At a recent European Security Initiative (ESI) lecture held at the GSB's Oberndorf Event Center, Sergey Kislyak, Russian Ambassador to the US, described US-Russia relations as being at its worse point since the end of the Cold War.
Ambassador Kislyak then went on to list the series of US actions that he believes led up to this.
Moderated by Michael McFaul, the Director of FSI, Professor of Political Science, and former US Ambassador to Russia, the lecture drew a large audience of over 200 students, faculty, staff and members of the public.

Cultural Assimilation during the Age of Mass Migration
Using two million census records, we document cultural assimilation during the Age of Mass Migration, a formative period in US history. Immigrants chose less foreign names for children as they spent more time in the US, eventually closing half of the gap with natives. Many immigrants also intermarried and learned English. Name-based assimilation was similar by literacy status, and faster for immigrants who were more culturally distant from natives. Cultural assimilation affected the next generation. Within households, brothers with more foreign names completed fewer years of schooling, faced higher unemployment, earned less and were more likely to marry foreign-born spouses.

David Brady will present his paper that examines attitudes towards immigration in the light of economic dislocation and threats to cultural identity and values in seven countries. The effects of immigration attitudes on prospective and retrospective political choices by political leaders and parties are also analyzed. The central thesis is that citizens' attitudes toward immigration are more conservative than the political parties, and this has potential electoral consequences.
David Brady holds the Bowen H. and Janice Arthur McCoy Professor of Political Science in the Stanford Graduate School of Business and is Davies Family Senior Fellow at the Hoover Institution. He has published seven books and over 100 papers in journals and books. Among his most recent books are Leadership and Growth (World Bank Publications, 2010) with Michael Spence; Revolving Gridlock: Politics and Policy from Carter to Bush II (Westview Press, 2006); and Red and Blue Nation? Characteristics and Causes of America’s Polarized Politics with Pietro Nivola (Brookings Institution Press, 2007). Brady has been on continual appointment at Stanford since 1986. While at Stanford, he has served as Associate Dean for Academic Affairs in the GSB and as Vice Provost for Distance Learning at Stanford. He has twice been a fellow at the Center for Advanced Study in the Behavioral Sciences and has been a Visiting Professor at Harvard University, Sciences Po in Paris, LUISS University in Rome and a distinguished lecturer at the American Academy in Berlin. Brady was elected to the American Academy of Arts and Sciences in 1987. Over his teaching career he won the Dinkelspiel Award for service to undergraduates, the Richard Lyman Prize for service to alumni, the Bob Davies Award and the Jaedicke Silver Cup from the GSB, and the first Phi Beta Kappa Teaching Award given at Stanford. He also won the George Brown teaching award at Rice University.
Over his career he has served on a number of start-up boards and continues to serve on the board of the Essex Corporation, on its accounting and compensation committees. He served on the Japanese Kanzai Board for Economic Development from 1990 – 1995.
The Future of Multi-National Corporate Taxation in the European Union – Impact of On-Going EU State Aid Investigations
According to the OECD, corporate taxation has steadily fallen since 1994 and today represents around 8.5 per cent of all taxes raised by governments across the globe. The proliferation of tax-efficient structures that route profits to low tax countries in the form of interest payments and royalties has been a big drain on revenues. The European Commission has made several unfruitful attempts to coordinate ‘anti-avoidance’ measures. In a recent effort to crack down on ‘base erosion and profit shifting’ [BEPS] to safeguard the future of corporate tax and curb competition between Member States based aggressive tax rulings, the European Commission has embarked on a ‘fairness’ crusade using antitrust prerogatives. Apple, Starbucks, Amazon, McDonalds and many more others have been accused of benefiting from illegal State aid resulting in orders to pay (back) billions of euros. Are American companies really being targeted by the European Commission? How will corporate taxation in the European Union evolve from here?
Jacques Derenne is the head of the EU Competition & Regulatory practice at Sheppard Mullin’s Brussels office. He has over 28 years of competition law experience in all areas (mergers, cartels, abuses of dominance and State aid), in EU regulatory and related competition law issues in a variety of regulated industries such as energy, the postal sector, aviation, railways, telecoms, satellites, the audio-visual sector and tobacco products. He regularly appears at competition hearings before the European Commission, and pleads cases before the General Court and the Court of Justice of the EU, national competition authorities, the Belgian and French courts and various regulatory bodies.
Jacques' State aid experience spans more than two decades, during which time he has acted for beneficiaries, competitors and Member States before the European Commission, EU courts and national courts. He co-directed and co-authored studies for the European Commission on the enforcement of State aid rules at the national level (2006 and 2009), which contributed to the Commission's Recovery and Enforcement Notices in 2007 and 2009 respectively. He co-edited a book on the Enforcement of EU State aid law at national level - 2010 - Reports from the 27 Member States (Lexxion, October 2010), and has written quarterly comments on State aid case law and the Commission’s decisional practice in the journal Concurrences since 2004 (together with EU officials).
Jacques also publishes widely on various other EU constitutional, competition and regulatory issues. He is a founding member of the Global Competition Law Centre (College of Europe, Scientific Council and Executive Committee). He graduated from the University of Liège (Belgium, 1987) and from the College of Europe (Bruges, 1988), and teaches competition law (State aid aspects) at the University of Liège and at the Brussels School of Competition.
Yaniss Aiche is a Counsel in the EU Competition and Regulatory Practice in Brussels. His practice focuses on the intersection between public policy, government affairs and legal advocacy. He brings corporations, financial institutions, non-profit organizations and government bodies an integrated strategic insight that combines a deep legal, political and business expertise to help them with policy risk assessments and compliance, monitor relevant policy developments and effectively advocate their interests towards key EU institutions and EMEA governments.
Yaniss has over 15 years of experience in EU Policy, international trade and strategic business development. Yaniss started his career in 2000 in Brussels as an expert advisor on international trade and trade negotiations within the WTO's Doha Development Agenda where he advised governments, corporations and trade associations on a range of intricate political and legal challenges including investment promotion, cultural services and goods, defense contracting an free trade. In 2007, Yaniss joined AHEL, the consulting arm of The International Institute for Strategic Studies in London where he focused on advising F500 companies at executive and board level on geopolitical and military risk, investment policy development. In this role he supported the business expansion of European and US companies in the Far and Near East.
In more recent years Yaniss has worked in senior positions for leading global law firms assisting them with their regional expansion, client development strategies and legal services packaging.
Yaniss holds a JD from the University of Gent, a Masters from UC Berkeley and an MBA from Chicago Booth.
Making Reading Visible: Social Annotation with Lacuna in the Humanities Classroom
Reading, writing, and discussion are the most common—and, most would agree, the most valuable—components of a university-level humanities seminar. In humanities courses, all three activities can be conducted with a variety of digital and analog tools. Digital texts can create novel opportunities for teaching and learning, particularly when students’ reading activity is made visible to other members of the course. In this paper, we introduce Lacuna, a web-based software platform which hosts digital course materials to be read and annotated socially. At Stanford, Lacuna has been collaboratively and iteratively designed to support the practices of critical reading and dialogue in humanities courses. After introducing the features of the platform in terms of these practices, we present a case study of an undergraduate comparative literature seminar, which, to date, represents the most intentional and highly integrated use of Lacuna. Drawing on ethnographic methods, we describe how the course instructors relied on the platform’s affordances to integrate students’ online activity into course planning and seminar discussions and activities. We also explore students’ experience of social annotation and social reading.
In our case study, we find that student annotations and writing on Lacuna give instructors more insight into students’ perspectives on texts and course materials. The visibility of shared annotations encourages students to take on a more active role as peer instructors and peer learners. Our paper closes with a discussion of the new responsibilities, workflows, and demands on self-reflection introduced by these altered relationships between course participants. We consider the benefits and challenges encountered in using Lacuna, which are likely to be shared by individuals using other learning technologies with similar goals and features. We also consider future directions for the enhancement of teaching and learning through the use of social reading and digital annotation.
Migration and Integration: New Models for Mobility and Coexistence
Globalization has led to new forms, and dynamics, of migration and mobility. What are the consequences of these changes for the processes of reception, settlement and social integration, for social cohesion, institutional practices and policies? The essays collected in this volume discuss these issues with reference to recent research on migration and mobility in Europe, the US, North and East Africa and South and Southeast Asia. The twenty authors are leading migration researcher from different academic fields such as sociology, geography, political science and cultural studies.

Cooperation of U.S., Russian Scientists Helped Avoid Nuclear Catastrophe at Cold War’s End, CISAC Scholar Says
When the Soviet Union collapsed in 1991, the worry in the West was what would happen to that country’s thousands of nuclear weapons. Would “loose” nukes fall into the hands of terrorists, rogue states, criminals – and plunge the world into a nuclear nightmare?
Fortunately, scientists and technical experts in both the U.S. and the former Soviet Union rolled up their sleeves to manage and contain the nuclear problem in the dissolving Communist country.
One of the leaders in this relationship was Stanford engineering professor Siegfried Hecker, who served as a director of the Los Alamos National Laboratory before coming to Stanford as a senior fellow at the Center for International Security and Cooperation. He is a world-renowned expert in plutonium science, global threat reduction and nuclear security.
Hecker cited one 1992 meeting with Russian scientists in Moscow who were clearly concerned about the risks. In his new book, Doomed to Cooperate: How American and Russian scientists joined forces to avert some of the greatest post-Cold War nuclear dangers, Hecker quoted one Russian expert as saying, “We now need to be concerned about terrorism.”
Earning both scientific and political trust was a key, said Hecker, also a senior fellow at Stanford’s Freeman Spogli Institute for International Studies. The Russians were proud of their scientific accomplishments and highly competent in the nuclear business – and they sought to show this to the Americans scientists, who became very confident in their Russian counterparts’ technical capabilities as they learned more about their nuclear complex and toured the labs.
Economic collapse, political turmoil
But the nuclear experts faced an immense problem. The Soviets had about 39,000 nuclear weapons in their country and in Eastern Europe and about 1.5 million kilograms of plutonium and highly enriched uranium (the fuel for nuclear bombs), Hecker said. Consider that the bomb that the U.S. dropped on the Japanese city of Nagasaki in 1945 was only six kilograms of plutonium, he added. Meanwhile, the U.S. had about 25,000 nuclear weapons in the early 1990s.
Hecker and the rest of the Americans were deeply concerned about the one million-plus Russians who worked in nuclear facilities. Many faced severe financial pressure in an imploding society and thus constituted a huge potential security risk.
“The challenge that Russia faced with its economy collapsing was enormous,” he said in an interview.
The Russian scientists, Hecker said, were motivated to act responsibly because they realized the awful destruction that a single nuclear bomb could wreak. Hecker noted that one Russian scientist told him, “We arrived in the nuclear century all in one boat, and a movement by anyone will affect everyone.” Hecker noted, “Therefore, you know, we were doomed to work together to cooperate.”
All of this depended on the two governments involved easing nuclear tensions while allowing the scientists to collaborate. In short order, the scientists developed mutual respect and trust to address the loose nukes scenario.
The George H.W. Bush administration launched nuclear initiatives to put the Russian government at ease. For example, it took the nuclear weapons off U.S. Navy surface ships and some of its nuclear weapons off alert to allow the Russians to do the same. The U.S. Congress passed the Nunn-Lugar Cooperative Threat Reduction legislation, which helped fund some of the loose nuke containment efforts.
While those were positive measures, Hecker said, it was ultimately the cooperation among scientists, what they called lab-to-lab-cooperation, that allowed the two former superpower enemies to “get past the sensitivity barriers” and make “the world a safer place.”
Since the end of the Cold War, no significant nuclear event has occurred as a result of the dissolution of the Soviet Union and its nuclear complex, Hecker noted.
Lesson: cooperation counts
One lesson from it all, Hecker said, is that government policymakers need to understand that scientists and engineers can work together and make progress toward solving difficult, dangerous problems.
“We don’t want to lose the next generation from understanding what can actually be done by working together,” he said. “So, we want to demonstrate to them, Look, this is what was done when the scientists were interested and enthusiastic and when the government gave us enough room to be able to do that.”
Hecker said this scientific cooperation extended to several thousand scientists and engineers at the Russian sites and at U.S. nuclear labs – primarily the three defense labs: Lawrence Livermore, Los Alamos, and Sandia national laboratories. Many technical exchanges and visits between scientists in Russia and the United States took place.
He recalled visiting some of the nuclear sites in Russian cities shrouded by mystery. “These cities were so secret, they didn’t even appear on Soviet maps.”
Change of threat
When the Soviet Union collapsed, the nature of the nuclear threat changed, Hecker said. The threat before was one of mutual annihilation, but now the threat changed to what would happen if nuclear assets were lost, stolen or somehow evaded the control of the government.
“From an American perspective we referred to these as the ‘four loose nuclear dangers,'” he said.
This included securing the loose nukes in the Soviet Union and Eastern Europe; preventing nuclear materials or bomb fuel from getting into the wrong hands; the human element involving the people who worked in the Soviet nuclear complex; and finally, the “loose exports” problem of someone trying to sell nuclear materials or technical components to overseas groups like terrorists or rogue nations.
For Hecker, this is not just an American story. It is about a selfless reconciliation with a longtime enemy for the greater global good, a relationship not corrupted by ideological or nationalistic differences, but one reflective of mutual interests of the highest order.
“The primary reason,” he said, “why we didn’t have a nuclear catastrophe was the Russian nuclear workers and the Russian nuclear officials. Their dedication, their professionalism, their patriotism for their country was so strong that it carried them through these times in the 1990s when they often didn’t get paid for six months at a time … The nuclear complex did its job through the most trying times. And it was a time when the U.S. government took crucial conciliatory measures with the new Russian Federation and gave us scientists the support to help make the world a safer place.”
