL), explored Georgia's democratic aspirations within the context of the law, dissecting its potential ramifications for civil society, political freedoms, and Georgia's European integration ambitions.

Professor Stoner, who was awarded an honorary doctorate in 2016 from Iliad State University in Tbilisi, Republic of Georgia, also discussed the politics and complexities of the recent law and its implications for Georgia's future.

When it came to how movies sounded, Stanley Kubrick was of a particular moment, but he seized that moment in a unique way. The moment — one might designate it as 1968, though it extends beyond the calendar year — was one that Kubrick shared with other innovative young filmmakers who sought to renegotiate how films were scored. The end of the Golden Age studio system brought with it an end to one kind of smoothed-over Hollywood sound. And the rise of the Hollywood auteur presented new opportunities to incorporate unusual types of music in mainstream cinema. From rock songs, jazz, avant-garde music, or plain absence of non-diegetic music, the films that shared cinemas with 2001: A Space Odyssey, or that came shortly after it, went in new directions when it came to how a hit film sounded.

The field of text technologies is a capacious analytical framework that focuses on all textual records throughout human history, from the earliest periods of traceable communication—perhaps as early as 60,000 BCE—to the present day. At its core, it examines the material history of communication: what constitutes a text, the purposes for which it is intended, how it functions, and the social ends that it serves.

This coursebook can be used to support any pedagogical or research activities in text technologies, the history of the book, the history of information, and textually based work in the digital humanities. Through careful explanations of the field, examinations of terminology and themes, and illustrated case studies of diverse texts—from the Cyrus cylinder to the Eagles' "Hotel California"—Elaine Treharne and Claude Willan offer a clear yet nuanced overview of how humans convey meaning. Text Technologies will enable students and teachers to generate multiple lines of inquiry into how communication—its production, form and materiality, and reception—is crucial to any interpretation of culture, history, and society.

The 1940s and 1950s were a revolutionary era in both access to and imagination of the underwater environment in the most modernized nations of the globe. This article examines new possibilities in the exhibition of the underwater environment in film thanks to new dive and filming technologies. It focuses on how the depths are portrayed as a setting in Richard Fleischer’s 20,000 Leagues under the Sea (1954), by the Disney studio, and Jacques-Yves Cousteau and Louis Malle’s The Silent World (1956). In both films, conventions for portraying terrestrial settings are adapted to the resistant conditions of the aquatic environment. Such adaptation unleashes creativity in filmmaking and results in portrayals in which audiences are at once at home in this alien area of our planet and able to assimilate and enjoy its unprecedented vistas and savage life.

Marie-Pierre Ulloa is a lecturer in the Comparative Literature, and in the French and Italian Department, teaching French and Francophone cultural and intellectual history, with a focus on France and North Africa. She is a faculty affiliate of the Taube Center for Jewish Studies, the Mediterranean Studies Forum, The Europe Center, and the Ehess in Paris (Ecole des Hautes Etudes en Sciences Sociales).

Marie-Pierre is the author of two books: Francis Jeanson, a Dissident Intellectual from the French Resistance to the Algerian War (Stanford University Press, 2008, also published in French and Arabic), and Le Nouveau Rêve Américain : Du Maghreb à la Californie (The New American Dream: From North Africa to California, CNRS editions, 2019).

She is the co-founder of the Stanford Global Studies Summer Festival (2008) and the founder of the undergraduate short story contest (2014) sponsored by the Taube Center for Jewish Studies. 

Marie-Pierre received the honorific distinction of Chevalier de l'Ordre des Arts et des Lettres of the French Republic in 2013.

Marie-Pierre holds a degree in History from La Sorbonne, a MA in History and Political Science and an Advanced Post-Graduate Diploma in History (summa cum laude) from Sciences Po Paris, where she wrote her dissertation on intellectual dissidence from World War II to post-Algerian War through the case study of philosopher Francis Jeanson, publisher of Frantz Fanon's Black Skin, White Masks. She wrote her thesis on North African migration and migrant stories from North Africa to California: "From North Africa to California: migrant trajectories, integration narratives" at the EHESS (Ecole des Hautes Etudes en Sciences Sociales, School for Advanced Studies in the Social Sciences, Ph.D, summa cum laude).
 
She is a regular contributor to La Vie des Idées / Books and Ideas.
