Thousands rally across France and other nations in solidarity against the January 7, 2015 attack on the Charlie Hebdo offices in Paris by gunmen shouting “Allahu Akbar” or “Allah is [the] Greatest.” What does this tragedy, called one of the worst terror attacks on French soil, portend for the future of religious integration in France?  

Cecile Alduy, Stanford associate professor of French literature and affiliated faculty at Stanford's Europe Center in the Freeman Spogli Institutes for International Studies and Stanford Global Studies Division, was in Paris during the attack on the Charlie Hebdo offices. 

Currently writing a book on Marine Le Pen and the far-right National Front, Alduy discussed the impact of the attack on French society and politics on KQED Radio's "Forum with Michael Krasny" (Thurs., Jan. 8, 2015). She was joined by David Pryce-Jones, author and senior editor of the National Review, Hatem Bazian of Zaytuna College, BBC News Paris correspondent Hugh Schofield, and Jack Citrin, professor of political science and director of the Institute of Governmental Studies at UC Berkeley.

The terrorist shootings in Paris have brought a new round of attention to issues of immigration, political polarization, religious discrimination and threats to global security. Scholars at Stanford’s Freeman Spogli Institute for International Studies are following the developments and talking about the attacks.

Cécile Alduy, is an associate professor of French literature writing a book on France’s far-right National Front political party and is an affiliated faculty member of FSI’s Europe Center. She is in Paris, where she wrote an opinion piece for Al Jazeera America and spoke with KQED’s Forum

David Laitin is a professor of political science and also an affiliated faculty member of The Europe Center as well as FSI’s Center for International Security and Cooperation. His co-authored book, Why Muslim Integration Fails: An Inquiry in Christian-Heritage Societies, examines Muslim disadvantages and discrimination in Europe.

Christophe Crombez is a consulting professor at TEC specializing in European Union politics. And Martha Crenshaw, a senior fellow at FSI and CISAC, is an expert on political terrorism.

How are Parisians reacting to the tragedy?

Alduy: The mood here is of grief, disgust, anger, and fear. We were all in a state of shock: a sense of disbelief and horror, as if we had entered a surreal time-space where what we hear from the news happening in far away places—Iraq, Afghanistan, Pakistan, Nigeria—had been suddenly catapulted here, on our streets, in our everyday. The shock has given way to mourning. Lots of crying, swallowed tears and heavy hearts. But there’s also revolt and determination to not let that get to us and to not let it succeed in reviving internal wounds.

I was surprised by the spontaneous quiet demonstrations and collective mourning happening all over France: that people would go out rather than hide in spite of the fact that two heavy armed gunmen were on the loose. It was such a naturally humane, human, compassionate response. It was a real consolation to witness this getting together, this flame of humanity and solidarity braving the fear and silencing the silencers.  

What can we say about the brothers who allegedly carried out the attack?

Crenshaw: Apparently they are French citizens of Algerian immigrant origin, who had moved into the orbit of French jihadist networks some years ago. They were both known to French and American authorities, just as the 7/7 London bombers were known to the British police.  One had spent time in a French prison for his association with a jihadist network that sent young men to fight in Iraq, and the other is said to have recently trained in Yemen.  In that case, he would almost certainly have come into contact with operatives of Al Qaeda in the Arabian Peninsula (known as AQAP).  AQAP is an extremely dangerous organization in Yemen and abroad.  The U.S. has regarded it as a number one threat for some time – this is the group that sent the infamous Christmas or underwear bomber on a flight to Detroit in 2009.  Its chief ideologue, the American Anwar al-Awlaki, was killed in an American drone strike in 2012. The fact that the terrorists were two brothers also brings to mind the case of the Tsarnaev brothers and the Boston Marathon bombing.  

What are the cultural and societal implications of the shooting?

Alduy: The event highlights a menace that had been rampant, and duly acknowledged by the French government: that of French-born radicalized Muslims going to Syria, Afghanistan or Iraq to be trained as jihadist and then coming back to conduct terrorist attacks on French soil (this was already the case for Mohammed Merah, but he was not part of an Al-Qaeda cell and acted all alone, as did the man who attacked the Jewish Museum in Bruxells). The cultural and societal implication is that we are now talking of being a country at war, with al-Qaida recruiting among us our potential enemies. In other words, France has to come to terms with the fact that its own values, its own political system, and its own people have been shot execution style in the name of the jihad by our own children.

Explain the extent to which Muslims are disenfranchised and discriminated against in France.

Laitin: Our book documents that Muslims, just for being Muslims, face rather significant discrimination in the French labor market. We sent out CVs to employers, comparing two identically qualified applicants, one named Khadija Diouf and the other Marie Diouf. Both were from Senegalese backgrounds but were French citizens and well educated. Marie received a significantly larger number of “call backs.” From a survey, we know that controlling for race, for gender, and for education, Muslims from one of the two Senegalese language communities we study have much lower household income than matched Christians. We connect this finding to that of the discrimination in the labor market. In our book, we search for the reasons that sustain discrimination against Muslims in France. Here we find that the rooted French population prefers not to have Muslims in their midst, and not to have a lot of Muslims in their midst. Tokens are O.K.

Meanwhile, Muslims exhibit norms concerning gender and concerning public displays of religious devotion that are threatening to the norms of the rooted French. We therefore see a joint responsibility of both the French and the immigrant Muslim communities in sustaining what we call a “discriminatory equilibrium”.

Can these shootings be attributed to those inherent tensions?

Laitin: There is no evidence that this discriminatory equilibrium is in any way responsible for the horrendous criminal behavior exhibited in the offices of Charlie Hebdo. There is a viral cult that is attractive to a small minority of young Muslims inducing them to behavior that is inhuman. The sources of this cult are manifold, but it would be outrageous to attribute it to the difficulties that Muslims face in fully integrating into France.

How will the shootings affect the standing of right-leaning political parties that have been gaining traction?

Crombez: I think the shootings in Paris will provide a further boost to the electoral prospects of France's extreme-right, anti-immigrant party, the National Front. Opinion polls in recent months already showed that it could emerge as France's largest political party at the departmental elections in March – as far as vote share is concerned – and that the Front's candidate for the Presidency in 2017 is likely to make it into, but lose, the second round run-off with the candidate of the moderate right, as was the case in 2002. The shootings will only have improved the Front's chances. Even if the election results are consistent with the polls taken prior to the shootings, and the Front doesn't do even better than the polls predicted, the dramatic results are likely to be attributed to the shootings.

And the long-term political fallout?

Crombez: The effects will reverberate throughout Europe. But as time passes and the shootings become but a distant memory, the effects will disappear. I would draw a parallel here with what happened after the Fukushima nuclear plant disaster in Japan in 2011. In the following months Green parties did very well in elections in Europe at various levels, but after a year or so that effect seems to have dissipated. I would expect this to be the case with the shootings also, except if there are more such incidents to follow.

For 14 years, Mariano-Florentino Cuéllar has been a tireless Stanford professor who has strengthened the fabric of university’s interdisciplinary nature. Joining the faculty at Stanford Law School in 2001, Cuéllar soon found a second home for himself at the Freeman Spogli for International Studies. He held various leadership roles throughout the institute for several years – including serving as co-director of the Center for International Security and Cooperation. He took the helm of FSI as the institute’s director in 2013, and oversaw a tremendous expansion of faculty, research activity and student engagement. 

An expert in administrative law, criminal law, international law, and executive power and legislation, Cuéllar is now taking on a new role. He leaves Stanford this month to serve as justice of the California Supreme Court and will be succeeded at FSI by Michael McFaul on Jan. 5.

 As the academic quarter comes to a close, Cuéllar took some time to discuss his achievements at FSI and the institute’s role on campus. And his 2014 Annual Letter and Report can be read here.

You’ve had an active 20 months as FSI’s director. But what do you feel are your major accomplishments? 

We started with a superb faculty and made it even stronger. We hired six new faculty members in areas ranging from health and drug policy to nuclear security to governance. We also strengthened our capacity to generate rigorous research on key global issues, including nuclear security, global poverty, cybersecurity, and health policy. Second, we developed our focus on teaching and education. Our new International Policy Implementation Lab brings faculty and students together to work on applied projects, like reducing air pollution in Bangladesh, and improving opportunities for rural schoolchildren in China.  We renewed FSI's focus on the Ford Dorsey Program in International Policy Studies, adding faculty and fellowships, and launched a new Stanford Global Student Fellows program to give Stanford students global experiences through research opportunities.   Third, we bolstered FSI's core infrastructure to support research and education, by improving the Institute's financial position and moving forward with plans to enhance the Encina complex that houses FSI.

Finally, we forged strong partnerships with critical allies across campus. The Graduate School of Business is our partner on a campus-wide Global Development and Poverty Initiative supporting new research to mitigate global poverty.  We've also worked with the Law School and the School of Engineering to help launch the new Stanford Cyber Initiative with $15 million in funding from the Hewlett Foundation. We are engaging more faculty with new health policy working groups launched with the School of Medicine and an international and comparative education venture with the Graduate School of Education. 

Those partnerships speak very strongly to the interdisciplinary nature of Stanford and FSI. How do these relationships reflect FSI's goals?

The genius of Stanford has been its investment in interdisciplinary institutions. FSI is one of the largest. We should be judged not only by what we do within our four walls, but by what activity we catalyze and support across campus. With the business school, we've launched the initiative to support research on global poverty across the university. This is a part of the SEED initiative of the business school and it is very complementary to our priorities on researching and understanding global poverty and how to alleviate. It's brought together researchers from the business school, from FSI, from the medical school, and from the economics department.  

Another example would be our health policy working groups with the School of Medicine. Here, we're leveraging FSI’s Center for Health Policy, which is a great joint venture and allows us to convene people who are interested in the implementation of healthcare reforms and compare the perspective and on why lifesaving interventions are not implemented in developing countries and how we can better manage biosecurity risks. These working groups are a forum for people to understand each other's research agendas, to collaborate on seeking funding and to engage students. 

I could tell a similar story about our Mexico Initiative.  We organize these groups so that they cut across generations of scholars so that they engage people who are experienced researchers but also new fellows, who are developing their own agenda for their careers. Sometimes it takes resources, sometimes it takes the engagement of people, but often what we've found at FSI is that by working together with some of our partners across the university, we have a more lasting impact.

Looking at a growing spectrum of global challenges, where would you like to see FSI increase its attention? 

FSI's faculty, students, staff, and space represent a unique resource to engage Stanford in taking on challenges like global hunger, infectious disease, forced migration, and weak institutions.  The  key breakthrough for FSI has been growing from its roots in international relations, geopolitics, and security to focusing on shared global challenges, of which four are at the core of our work: security, governance, international development, and  health. 

These issues cross borders. They are not the concern of any one country. 

Geopolitics remain important to the institute, and some critical and important work is going on at the Center for International Security and Cooperation to help us manage the threat of nuclear proliferation, for example. But even nuclear proliferation is an example of how the transnational issues cut across the international divide. Norms about law, the capacity of transnational criminal networks, smuggling rings, the use of information technology, cybersecurity threats – all of these factors can affect even a traditional geopolitical issue like nuclear proliferation. 

So I can see a research and education agenda focused on evolving transnational pressures that will affect humanity in years to come. How a child fares when she is growing up in Africa will depend at least as much on these shared global challenges involving hunger and poverty, health, security, the role of information technology and humanity as they will on traditional relations between governments, for instance. 

What are some concrete achievements that demonstrate how FSI has helped create an environment for policy decisions to be better understood and implemented?

We forged a productive collaboration with the U.N. High Commissioner for Refugees through a project on refugee settlements that convened architects, Stanford researchers, students and experienced humanitarian responders to improve the design of settlements that house refugees and are supposed to meet their human needs. That is now an ongoing effort at the UN Refugee Agency, which has also benefited from collaboration with us on data visualization and internship for Stanford students. 

Our faculty and fellows continue the Institute's longstanding research to improve security and educate policymakers. We sometimes play a role in Track II diplomacy on sensitive issues involving global security – including in South Asia and Northeast Asia.  Together with Hoover, We convened a first-ever cyber bootcamp to help legislative staff understand the Internet and its vulnerabilities. We have researchers who are in regular contact with policymakers working on understanding how governance failures can affect the world's ability to meet pressing health challenges, including infectious diseases, such as Ebola.

On issues of economic policy and development, our faculty convened a summit of Japanese prefectural officials work with the private sector to understand strategies to develop the Japanese economy.  

And we continued educating the next generation of leaders on global issues through the Draper Hills summer fellows program and our honors programs in security and in democracy and the rule of law. 

How do you see FSI’s role as one of Stanford’s independent laboratories?

It's important to recognize that FSI's growth comes at particularly interesting time in the history of higher education – where universities are under pressure, where the question of how best to advance human knowledge is a very hotly debated question, where universities are diverging from each other in some ways and where we all have to ask ourselves how best to be faithful to our mission but to innovate. And in that respect, FSI is a laboratory. It is an experimental venture that can help us to understand how a university like Stanford can organize itself to advance the mission of many units, that's the partnership point, but to do so in a somewhat different way with a deep engagement to practicality and to the current challenges facing the world without abandoning a similarly deep commitment to theory, empirical investigation, and rigorous scholarship.

What have you learned from your time at Stanford and as director of FSI that will inform and influence how you approach your role on the state’s highest court?

Universities play an essential role in human wellbeing because they help us advance knowledge and prepare leaders for a difficult world. To do this, universities need to be islands of integrity, they need to be engaged enough with the outside world to understand it but removed enough from it to keep to the special rules that are necessary to advance the university's mission. 

Some of these challenges are also reflected in the role of courts. They also need to be islands of integrity in a tumultuous world, and they require fidelity to high standards to protect the rights of the public and to implement laws fairly and equally.  

This takes constant vigilance, commitment to principle, and a practical understanding of how the world works. It takes a combination of humility and determination. It requires listening carefully, it requires being decisive and it requires understanding that when it's part of a journey that allows for discovery but also requires deep understanding of the past.

Duncan Lawrence holds a PhD in Political Science from the University of Colorado Boulder. His research focuses on immigration, comparative political behavior, political economy and Latin America. His early interest in immigration and immigrant integration developed out of his work as a medical interpreter for a non-profit serving Spanish speaking immigrants in Wyoming. He is a two-time Fulbright recipient, first serving as a Fulbright English Teaching Assistant in Argentina in 2005 and then more recently as a Fulbright Scholar in Chile investigating how connections to emigrants impact perceptions of immigration. Duncan is the co-founder of the Telluride Research Group, LLC, an innovative data analysis and research firm that assists businesses and organizations in using social science research methods to understand problems and policy, and make better decisions. His research has appeared in journals such as Electoral Studies, The Latin Americanist and Latin American Research Review.

The Europe Center Graduate Student Grant Competition

Call for Proposals:

The Europe Center is pleased to announce the Fall 2014 Graduate Student Grant Competition for graduate and professional students at Stanford whose research or work focuses on Europe. Funds are available for Ph.D. candidates from across a wide range of disciplines in the humanities and social sciences to prepare for dissertation research and to conduct research on approved dissertation projects. The Europe Center also supports early graduate students who wish to determine the feasibility of a dissertation topic or acquire training relevant for that topic. Moreover, funds are available for professional students whose interests focus on some aspect of European politics, economics, history, or culture; the latter may be used to support an internship or a research project. Grants range from $500 to $5000.

Additional information about the grants, as well as the online application form, can be found here.  The deadline for this Fall’s competition is Friday, October 17th. Recipients will be notified by November 7th. A second competition is scheduled for Spring 2015.
 

Highlights from 2013-2014:

In the 2013-2014 academic year, the Center awarded grants to 26 graduate students in departments ranging from Linguistics to Political Science to Anthropology. We would like to introduce you to some of the students that we support and the projects on which they are working. Our featured students this month are Michela Giorcelli (Economics) and Orysia Kulick (History).

elli’s project, “The Effects of Management and Technology on Firms’ Productivity: Lesson from the US Marshall Plan in Italy,” explores the role of productivity in the process of economic growth and development. It is typically difficult to isolate the causal effect of management training programs and technology transfer programs on business productivity because these measures are often endogenous to other unobservable factors. To overcome this concern, Giorcelli employed a unique research design to analyze the effects of the Marshall Plan’s transfer of US management and technology to Italian firms in the aftermath of WWII.

Giorcelli collected and digitized balance sheets data for 6,035 Italian firms eligible to receive the US management and technology support between 1930 to 1970. She then exploited an exogenous change in policy implementation that randomly determined which firms actually received Marshall Plan support. Preliminary results show that all firms that received either support significantly increased their productivity. Moreover, firms that received both sets of support simultaneously showed an additional increase in productivity, suggesting that management and technology are complementary in production. Kulick’s project, “Regionalism in Ukraine and the Long Collapse of the Soviet Union, 1954--2014,” used original historical evidence collected from Ukrainian archives to study the political nexus between party elites in Kiev and in Moscow. For example, Kulick gleaned insights about the political economy of postwar industrial reconstruction from local archives in Dnipropetrovsk, a metallurgical powerhouse in the region. Previously inaccessible primary sources indicate that as the Soviet economy grew more complex, the state apparatus became more independent. Consequently, managerial specialists needed more autonomy to meet deadlines and quotas, making them--rather than the party--the source of innovation in postwar Ukraine.

According to Kulick, “my research this summer opened up new ways of thinking about the relationship between the party and the institutions that made up the Soviet state and economy.” Kulick used insights from Soviet-era KGB documents to shed new light on the current propaganda emanating out of the Kremlin. For example, she found that the long-term pull toward greater improvisation has had ongoing consequences. The current conflict is not just about Ukraine’s geopolitical orientation; it is also the byproduct of the dissolution of intransigent and poorly understood late Soviet-era institutions. Undergraduate Internship Program: Highlights

The Europe Center sponsored four undergraduate student internships with leading think tanks and international organizations in Europe in Summer 2014.  Laura Conigliaro (International Relations, 2015) joined the Centre for European Policy Studies (CEPS), while Elsa Brown (Political Science, 2015), Noah Garcia (BA International Relations and MA Public Policy, 2015), and Jana Persky (Public Policy, 2016) joined Bruegel, a leading European think tank. Our featured student this month is Laura Conigliaro.

During her time at CEPS, Conigliaro worked on a 68-page research paper on genetically modified organisms (GMO) policy in the European Union. In the paper, she traces E.U. legislation and policy development on GMOs from 1990 onward, and also offers conclusions for the future trajectory of the E.U.’s GMO policy. Conigliaro argues that the evolution of the E.U.’s GMO policy is a topic of extreme relevance--and difficulty--because it is the source of high-level trade conflicts between Europe and the United States. Consequently, the study of GMO policymaking can help advance our understanding of E.U. institutions, E.U. “comitology” (policy process), and E.U.-U.S. bilateral relations.

Conigliaro plans to incorporate the summer fellowship experience into her Stanford academic career, for example, by presenting research findings at Stanford’s Symposia of Undergraduate Research and Public Service (SURPS). Looking ahead, she writes: “I hope to use the knowledge and experience gained of the E.U. Institutions and policy process through the lens of the GMO issue to broaden and diversify my potential career opportunities and areas from my traditional area of concentration, East Asia, to also include the European Union.”


Recap:  Panel on Europe-Russia Relations and EU expansion

On September 30, 2014, Miroslav Lajčák, the Deputy Prime Minister and the Minister of Foreign and European Affairs of the Slovak Republic, participated in a panel discussion in which he shared his thoughts and opinions about Europe’s relationship with Russia, and about the E.U.’s management of its future membership and associations. The Minister’s viewpoints were of particular interest, given his role in the E.U. foreign policy establishment, and the Slovak Republic’s role in the E.U. and NATO.

“The fact is that E.U.-Russia relations have worsened dramatically. That cannot be denied. But it’s not E.U. enlargement that played a major role in this.”  According to the Minister, Russia did not view E.U. enlargement with hostility, in part, because enlargement remained a transparent process. “But it all changed when Europe decided to enter into Russia’s immediate neighborhood...the former Soviet Republics. And this was something that

was seen by Russia as a hostile activity, and this was what Russia fiercely resisted.” The Minister spoke candidly about the potential conflicts of concepts between the E.U.’s Eastern Partnership policy, Russia’s Near Abroad policy, and the idea of a Eurasian Union. A fundamental and ongoing source of tension pertains to the geopolitical position of Russia’s immediate neighbors: “The fact is that Russia never accepted the full sovereignty of the former Soviet Republics.” Apart from discussing the escalation of tensions between the E.U. and Russia, the Minister spoke about the role of sanctions and reforms as a path for moving forward and achieving lasting peace in Europe.

Minister Lajčák’s brought a variety of experiences to the panel. He served as the European Union Chief Negotiator for the E.U.-Ukraine and E.U.-Moldova Association Agreements, and was the European Union Special Representative for Bosnia and Herzegovina, and Sarajevo. Additionally, he was previously the Ambassador of the Slovak Republic to the Former Republic of Yugoslavia, Albania and the Former Yugoslav Republic of Macedonia. 

After Minister Lajčák spoke, he was followed by comments by Michael McFaul, Professor of Political Science and Senior Fellow, Hoover Institute and Freeman Spogli Institute; Norman Naimark, the Robert and Florence McDonnell Professor in East European Studies in the History Department and The Director of Stanford Global Studies; and Kathryn Stoner, Senior Fellow at the Freeman Spogli Institute and Faculty Director of the Susan Ford Dorsey Program in International Studies.


Introducing “Immigration and Integration in Europe” Policy Lab

The Europe Center would like to introduce a new research project entitled, “Immigration and Integration in Europe:  A Public Policy Perspective,” led by Professors David Laitin and Jens Hainmueller. Duncan Lawrence has recently joined Stanford University to help direct the project. The project is part of the new Policy Implementation Lab at the Freeman Spogli Institute for International Studies.

The social and economic integration of its diverse and ever growing immigrant populations is one of the most fundamental and pressing policy issues European countries face today. Success or failure in integrating immigrants is likely to have a substantial effect on the ability of European countries individually and collectively as members of the European Union to achieve objectives ranging from the profound such as sustaining a robust democratic culture to the necessary such as fostering economic cooperation between countries. Various policies have been devised to address this grave political dilemma, but despite heated public debates we know very little about whether these policies achieve their stated goals and actually foster the integration of immigrants into the host societies. Professor Jens Hainmueller.The goal of this research program is to fill this gap and create a network of leading immigration scholars in the US and Europe to generate rigorous evidence about what works and what does not when it comes to integration policies. The methodological core of the lab’s research program is a focus on systematic impact evaluations that leverage experimental and quasi-experimental methods with common study protocols to quantify the social and economic returns to integration policies across Europe, including polices for public housing, education, citizenship acquisition, and integration contracts for newcomers. This work will add to the quality of informed public debate on a sensitive issue, and create cumulative knowledge about policies that will be broadly relevant. (Inset: Jens Hainmueller)

David Laitin is the James T. Watkins IV and Elise V. Watkins Professor of Political Science and a co-director of the Immigration Policy Lab at Stanford. He has conducted field research in Somalia, Nigeria, Spain, Estonia and France. His principal research interest is on how culture – specifically, language and religion – guides political behavior. He is the author of “Why Muslim Integration Fails in Christian-heritage Societies” and a series of articles on immigrant integration, civil war and terrorism. Laitin received his BA from Swarthmore College and his PhD from the University of California, Berkeley.

Jonathan Rodden is professor of political science at Stanford, director of the Spatial Social Science Lab, and a senior fellow at the Hoover Institution and the Stanford Institute for Economic Policy Research.  He has written several articles and a pair of books on federalism and fiscal decentralization, and continues to work on issues related to state and local government finance around the world.  His most recent work focuses on economic and political geography in North America, Europe, and beyond.  He published a book on the topic in 2019, entitled Why Cities Lose: The Deep Roots of the Urban-Rural Political Divide

Rodden has several ongoing research projects with collaborators in Europe, including a new project on comparative federalism at the University of Salzburg.  He spent the winter of 2013 as a visiting scholar at the Juan March Institute in Madrid while also teaching in Stanford’s Madrid Bing Overseas Program.

Rodden received his PhD from Yale University and his BA from the University of Michigan, and was a Fulbright scholar at the University of Leipzig, Germany. Before joining the Stanford faculty, he was the Ford Associate Professor of Political Science at MIT.

A worrying spike in anti-Semitism in Europe is a stark reminder that prejudice against Jewish people is still a reality there today, say Stanford scholars. Anti-capitalism has been a particular source of anti-Semitism, according to Professor Russell Berman.

European leaders need to speak out more strongly against the escalation of anti-Semitism, a Stanford professor says.

"They should be willing to enforce the law," said Russell Berman, a Stanford professor of German studies and of comparative literature who is affiliated with the Europe Center on campus.

In recent weeks, slogans invoking anti-Semitism have been heard during European protests against the Palestinian deaths in the Palestinian-Israeli conflict. In France and Germany, synagogues and Jewish community centers have been firebombed. In Britain, a rabbi was attacked near a Jewish boarding school.

"Protesters who storm synagogues should be arrested and prosecuted. Too often police have shown a blind eye when political protests have transformed into anti-Semitic mob actions," said Berman, the Walter A. Haas Professor in the Humanities and a senior fellow at the Hoover Institution and the Freeman Spogli Institute for International Studies.

He said that European societies in the long run have to find a way to grapple with their failed immigration policies and achieve more effective integration, he said. This includes more efficiently integrating immigrants into the cultural expectations of their new societies.

"Post–World War II Europe had as a core value a rejection of the anti-Semitism that led to the Holocaust. Europeans have to develop a pedagogy that can pass that value on to the new members of their communities," said Berman.

Roots of hatred

The recent eruption of anti-Semitism in Europe has multiple causes, according to Berman. The continent's lagging economy, the influx of immigrants from Muslim countries and the ongoing Israeli and Palestinian conflict are large factors.

And as last year's European parliament elections revealed, right-wing extremism has grown across Europe, he said.

"The far right is historically a home of anti-Semitism wrapped in nationalism and xenophobia. Some of this development can be attributed to the ongoing economic crisis, but some is certainly also a reaction against what is sometimes called the 'democracy deficit' in the European Union," Berman said.

Some Europeans believe their national political life has been subordinated to a "transnational bureaucracy" in the form of the European Union, Berman said. He added that this breeds resentment, and one expression of that is anti-Semitism, which is coinciding with traditional European nationalism.

Berman added, "Clearly this does not apply to all Muslims in Europe, but it has become an unmistakable feature in those population cohorts susceptible to radicalization as a response to a sense of social marginalization."

In Europe, immigrant populations are often clustered in de facto segregated neighborhoods, forming a parallel society, Berman said.

"While policies of multiculturalism have in the United States often contributed to productive integration, in Europe they have worked differently and undermined social cohesion. In that context, anti-Semitism has festered," he said.

Ongoing conflicts in the Middle East have also fanned the flames of European anti-Semitism, Berman said. Meanwhile, protests did not arise in Europe when Muslims and Christians were massacred in recent months in Syria and Iraq.

"A year ago, one could still make an at least conceptual distinction between anti-Zionism [criticism of Israel] and anti-Semitism [hatred of Jews]," he said.

The events in the past months in the streets of Europe have erased that distinction, Berman said.

"The politics of criticizing Israel have been fully taken over by anti-Semites, whether from the traditional European far right, the extremist left or parts of the immigrant communities," he said.

Anti-capitalism, economic downturns

When the European economy soured, leaving many young people unemployed at a time of surging globalism – all against a "residual" communist backdrop that still exists in parts of Europe – anti-Semitism was the result, according to Berman.

"That inherent anxiety and free-floating animosity in Europe turns into hostility to minorities," he said. "It can generate both anti-Jewish and anti-Muslim prejudices, but anti-capitalism is today, as it has been historically, a particular source of anti-Semitism."

Berman calls this left-wing anti-Semitism – the targeting Jews as the symbols of capitalism – which he says has a long history. "A socialist leader of the 19th century once called anti-Semitism 'the anti-capitalism of fools,' and that's part of what we still see today," Berman said.

Opportunity, education, the future

Amir Eshel, a professor of German studies and of comparative literature and affiliated faculty member of The Europe Center, said Europe needs to do a better job of integrating Muslim immigrants into their new societies. In particular, he said, more economic opportunities must be given to people from disenfranchised communities.

"Nothing is as important as giving people opportunities to make their lives better," said Eshel, the Edward Clark Crossett Professor in Humanistic Studies. He is also an affiliated faculty member at the Europe Center in the Freeman Spogli Institute for International Studies.

Eshel points to important roles for the media and educational systems to play in clamping down on anti-Semitism. There are programs in place – International Holocaust Remembrance Day, for example – to remind people about the evil inflicted on Jews in Europe more than 60 years ago.

"What has changed is that young people are less biographically connected to these crimes of the past," said Eshel.

"When this happens, as the Holocaust drifts further in time, a certain sensibility arises that one should not be bound by the lessons of the past," he said.

Anti-Semitism in Europe, he said, is the worst he's seen or known about since the end of World War II. He's especially worried about the large numbers of Muslims from Britain and France who have joined the jihadist movements in places like Syria and Iraq.

"It's not going to be easy to track them if they return," Eshel noted, "and it'll be a challenge for many years in Europe."

Fear among Jews

History Professor Norman Naimark said that some French Jews are leaving the country because of ongoing anti-Semitic violence.

"Germany has also experienced an ongoing problem on both the extreme left and right, but there the authorities and the Jewish community seem to have the situation under control," added Naimark, the Robert and Florence McDonnell Professor in Eastern European Studies.

Naimark, the director of the Stanford Global Studies Division and a senior fellow at the Hoover Institution and the Freeman Spogli Institute for International Studies, described European anti-Semitism as following an oscillating curve up and down, especially in times of Middle East crises.

"England seems particularly susceptible to these kinds of oscillations," he said.

Krish Seetah's research covers a range of issues relating to colonialism and colonization. Prof. Seetah is the director of Stanford's ‘Mauritian Archaeology and Cultural Heritage’ (MACH) project, which studies European Imperialism and colonial activity. Much of his work uses bioarchaeological materials, with a strong emphasis on human-environmental interactions. He is keen to use the long duree perspective to help contextualize the most recent phase of globalization witnessed in the IOW, and study both the impacts of imperialism on ecology, identity and the development of nationhood following mass diaspora.

His teaching focuses on osteoarchaeology, human-animal relationships, the the Indian Ocean World. Recent publications include a monograph titled ‘Humans, Animals and the Craft of Slaughter in Archaeo-Historic Society (Cambridge University Press), and an edited volume ‘Connecting Continents: Archaeology and History in the Indian Ocean’ (Ohio University Press), which won the 2019 Society for American Archaeology Book Prize in the Scholarly category. Seetah gained his Ph.D. in Archaeology from the University of Cambridge, holds two MSc degrees, the first in Ecology and a second in Osteoarchaeology, with a BA in Biology. He has held visiting fellowships at Cambridge University, UK, the Scientific Research Center, Slovenia, and was an ERC Research Fellow at Reading University, UK.

In the late 19th and early 20th centuries, an "open borders" United States absorbed millions of European immigrants in one of the largest mass migrations ever. New research by Stanford economist Ran Abramitzky challenges the perception that immigrants lagged behind native-born Americans in job pay and career growth.

 

European immigrants to America during the country's largest migration wave in the late 19th and early 20th centuries had earnings comparable to native-born Americans, contrary to the popular perception, according to new Stanford research.

"Our paper challenges conventional wisdom and prior research about immigrant assimilation during this period," said Ran Abramitzky, an associate professor of economics at Stanford, faculty affiliate of The Europe Center and author of the research paper in the Journal of Political Economy.

Abramitzky and his colleagues found the average immigrant in that period did not face a substantial "earnings penalty" – lower pay than native-born workers – upon their arrival.

"The initial earnings penalty is overstated," said Abramitzky.

He said the conventional view is that the average European immigrants held substantially lower-paying jobs than native-born Americans upon first arrival and caught up with natives' earnings after spending some time in the United States. But that perception does not hold up to the facts, he said.

Abramitzky's co-authors include Leah Platt Boustan from the University of California, Los Angeles, and Katherine Eriksson from California Polytechnic State University.

The researchers examined records on 21,000 natives and immigrants from 16 European countries in U.S. Census Bureau data from 1900 to 1910 to 1920.

"Even when U.S. borders were open, the average immigrant who ended up settling in the United States over the long term held occupations that commanded pay similar to that of U.S. natives upon first arrival," Abramitzky said.

In that bygone era of "open borders," Abramitzky said, native-born Americans were concerned that immigrants were not assimilating properly into society – yet, on the whole, this concern appears to be unfounded. "Such concerns are echoed in today's debate over immigration policy," he added.

At the same time, Abramitzky said that immigrants from poorer countries started out with lower paid occupations relative to natives and did not manage to close this gap over time.

"This pattern casts doubt on the conventional view that, in the past, immigrants who arrived with few skills were able to invest in themselves and succeed in the U.S. economy within a single generation," Abramitzky and his colleagues wrote.

Age of migration

America took in more than 30 million immigrants during the Age of Mass Migration (1850-1913), a period when the country had open borders. By 1910, 22 percent of the U.S. labor force – and 38 percent of workers in non-southern cities – was foreign-born (compared with 17 percent today).

As the research showed, immigrants then were more likely than natives to settle in states with a high-paying mix of occupations. Location choice was an important strategy they used to achieve occupational parity with native-born Americans.

"This Age of Mass Migration not only is of interest in itself, as one of the largest migration waves in modern history, but also is informative about the process of immigrant assimilation in a world without migration restrictions," Abramitzky said.

Over time, many of the immigrants came from the poorer regions of southern and eastern Europe.

Abramitzky pointed out that native-born Americans in the late 19th and early 20th centuries were concerned about poverty in immigrant neighborhoods and low levels of education among children, many of whom left school early to work in industry.

Consequently, American political progressives championed a series of reforms, including U.S. child labor laws and compulsory schooling requirements.

Still, some natives believed that new arrivals would never fit into American society. And so, in 1924, Congress set a strict quota of 150,000 immigrant arrivals per year, with more slots allocated to immigrants from northern and western European countries than those from southern and eastern Europe.

But those early-20th-century fears of unassimilated immigrants were baseless, according to Abramitzky.

"Our results indicate that these concerns were unfounded: The average long-term immigrants in this era arrived with skills similar to those of natives and experienced identical rates of occupational upgrading over their life cycle," he wrote.

How does this lesson apply to today's immigration policy discussion? Should the numbers of immigrants and their countries of origin be limited and those with higher skills be given more entry slots?

Abramitzky said stereotyping immigrants has affected the political nature of the contemporary debate.

"These successful outcomes suggest that migration restrictions are not always necessary to ensure strong migrants' performance in the labor market," he said.
