Who Speaks for the Poor? explains why parties represent some groups and not others. This book focuses attention on the electoral geography of income, and how it has changed over time, to account for cross-national differences in the political and partisan representation of low-income voters. Jusko develops a general theory of new party formation that shows how changes in the geographic distribution of groups across electoral districts create opportunities for new parties to enter elections, especially where changes favor groups previously excluded from local partisan networks. Empirical evidence is drawn first from a broadly comparative analysis of all new party entry and then from a series of historical case studies, each focusing on the strategic entry incentives of new low-income peoples' parties. Jusko offers a new explanation for the absence of a low-income people's party in the USA and a more general account of political inequality in contemporary democratic societies.

Josiah Ober, Mitsotakis Professor in the School of Humanities and Science, works on historical institutionalism and political theory, focusing on democratic theory and the contemporary relevance of the political thought and practice of the ancient Greek world. He is the author of Demopolis: Democracy before Liberalism (2017), The Rise and Fall of Classical Greece (2015) and other books, mostly published by Princeton University Press, including Mass and Elite in Democratic Athens (1989), Political Dissent in Democratic Athens (2008), and Democracy and Knowledge (2008). He has also published about 100 articles and chapters, including recent articles in American Political Science ReviewPhilosophical StudiesPolisPublic ChoiceCritical Review, and Transactions of the American Philological Association. Work in progress includes books on instrumental rationality in classical Greek thought and the role of civic bargains in the emergence and persistence of democratic government.

In his readout of the first meeting between President Trump and Russian President Vladimir Putin, Secretary of State Rex Tillerson praised the desire of both presidents to forget about the past — and move on. Regarding Putin’s denial of interfering in our 2016 president elections, Tillerson stated, “I think what the two presidents, I think rightly, focused on is how do we move forward; how do we move forward from here. Because it’s not clear to me that we will ever come to some agreed-upon resolution of that question between the two nations.”

What do we know about wealth inequality and democracy? Our review shows that the simple conjectures that democracy produces wealth equality and that wealth inequality leads to democratic failure are not supported by the evidence. Why are democracy and high levels of wealth inequality sustainable together? Three key features of democratic politics can make this outcome possible. When societies are divided along cleavages other than wealth, this can inhibit the adoption of wealth-equalizing policies. Likewise, voter preferences for the redistribution of wealth depend on the beliefs they form about the fairness of these measures, and some voters without wealth may feel that redistribution is unfair. Finally, wealth-equalizing policies may be absent if the democratic process is captured by the rich; however, the evidence explaining when, where, and why capture accounts for variation in wealth inequality is less convincing than is often claimed. This phenomenon is a useful avenue for future research.

Sergei Magnitsky was a thirty-seven year old Russian lawyer and auditor who worked for Hermitage Capital Management, a firm founded in 1996 by Bill Browder, the grandson of the famous leader of the American Communist Party, Earl Browder (1891-1973). Hermitage made tens of millions of dollars in the rush to buy up and sell state assets in the chaotic economic circumstances of Boris Yeltsin’s Russia. Browder’s efforts in the early 2000s to use the emerging Russian legal system to protect his investments and encourage large companies to operate transparently led him to cross swords with the financial and business elite of Putin’s Russia.

On January 27, true to his campaign promise to suspend Muslim immigration, U.S. President Donald Trump signed an executive order restricting all immigration from Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen, and indefinitely barring Syrian refugees from entering the United States. By doing so, the Trump administration has taken a definite stance on what it holds as the threat posed by immigrants and refugees to U.S. security. As we argued in April 2016, however, democracies like the United States “are not opening their doors to terrorism when they let in Muslim immigrants.”

Patrick Chamorel conducts research on elections, populism, political movements and cleavages in Western democracies; Comparative US/European politics; Transatlantic relations; European politics; French politics, economic and foreign policy. He was most recently a Research Scholar at the Center for Democracy, Development and the Rule of Law at the Freeman Spogli Institute for International Studies (FSI), Stanford University.

Chamorel teaches comparative American and European politics, public policy and political economy, as well as transatlantic relations both at Stanford in Washington and at FSI’s Ford Dorsey Master in International Policy. He has also taught at the Stanford in Paris campus, the Reims Euro-American campus of Sciences-Po Paris, the University of California (Berkeley and Santa Cruz), George Washington University, and Claremont McKenna College where he was the Crown Visiting professor of Government in 2001-5.

Patrick Chamorel was a Fellow of the Institute for Governmental Studies at UC Berkeley, the Woodrow Wilson Center in Washington DC and the Hoover Institution at Stanford, as well as a Congressional Fellow of the American Political Science Association (Offices of Harry Reid in the U.S. Senate and Norman Mineta in the House of Representatives).

Patrick Chamorel has written and lectured extensively on US and European politics. His research has focused on US and European elections and the rise of populism; US strategic, political and economic relations with Europe; American and European political and business elites; the impact of globalization on government, business and civil society, as well as the rise of Euro-skepticism in America.

He regularly contributes to the media, including the Wall Street Journal, Die Welt, Les Echos, Atlantico.fr, the Canadian Broadcasting Corporation, Al-Jazeera, i24news, RMC, Talk Media News, BFM-TV, Le Figaro TV and CNN International. He is also a regular consultant to the US State Department.

In the 1990s, Patrick Chamorel was a Senior Advisor to the Minister of Industry and in the Policy Planning Office of the Prime Minister in Paris. He is a graduate of Sciences-Po in Paris where he also earned his Ph.D. in Political Science after doing research at UC Berkeley and Stanford University. He holds a Master in Public Law from the University of Paris.

Mass shootings are common in the United States. They are the most visible form of firearm violence. Their effect on personal decisions to purchase firearms is not well understood. In the 6 weeks after the Newtown and San Bernardino shootings, there were 25 705 (95% prediction interval, 17 411 to 32 788) and 27 413 (prediction interval, 15 188 to 37 734) excess acquisitions, respectively, representing increases of 53% (95% CI, 30% to 80%) and 41% (CI, 19% to 68%) over expected volume. Large increases in acquisitions occurred among white and Hispanic persons, but not among black persons, and among persons with no record of having previously acquired a handgun. After the San Bernardino shootings, acquisition rates increased by 85% among residents of that city and adjacent neighborhoods, compared with 35% elsewhere in California.
 
Large increases in handgun acquisitions occurred after these 2 mass shootings. The spikes were short-lived and accounted for less than 10% of annual handgun acquisitions statewide. Further research should examine whether repeated shocks of this kind lead to substantial increases in the prevalence of firearm ownership.

The new administration will inherit a Middle East foreign policy in tatters. The aspirations of President Obama’s Cairo speech of 2009 have not been met. Instead, failed states proliferate, non-state actors amplify disorder, and the stable rulers that remain rely on shaky legitimacy. The paradigm of a system of nation states may be disappearing before our eyes.

The integration of immigrants presents a major challenge for policymakers in the United States. In an effort to improve integration, several US states recently have implemented laws that provide driver’s licenses to unauthorized immigrants. These new laws have sparked widespread debate, but we lack evidence on the traffic safety impact of these policies. We examine the short-term effects of the largest-scale policy shift, California’s Assembly Bill 60 (AB60), under which more than 600,000 licenses were issued in the first year of implementation in 2015 alone. We find that, contrary to concerns voiced by opponents of the law, AB60 has had no discernible short-term effect on the number of accidents. The law primarily allowed existing unlicensed drivers to legalize their driving. We also find that, although AB60 had no effect on the rate of fatal accidents, it did decrease the rate of hit and run accidents, suggesting that the policy reduced fears of deportation and vehicle impoundment. Hit and run behaviors often delay emergency assistance, increase insurance premiums, and leave victims with significant out of pocket expenses. Overall, the results suggest that AB60 provides an example of how states can facilitate the integration of immigrants while creating positive externalities for the communities in which they live.
