Dan Miron is the Leonard Kaye Professor of Hebrew and Comparative Literature at Columbia University.  He is the author of more than twenty books, in both Hebrew and English.  His books include The Prophetic Mode in Modern Hebrew Poetry (2009); a study of the poet and playwright Nathan Alterman, From the Worm a Butterfly Emerges; and two studies of the classics of Yiddish fiction, The Image of the Shtetl and Other Studies of Modern Jewish Literary Imagination (2001) and A Traveler Disguised: The Rise of Modern Yiddish Fiction in the Nineteenth Century (1996).  In 1980 he received the Bialik Prize for Jewish thought, and in 1993 he was awarded the Israel Prize for Hebrew literature.

Leon Wieseltier, is an American writer, critic, and magazine editor. Since 1983 he has been the literary editor of The New Republic. Wieseltier was born in Brooklyn, New York and attended the Yeshivah of Flatbush, Columbia University, Oxford University, and Harvard University, and was a member of Harvard's Society of Fellows from 1979 to 1982. Wieseltier has published several books of fiction and non-fiction. Kaddish, a National Book Award finalist in 2000, is a genre-blending meditation on the Jewish prayers of mourning. Against Identity is a collection of thoughts about the modern notion of identity. Wieseltier also edited and introduced a volume of works by Lionel Trilling entitled The Moral Obligation to Be Intelligent and wrote the foreword to Ann Weiss's The Last Album: Eyes from the Ashes of Auschwitz-Birkenau, a collection of personal photographs that serves as a paean to pre-Shoah innocence. Wieseltier's translations of the works of Israeli poet Yehuda Amichai have appeared in The New Republic and The New Yorker.

In politics, shoddy theories never die. In the Middle East, one of the oldest is that Palestine is the "core" regional issue. This zombie should have been interred at the beginning of the Arab Spring, which has highlighted the real core conflict: the oppressed vs. their oppressors. But the dead keep walking.

"The plight of the Palestinians has been a root cause of unrest and conflict in the region," insisted Turkish President Abdullah Gul in the New York Times last week. "Whether these [recent] uprisings lead to democracy and peace or to tyranny and conflict will depend on forging a lasting Israeli-Palestinian peace." Naturally, "the U.S. has a long overdue responsibility" to forge that peace.

Writing in the Financial Times, former U.S. National Security Adviser Brent Scowcroft intoned: "The nature of the new Middle East cannot be known until the festering sore of the occupied territories is removed." Read: The fate of democracy hinges on Palestine.

So do "Iran's hegemonic ambitions," he insinuated. This is why Tehran reaches for the bomb? Syria, too, will remain a threat "as long as there is no regional peace agreement." The Assad regime is slaughtering its own people for the sake of Palestine? And unless Riyadh "saw the U.S. as moving in a serious manner" on Palestine, Mr. Scowcroft warned, the Saudis might really sour on their great protector from across the sea. So when they sent troops into Bahrain, were they heading for Jerusalem by way of Manama?

Freedom does not need the enemy at the gate. Despots do, which is why they happily let the Palestinian sore fester for generations.

Shoddy political theories—ideologies, really—never die because they are immune to the facts. The most glaring is this: These revolutions have unfolded without the usual anti-American and anti-Israeli screaming. It's not that the demonstrators had run out of Stars and Stripes to trample, or were too concerned about the environment to burn Benjamin Netanyahu in effigy. It's that their targets were Hosni Mubarak, Zine el Abidine Ben-Ali, Moammar Gadhafi and the others—no stooges of Zionism they. In Benghazi, the slogan was: "America is our friend!"

The men and women of the Arab Spring are not risking their lives for a "core" issue, but for the freedom of Egypt, Tunisia, Libya and Syria. And of Iran, as the Green revolutionaries did in Tehran in 2009.

Every "Palestine-first" doctrine in the end comes down to that fiendish "Arab Street": The restless monster must be fed with Israeli concessions lest he rise and sweep away our good friends—all those dictators and despots who pretended to stand between us and Armageddon. Free Palestine, the dogma goes, and even Iran and Syria will turn from rabid to responsible. The truth is that the American and Israeli flags were handed out for burning by those regimes themselves.

This is how our good friends have stayed in power: Divert attention and energy from oppression and misery at home by rousing the masses against the enemy abroad. How can we have free elections, runs a classic line, as long as they despoil our sacred Islamic lands? This is why anti-Americanism and anti-Semitism are as rampant among our Saudi and Egyptian allies as among the hostile leaders of Iran and Syria.

The Palestinians do deserve their own state. But the Palestine-first strategy reverses cause and effect. It is not the core conflict that feeds the despotism; it is the despots who fan the conflict, even as they fondle their U.S.-made F-16s and quietly work with Israel. Their peoples are the victims of this power ploy, not its drivers. This is what the demonstrators of Tahrir Square and the rebels of Benghazi have told us with their silence on the Palestine issue.

So Palestine has nothing to do with it? It does, though not in the ways insisted by Messrs. Gul and Scowcroft. The sounds of silence carry a different message: "It's democracy, stupid!" Freedom does not need the enemy at the gate. Despots do, which is why they happily let the Palestinian sore fester for generations.

Israel, which has reacted in utter confusion to the fall of Mubarak, might listen up as well. If democracies don't have to "busy giddy minds with foreign quarrels," as Shakespeare has it in Henry IV, then Israel's reformed neighbors might at last be ready for real, not just cold peace. Mr. Mubarak was not. Nor is Mr. Assad of Syria, who has refused every Israeli offer to hand back the Golan Heights. If you rule at the head of a tiny Alawite minority, why take the Heights and give away a conflict that keeps you in power? Peace at home—justice, jobs and consent—makes for peace abroad.

Still, don't hold your breath. Yes, democracy is where history is going, but it is a long, perilous journey even from Tunis to Tripoli, let alone all the way to Tehran.

Daniel Schatz is a Visiting Anna Lindh Researcher at the Europe Center and a Doctoral Candidate in Political Science at the Humboldt University of Berlin.

Schatz’s doctoral dissertation, “The Politics of Foreign Policy Change: An Analysis of Sweden’s Middle East Policy 1996-2006” examines the dynamics of foreign policy change by analyzing changes in Sweden’s foreign policy towards Israel and the Palestinians. His main research interests are international relations, foreign policy analysis, foreign policy change, European and Scandinavian politics, the Middle East and the Arab-Israeli Conflict.

Prior to joining Stanford University, Schatz’s professional appointments include positions at the European Parliament, the UN Headquarters, the Council of Europe Parliamentary Assembly, the World Jewish Congress Headquarters and the Canadian Embassy in Stockholm. He was nominated as a Candidate for Sweden's Parliament in 2006 and 2010.

Schatz is an editorial page contributor in Svenska Dagbladet, one of Sweden’s largest dailies. His articles and opinion pieces on contemporary international affairs appear regularly in European and international newspapers. He graduated with a Masters Degree in Political Science and European Studies from the University of Lund and has completed studies in International Relations the Hebrew University of Jerusalem and New York University. He speaks Swedish, English, Polish, German, Russian, Hebrew and Yiddish.

Steven J. Zipperstein is the Daniel E. Koshland Professor in Jewish Culture and History at Stanford University. He has also taught at universities in Russia, Poland, France, and Israel; for six years he taught Jewish history at Oxford University. From 1991-2007, he was Director of the Taube Center for Jewish Studies at Stanford. Zipperstein is the author and editor of nine books including The Jews of Odessa: A Cultural History (1986, winner of the Smilen Prize for the Outstanding book in Jewish history); Elusive Prophet: Ahad Ha’am and the Origins of Zionism (1993, winner of the National Jewish Book Award); Imagining Russian Jewry (1999); and Rosenfeld’s Lives: Fame, Oblivion, and the Furies of Writing (2008, shortlisted for the National Jewish Book Award in Biography, Autobiography and Memoir).  His work has been translated into Russian, Hebrew, and French. Zipperstein’s latest book, Pogrom:  Kishinev and the Tilt of History, published by Liveright/W. W. Norton in 2018, has been widely reviewed in newspapers and magazines in the United States and England including The New York Times, New York Review of Books, The New Yorker, The New Statesman, Literary Review, and the San Francisco Chronicle. The Economist, Ha-Aretz, San Francisco Chronicle and Mosaic Magazine have named it one of the best books of the year.  It was a finalist for the National Jewish Book Award (History) and Mark Lynton award for the best non-fiction book of 2018. 

He has been awarded the Leviant Prize of the Modern Language Association, the Judah Magnes Gold Medal of the American Friends of the Hebrew University, and the Koret Prize for Outstanding Contributions to the American Jewish community.  He has held fellowships at the Radcliffe Institute at Harvard University, the Institute for Advanced Studies at the Hebrew University of Jerusalem, the Yitzhak Rabin Institute in Tel Aviv, and has twice been a Visiting Professor at the Ecole des Hautes Etudes Sciences Sociales.  In spring 2014, he was the first Jacob Kronhill Scholar at the YIVO Institute for Jewish Research, in New York. At Stanford, and earlier at Oxford and UCLA, he has supervised the dissertation work of more than thirty students now teaching at universities and colleges in the United States, Canada, and elsewhere.  He has delivered keynote addresses and endowed lectures at several dozen universities in the United States and abroad including the Hebrew University, Jerusalem; Central European University, Budapest; Emory; UCLA; University of Wisconsin, Madison; Vanderbilt, and the National Yiddish Book Center. 

Zipperstein’s articles have appeared in The New York Times Sunday Book Review, the Washington Post, The New Republic, the Jewish Review of Books, Chronicle of Higher Education and in many scholarly journals.  He was an editor of Jewish Social Studies for twenty years, and the book series Stanford Studies in Jewish History and Culture for a quarter of a century.  He is immediate past Chair of the Academic Council of the Center for Jewish History, in New York. Together with Anita Shapira, he is series editor of the Yale University Press/Leon Black Foundation Jewish Lives volumes that were named in 2015 the best books of the year by the National Jewish Book Council -- the first time a book series has won this prize. Some forty-five Jewish Lives books have already appeared, and Zipperstein is currently at work on a biography of Philip Roth for the series.  He and his wife Susan Berrin live in Berkeley.

With democratic revolutions spreading throughout the region, and as US, European and NATO forces enter the conflict in Libya, the transatlantic community shares concern over events in the greater Middle East. The Europe Center presents a timely seminar by Ami Ayalon, former director of the Shin Bet and commander of the Israeli Navy, about the interdependence of Israeli security and Palestinian statehood and the urgent necessity of achieving a two-state solution to ensure democratic self-determination for both peoples.

Ami Ayalon is a former Member of the Israeli Knesset, Commander of the Israeli Navy, and director of the Shin Bet, Israel's internal security service. In 2003, Ayalon launched, together with former PLO representative Sari Nusseibeh, a peace initiative called “The National Census" to collect signatures of millions of Israelis and Palestinians in support of a two-state solution.

About the Speaker

Admiral Ami Ayalon was born in pre-state Israel in 1945, growing up on Kibbutz Maagan. He served in the Israeli Navy for 30 years. During his service he was decorated with the Medal of Valor, Israel's highest award and the Medal of Honor for carrying out a long list of operations without casualties as the commander of the elite Shayetet 13 Naval commando unit. From 1992-1996 he served as Chief of the Israeli Navy.

Upon retiring from the Navy, Admiral Ayalon was appointed director of the Shin Bet (Israel’s General Security Service). He is credited with rehabilitating the service, which had been hard-hit by its failure to prevent the assassination of Prime Minister Yitzhak Rabin.

In 2003, Admiral Ayalon founded the People’s Voice, a grassroots movement that, together with Palestinian professor Sari Nusseibeh, formulated a set of principles for a permanent agreement between Israel and the Palestinians. To date, over 400,000 people from both sides have signed the Ayalon-Nusseibeh Statement of Principles.

In 2005, Admiral Ayalon was elected to a senior Labor Party seat in the Knesset, and served on the several committees, including as Chair of the Knesset Subcommittee on National Emergency Readiness. In 2007, Admiral Ayalon joined Prime Minister Ehud Olmert's cabinet where he served until 2009.

Having formally retired from politics, Admiral Ayalon serves as Chairman of the Executive Committee of Haifa University, leading research on terror, ethics and international law. He is chair of AKIM, a charity for people with intellectual disabilities. He holds two degrees from Bar-Ilan University: a BA in Economics and Political Science and an MA in law, in addition to an MA in Public Administration from Harvard University. He is a graduate of the Naval War College in Newport Rhode Island.

Michael Karayanni, Edward S. Silver Professor of Civil Procedure  and Director of the Harry and Michael Sacher Institute for  Legislative Research and Comparative Law, Faculty of Law, Hebrew  University of Jerusalem. His research focuses on private  international law and inter-religious law, civil procedure, and  multiculturalism. He holds an LL.D in law from the Hebrew  University (2000) as well as an S.J.D. degree from the University  of Pennsylvania Law School, received in 2003. He is the author of  "Conflicts in a Conflict" (Oxford University Press, forthcoming 2012)

 

Event Summary

Professor Karayanni's talk addresses the question of why religious and political issues in Israel are dominated by the conflict around disproportionate funding for Jewish institutions and norms, and the implications this emphasis has on jurisdictional authority in Israel. Professor Karayanni points out that while there are 14 recognized religious communities in Israel, less than 2% of the budget for support of religious institutions goes to non-Jewish organizations. However, as a result of the relative lack of official recognition, the Israeli Supreme Court has in some cases deferred from enforcing Israeli administrative law, a practice that has afforded greater freedom to some private religious institutions such as religious schools, as Karayanni outlines demonstrates with examples from several recent court cases . He then describes how judicial freedom for some religious groups can create a "multicultural predicament" in which the autonomy allowed to minority religious groups may conflict with the best interests of more vulnerable members, such as women and children, in groups with illiberal social and judicial norms. Nonetheless, Professor Karayanni argues that the perception of being multicultural is important to the Jewish state, as it is in Egypt, Jordan, and India, where minority religious groups have similar autonomy.

A discussion session following the talk addressed such questions as: Is there any political will to divorce Jewish identity from the state and instead have it represented only through community institutions? How many Christian Palestinians live in the Palestinian Territory versus in Israel? How do they operate legally within the Palestinian community? How are minority Jewish sects treated in Israel? How would a binational state resulting in the absorption of Palestine affect these religious issues?

The Europe Center announces the international conference, “History and Responsibility: Hebrew Literature and 1948” which will take place at Stanford University on June 13-14, 2011. The aim of this conference is to consider some six decades of literary reflection on the 1948 Middle Eastern war, an event that resulted with the establishment of Israel on the one hand, and with the birth of the Palestinian refugee problem, the Nakba on the other hand.

In recent decades there has been extensive discussion of 1948 in historiography. Many novels, films, journals, exhibitions, anthologies and political essays of recent years also display a keen interest in revisiting 1948. It is our wish to address this context from the perspective of literary studies, and to do so with a strong emphasis on maintaining a theoretical, comparative dimension, i.e. raise questions that result from recent theoretical debates on historical representation, postcolonial discourse, literature and philosophy, literature and ethics, and so forth.   

The conference thus wishes to discuss different forms of literary engagement with the past (poetry, drama and prose); the literary relation to ethical and political questions surrounding 1948; changes in the literary dealing with 1948 from the late 1940s to the present; as well as public debates surrounding the literary engagement with 1948.
