FCE Announces Book Release: "Ethnic Europe: Mobility, Identity, and Conflict in a Globalized World"
The Forum on Contemporary Europe is pleased to announce the release of "Ethnic Europe: Mobility, Identity, and Conflict in a Globalized World" (Stanford University Press, 2010) edited by FCE Associate Director Roland Hsu.
Ethnic Europe offers accessible, comprehensive, and influential thinking on immigration, and the challenge of how we are to defend minority identity and encourage social solidarity in our world of global migration. Focused on Europe as a destination for global immigration, eleven of the most influential social science and humanities authors address the increasingly complex challenges facing the expanding European Union—including labor migration, strains on welfare economies, local traditions, globalized cultures, Islamic diasporas, separatist movements, and threats of terrorism. The authors confront the struggle shared in Europe and the U.S. to balance minority rights and social cohesion. For the first time in one volume, these writers give startling insight into Europe’s fast-growing communities, taking the reader from global views to local detail. From questions of high politics (If Europe includes Turkey, where does Europe end?) to local culture wars (How does McDonalds appeal to Catalans?), this collection engages theory, history, and generalized views of diasporas, including the details of neighborhoods, borderlands, and the popular literature and new media and films spawned by the creative mixing of ethnic cultures.
Roland Hsu, Associate Director of Stanford University’s Forum on Contemporary Europe at the Freeman Spogli Institute for International Studies, edited, and wrote the opening essay to make “Ethnic Europe” a foundation text and approachable guide to the experience of ethnic politics, migrant life, and movements for integration and exclusion. With his experience at the Forum bringing scholarship, policy, and public comment to bear of our most pressing issues, Hsu offers this book on “Ethnic Europe” as an approachable guide to the general and specific of ethnic politics, migrant life, and movements for integration and exclusion.
Roland Hsu earned his Ph.D. at the University of Chicago, and before coming to Stanford was Assistant Professor of European History at the University of Idaho. Hsu currently teaches, in addition to his research and work at the Forum, in the Humanities at Stanford University.

Ukraine's Geopolitical Choice, 2009
Nearly 18 years after the collapse of the Soviet Union and the ensuing restoration of Ukraine’s independence, the country has yet to make a clear, committed choice about its geopolitical future. Having established itself as a sovereign state in the 1990s, Ukraine’s foreign policy sought to balance its drive to build links to Europe and the United States with its need to maintain stable relations with Russia.
Many believed the 2004 Orange Revolution and Viktor Yushchenko’s subsequent election as president would lead to a concerted Ukrainian push to integrate fully into Europe and the Euro-Atlantic community. But political infighting within Kyiv and other problems have stymied the country’s efforts to take advantage of its new opportunities. The upcoming presidential election hopefully will result in an executive branch that can execute more coherent policies than has been the case in the past four years.
The United States and European countries that would like to see Ukraine more closely linked to the West will have to decide the best way to pursue engagement with Ukraine after Ukrainians choose their next president. It is possible, for example, that the new president will adopt a more modest pace to efforts to integrate into institutions such as NATO, while showing greater sensitivity to Russian concerns. In such a case, the United States and Ukraine’s supporters in Europe should maintain robust relations with Kyiv and press the country’s government to implement needed constitutional and economic reforms, while keeping doors open and working with Ukraine to integrate it into Europe and the Euro-Atlantic community at a pace that Kyiv will choose.
The Treaty of Lisbon and EU Trade Policy: A Political-Economic Analysis
On December 1, 2009 the Treaty of Lisbon entered into force, bringing to an end eight years of discussions on treaty reforms in the European Union (EU). It included many of the institutional reforms that were originally part of the proposed EU Constitution, voted down by voters in France and the Netherlands in 2005. The Treaty of Lisbon could potentially be one of the most important EU treaties, depending on whether, for example, the newly created permanent European Council Presidency will manage to assert its authority and whether the Parliament will succeed at imposing its interpretation of the treaties. The objectives of this seminar are twofold. First, it will present an overview of the most important political and institutional reforms of the Treaty of Lisbon, and discuss its implications. Second, it will focus on EU trade policy and study how the Treaty of Lisbon will affect it. Trade policy is a good policy area to analyze, because it is one of the areas in which the EU’s powers are most extensive, and because the Parliament acquired new powers in this area, as it did in many other policy domains. Procedurally trade policy differs significantly from other EU policies: the Commission negotiates trade agreements based on mandates it receives from the Council. Agreements need final approval from the Council and, since December, the Parliament. The seminar will present a political-economic analysis of EU trade policy, analyze the role of the mandate, and study the implications of the increased role of the Parliament.
Christophe Crombez is a specialist of European Union (EU) politics and business-government relations in Europe. His research focuses on EU institutions, the institutions' impact on EU policies under alternative procedural arrangements, EU institutional reform, lobbying in the EU, and electoral laws and their consequences for voter representation, party politics and government formation.
Crombez has been at the Forum on Contemporary Europe (FCE) at the Freeman Spogli Institute for International Studies at Stanford University as a visiting professor since 1999. At FCE he organizes seminars and other events on European Union politics and economics and European political systems. Crombez is also visiting professor at Stanford's Graduate School of Business, where he teaches a course on Politics and Business in Europe. He also teaches in the International Relations Program.
Furthermore, Crombez is professor of political economy and strategy at the University of Leuven in Belgium. He has been teaching in Leuven's business and economics department since 1994. His teaching responsibilities include political business strategy and applied game theory.

Audio Synopsis:
Professor Crombez first highlights key characteristics of the EU treaty system: each iteration of the treaty increases European integration; the growth of majority voting promotes smoother decision making; and every new treaty requires compromise between member states, and between political factions within the EU. Crombez then outlines changes in the Lisbon Treaty, including new policy areas for cooperation such as climate change, space policy, sports, judicial and police cooperation, and homeland security. The treaty establishes the European External Action Service, a kind of European diplomatic corps. Majority voting has been implemented in 68 new policy areas, including transport policy, immigration policy, and social security for migrant workers. The treaty grants significant new power to Parliament in multiple policy areas, and creates a permanent EU presidency. Progress has not been smooth, however: the Lisbon Treaty was voted down by Ireland in 2008 (before later being ratified), and much progress on actual policy is slowed by the reluctance of member state representatives to vote against the views of their constituents. Areas for optimism, Crombez explains, include two clauses that enable progress without a change to the treaty:
1. Passerelle Clause: 8 articles outlining new policy areas previously requiring unanimous decisions which can now be decided through majority voting, except on defense-related issues.
2. Flexibility Clause: decisions can now be made on issues where the EU lacks explicit authority if those issues promote the goals of the treaty. Unanimity is required, but not a formal change of the treaty.
Professor Crombez then turns his focus to trade policy under the Lisbon Treaty. An important change is that Parliament now has the option of codecision, in addition to the existing procedure of consultation (where the Council approves the Commission's proposal by unanimous decision). Codecision, in contrast, allows for qualified majority voting - leading the Commission to propose policies it may not think are ideal but which will more likely pass. In this way, Crombez feels codecision has made EU trade policy resemble US trade policy, wherein the executive branch may desire more liberal policies than what the legislature will accept. Crombez predicts this system may "lower the bar" and lead to more protectionist trade policies.

Christophe Crombez is a political economist who specializes in European Union (EU) politics and business-government relations in Europe. His research focuses on EU institutions and their impact on policies, EU institutional reform, lobbying, party politics, and parliamentary government.
Crombez is Senior Research Scholar at The Europe Center at the Freeman Spogli Institute for International Studies at Stanford University (since 1999). He teaches Introduction to European Studies and The Future of the EU in Stanford’s International Relations Program, and is responsible for the Minor in European Studies and the Undergraduate Internship Program in Europe.
Furthermore, Crombez is Professor of Political Economy at the Faculty of Economics and Business at KU Leuven in Belgium (since 1994). His teaching responsibilities in Leuven include Political Business Strategy and Applied Game Theory. He is Vice-Chair for Research at the Department for Managerial Economics, Strategy and Innovation.

Between Moscow and Brussels: Emerging States, East or West?
The workshop is premised on the view that we are now entering a new phase in the development of post-Soviet Europe. Clearly, further NATO enlargement and EU expansion are unlikely to take place in the next few years, creating a zone of insecurity and potential instability dividing those countries which succeeded in winning integration into the EU and into NATO in recent years from those countries that have sought membership without any immediate prospects of achieving it. Moreover, even among countries that have been successful in achieving membership in recent years there remains continuing anxiety about the degree to which their new European partners are prepared to support their economic viability and guarantee their security, particularly in light of increased assertiveness from Moscow.
The central purpose of this workshop series is to analyze the new dynamics emerging within this region, focusing on the external influences exerted by Moscow and Brussels and how they interact with the internal dynamics of the “corridor” countries, and to explore possible scenarios for future stabilization and development.
This workshop will be held November 5 and 6, 2009 at Stanford. The primary focus will be the “corridor” of countries consisting of the Baltic and Central European members of the EU and NATO, together with Belarus, Ukraine, Georgia and Moldova. Moscow and Brussels will enter as driving outside influences. The participants will include analysts and policymakers from the region itself as well as scholars from the relevant scholarly communities.

Principles of European Integration: Treaty revisions in multi-stage two-level processes
This project explores the revision of the treaties of the European Union using a multi-stage two-level-analysis. For the current revision of the Nice treaty, there are inferences between the domestic and European level, most obviously when referendums are carried. This time, a convention made a proposal for revision which was discussed by the member states at intergovernmental conferences (IGCs), and this project examines how member states have formed their positions on the treaty revision in inter-ministerial coordination.

The Forum on Contemporary Europe designed and sponsored this meeting as part of its series on global conflict, and peace and reconciliation. This session was conducted as a high level, by-invitation discussion to bring together policy leaders and FCE Research Affiliates aimed to consider the potential benefit of Stanford research on conflict and negotiation for the continuing process of peace and reconciliation in Northern Ireland. The meeting addressed multiple engagement and intervention strategies, including using the office of the Permanent Secretary with his deep knowledge of historically contested issues and parties, as well as appealing to international mediation from offices including the European Court of Justice and Court of Human Rights. Participants also discussed possible lessons to be drawn from this peace process for long-standing conflicts in settings such as Darfur, Sri Lanka, and Sub-Saharan and Southern Africa.

Wi(l)der West? A Transatlantic Perspective on the European Periphery from the Balkans and Turkey to Russia
In recent years, the United States and its European Union partners have often diverged in their policy outlooks towards the wider European periphery—the diverse region stretching from the Balkans and Turkey, to the Westernmost former-Soviet republics and Russia. Whether a temporary hiatus or a more profound strategic divergence, this state of affairs reflects a departure from the mission of extending peace, freedom and prosperity to the European continent that the two sides have pursued in the post-Cold War period.
Event Synopsis:
Dr. Tassinari's talk draws upon his recent book, "Why Europe Fears its Neighbors" (Praeger Security International, 2009), which attempts to survey and quantify the many challenges facing Europe with respect to its borders. Tassinari describes Europe's position toward neighbor countries as being influenced by the threat of immigration. He describes a "security-integration nexus" in progress since 1945, involving a gradual economic opening of Europe's borders to promote stability. While the EU today maintains to some degree its enlargement policy toward Turkey and the Western Balkans, other border-region states are classified under a "European neighborhood policy" with no prospects for EU membership. Recent policy discourse has decoupled security concerns from integration. The neighborhood approach, undermines EU policy by keeping neighbor states at too great a distance.
Next Tassinari offers Turkey and Russia as case studies. The debate within Turkey is leaning away from EU membership as the primary path toward modernization. Recent dialogue focuses less on meeting technical standards for EU membership and more on reckoning with issues of religion, identity and history within Turkey. With regards to Russia, in the past decade the country has become more assertive abroad and moved away from cooperation with the EU, preferring not to be grouped with countries like Ukraine, Moldova, and Georgia in the EU's approach to foreign policy.
In addressing the transatlantic relationship, Dr. Tassinari reflects that the US and EU have long disagreed about EU membership for Turkey, the direction of state building in the Balkans, and integration of some of Europe's neighbor states into NATO.
Finally, responding to the question of whether this divergence comes from a conflict over the "European power constellation" or rather is simply the result of issue-specific philosophical differences, Dr. Tassinari offers three arguments:
- Strategic: EU policy reflects multi-level integration, wherein countries can be "more than partners and less than members." Tassinari believes even countries with no prospect for membership should be integrated as much as possible.
- Normative - in reality, the US and EU share goals for Europe's "neighborhood" - promoting democracy, human rights, and other values. Despite this, each side's initiatives are viewed with suspicion by the other.
- Institution - US policymakers buy in to the EU enlargement policy, with its firm commitments and well-rehearsed conditionality process, and don't see alternative policies such as the "neighborhood" approach as being useful.
A Q&A session following the talk raised such issues as: Will the EU’s problems with “deepening” its relationships with neighbors hurt its prospects for “widening” through enlargement? What are the reasons for the mixed signals to Turkey from the EU? Do arguments about the EU’s denial of Turkey’s membership being based on racism hold any merit? If the Lisbon Treaty is ratified, what cross-border policy areas will remain the prerogative of nation-states and which might fall under EU Commission jurisdiction?
