FSI researchers examine the role of energy sources from regulatory, economic and societal angles. The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.
The Unripe Fruits of Rapprochement: Greek-Turkish Relations and the Cyprus Question in the Post-Helsinki Era
Ever since December 1999, when Greece lifted its longstanding veto and Turkey became an EU candidate state, Greece and Turkey have attempted to overcome animosity and mistrust and resolve their perennial disputes. I argue that despite significant improvements at the level of economic, energy cooperation and minority rights, no breakthrough has been achieved on high-politics issues. The intractable Cyprus question has remained the biggest burden to any reconciliation attempt. Positive spillover of functional cooperation cannot by itself overcome the legacy of decades of acrimonious relations and accumulated disputes. Greece’s mounting economic and social crisis and Turkey’s new foreign policy activism can pose additional obstacles to the resolution of longstanding disputes, absent determined leadership on both sides. Only strong, visionary leadership on both sides can help overcome the pending stalemate.
Ioannis Grigoriadis is Assistant Professor of Political Science at Bilkent University (Ankara, Turkey) and Research Fellow at the Hellenic Foundation for European and Foreign Policy (ELIAMEP). He received his M.A. in International Affairs from the School of International & Public Affairs at Columbia University, and his Ph.D. in Politics from the School of Oriental & African Studies at the University of London. He specializes in European, Middle Eastern and comparative politics with a particular focus on energy politics, nationalism, and democratization. Expulsions: Inequality's Fifth Circle
In the last two decades there has been a sharp growth in the numbers of people that have been “expelled,” numbers far larger than the newly “incorporated” middle classes of countries such as India and China. I use the term “expulsion” to describe a diversity of conditions: the growing numbers of the abjectly poor, of the displaced in poor countries who are warehoused in formal and informal refugee camps, of the minoritized and persecuted in rich countries who are warehoused in prisons, of workers whose bodies are destroyed on the job and rendered useless at far too young an age, able-bodied surplus populations warehoused in ghettoes and slums. One major trend is the repositioning of what had been framed as sovereign territory, a complex conditions, into land for sale on the global market – land in Sub-Saharan Africa, in Central Asia and in Latin America to be bought by rich investors and rich governments to grow food, to access underground water tables, and to access minerals and metals. My argument is that these diverse and many other kindred developments amount to a logic of expulsion, signaling a deeper systemic transformation in advanced capitalism, one documented in bits and pieces but not quite narrated as an overarching dynamic that is taking us into a new phase of global capitalism. The paper is based on the author’s forthcoming book Expulsions.

The European and Global Economic Crisis: "The Eurozone Crisis and Prospects for Future European Integration or Disintegration"
Synopsis:
Robin Niblett, Director of Chatham House, delivered the following talk in The Europe Center series “The European and Global Economic Crisis”.
With measured optimism about the prospect for a way out of the current Eurozone crisis, Dr. Niblett argues that the introduction of the common Euro, seen by many in past years as a vanguard tool for European integration, is now potentially a functional wedge between ‘debtor’ and strongly capitalized nations.
Dr. Niblett, arriving directly from participating in the World Economic Forum in Dubai, and based on Chatham House research, described the “perfect storm” of the past two decades of credit-driven growth, divergence within the EU, rising debt-to GDP ratios of member nations especially in the cases of Italy and Greece. His analysis combines these economic details with the following:
- Demographics – high levels of unassimilated immigrants
- European welfare economies still distributing resources at twentieth-century levels now in the twenty-first century
- The rise of anti-immigrant and anti-free-trade populist parties
- The weakening of Europe’s center parties
- The “Russification” of Europe’s East – especially in recent events in Ukraine
- The stalled integration of Turkey into the EU
The totality of the above paints a grim portrait of Europe under the weight of nearly impossible conditions. And yet, Dr. Niblett underlines evidence for measured optimism:
- Ireland is making strides to reform its economy
- Ireland’s educated and yet unemployed workforce does have the possibility to immigrate to Europe
- The UK is finally rebalancing its state budget and market liberalization
- France is facing, albeit with massive labor protest, its state budget levels
- Spain will likely turn over its government in the face of its massive youth protest
- Italy is evaluating in its political process a series of budget reforms
These are the structural side of what Dr. Niblett sees as Europe’s tools for recovery.
On the side of European practice, the Franco-German proposals for European Central Bank “bailout funds” include new rules for transparency of internal government operations. This promises innovation to make the EU into an area of political and financial transparency, and to enable the EU to engage in direct investment, as evidence is beginning to show, in the world’s emerging economies. In this sense, Dr. Niblett sees for Europe a competitive edge over the US in engaging in world markets.
Perhaps most sanguine of Dr. Niblett’s analysis is his reading of the Eurozone crisis as a force to push the member nations of Europe further towards supra-national economic strategies. In order to participate in the investment in emerging markets, the Benelux countries, not to mention France, Germany, and neighboring European states, are responding to the crisis by considering policy that promotes investment and outsourcing for service-sector employment, instead of export commodities which have been undercut in recent years.
There is a risk, in Dr. Niblett’s view, that Europe will respond to the Eurozone crisis by fracturing into rival “clubs” of small and large or debt-restructuring and creditor nation-states. But the European nations, especially those currently participating in the Eurozone, have untapped capacities for growth:
- Educated youth
- Underemployed female laborers
- Outstanding higher educational institutions
- Pent-up small- and medium-enterprise markets
- Potential for growth in the service sector labor market
- Room for more tightly integrating and rationalizing the region’s energy market.

Robin Niblett became the Director of Chatham House (the Royal Institute of International
Affairs) in January 2007. Before joining Chatham House, from 2001 to 2006, Dr. Niblett
was the Executive Vice President and Chief Operating Officer of Washington based
Center for Strategic & International Studies (CSIS). During his last two years at CSIS, he
also served as Director of the CSIS Europe Program and its Initiative for a Renewed
Transatlantic Partnership.
Most recently Dr. Niblett is the author of the Chatham House Report Playing to its
Strengths: Rethinking the UK’s Role in a Changing World (Chatham House, 2010) and
Ready to Lead? Rethinking America’s Role in a Changed World (Chatham House,
2009), and editor and contributing author to America and a Changed World: A Question

Why Sweden Did Not Build the Bomb: Testing the Swedish Case Against International Relations Theories
Why did Sweden choose, in the late 1960s, to abandon its long-standing nuclear weapons plans? A number of historical investigations have analyzed some aspects of this issue, particularly as it related to the public political debate in Sweden and the formulation of the Swedish defense doctrine in the postwar years. Some studies have attempted to explicate, from a more overarching perspective, why Sweden opted not to develop anuclear weapons capability, but these efforts have generally been hampered by heavy dependence on secondary source materials consisting of published English-language works. Taken together, these studies provide a far-from-complete picture of Sweden’s historical nuclear weapons plans. The main reason for this lack of a comprehensive picture has been the paucity of primary sources. Today, however, the end of the cold war and the declassification of large parts of the relevant documentary record, especially concerning the technical preparations for nuclear weapons production, have created the prerequisites for a more penetrating analysis of this important historical issue. The purpose of this presentation is to summarize the research on Sweden’s plans to acquire nuclear weapons based on primary sources. This overarching analysis is then tested against International Relation theories which have sought to explain factors of proliferation and non-proliferation.

Audio Synopsis:
First, Professor Jonter explains that Sweden initiated nuclear weapons research in the 1950’s because of the presence of a large uranium supply, ample technological and scientific knowledge, and concerns about self-defense. He cites wide support for nuclear research during that time, including from Prime Minister Tage Erlander, the Defense Ministry, and the military. In 1945 the Swedish National Defense Research Establishment created plans for a nuclear weapons program within a civilian nuclear power program, necessitating high levels of cooperation between military and civilian entities. Despite pressure from the United States to abandon nuclear research, uranium production began in 1955 along with the construction of two reactors. Eventually, social groups within Sweden protested and a debate emerged within Parliament, resulting in a decision that Sweden would only pursue research related to self-defense against the Soviet Union. Behind the scenes, however, nuclear weapons research carried on covertly for some time. Jonter addresses questions of whether the program was really weapons-based or simply scientific research, how the debates in Sweden were influenced by criticisms at home and abroad, the role of private investors in the Swedish nuclear research program, and the factors that ultimately allowed Sweden to publicly back away from a weapons program.
Professor Jonter then examines implications for the international system by analyzing the Swedish nuclear case in light of several international relations theories. He also considers the argument that "outward looking" states which are active in international trade are less likely to develop nuclear weapons. Jonter asserts that research on this topic would benefit from more historical analysis of primary resources, although the secret nature of nuclear records make them difficult to access.
A question and answer period following the presentation addressed such issues as: How does the Swedish case study compare with the Danish case? Did the Swedish government tie its hands with a public decision not to pursue weapons development? Is there evidence of Sweden having to balance nuclear weapons research with other military expenses? Why did the government switch from high levels of secrecy about the nuclear program decisions to a policy of openness and public discussion?

The Trilateral Process: The United States, Ukraine, Russia and Nuclear Weapons
When the Soviet Union collapsed in 1991, Ukraine had the world’s third largest nuclear arsenal on its territory. When Ukrainian-Russian negotiations on removing these weapons from Ukraine appeared to break down in September 1993, the U.S. government engaged in a trilateral process with Ukraine and Russia. The result was the Trilateral Statement, signed in January 1994, under which Ukraine agreed to transfer the nuclear warheads to Russia for elimination. In return, Ukraine received security assurances from the United States, Russia and Britain; compensation for the economic value of the highly-enriched uranium in the warheads (which could be blended down and converted into fuel for nuclear reactors); and assistance from the United States in dismantling the missiles, missile silos, bombers and nuclear infrastructure on its territory. Steven Pifer recounts the history of this unique negotiation and describes the key lessons learned.
Joe Joffe: The Arab Spring and the Palestine Distraction
In politics, shoddy theories never die. In the Middle East, one of the oldest is that Palestine is the "core" regional issue. This zombie should have been interred at the beginning of the Arab Spring, which has highlighted the real core conflict: the oppressed vs. their oppressors. But the dead keep walking.
"The plight of the Palestinians has been a root cause of unrest and conflict in the region," insisted Turkish President Abdullah Gul in the New York Times last week. "Whether these [recent] uprisings lead to democracy and peace or to tyranny and conflict will depend on forging a lasting Israeli-Palestinian peace." Naturally, "the U.S. has a long overdue responsibility" to forge that peace.
Writing in the Financial Times, former U.S. National Security Adviser Brent Scowcroft intoned: "The nature of the new Middle East cannot be known until the festering sore of the occupied territories is removed." Read: The fate of democracy hinges on Palestine.
So do "Iran's hegemonic ambitions," he insinuated. This is why Tehran reaches for the bomb? Syria, too, will remain a threat "as long as there is no regional peace agreement." The Assad regime is slaughtering its own people for the sake of Palestine? And unless Riyadh "saw the U.S. as moving in a serious manner" on Palestine, Mr. Scowcroft warned, the Saudis might really sour on their great protector from across the sea. So when they sent troops into Bahrain, were they heading for Jerusalem by way of Manama?
Freedom does not need the enemy at the gate. Despots do, which is why they happily let the Palestinian sore fester for generations.
Shoddy political theories—ideologies, really—never die because they are immune to the facts. The most glaring is this: These revolutions have unfolded without the usual anti-American and anti-Israeli screaming. It's not that the demonstrators had run out of Stars and Stripes to trample, or were too concerned about the environment to burn Benjamin Netanyahu in effigy. It's that their targets were Hosni Mubarak, Zine el Abidine Ben-Ali, Moammar Gadhafi and the others—no stooges of Zionism they. In Benghazi, the slogan was: "America is our friend!"
The men and women of the Arab Spring are not risking their lives for a "core" issue, but for the freedom of Egypt, Tunisia, Libya and Syria. And of Iran, as the Green revolutionaries did in Tehran in 2009.
Every "Palestine-first" doctrine in the end comes down to that fiendish "Arab Street": The restless monster must be fed with Israeli concessions lest he rise and sweep away our good friends—all those dictators and despots who pretended to stand between us and Armageddon. Free Palestine, the dogma goes, and even Iran and Syria will turn from rabid to responsible. The truth is that the American and Israeli flags were handed out for burning by those regimes themselves.
This is how our good friends have stayed in power: Divert attention and energy from oppression and misery at home by rousing the masses against the enemy abroad. How can we have free elections, runs a classic line, as long as they despoil our sacred Islamic lands? This is why anti-Americanism and anti-Semitism are as rampant among our Saudi and Egyptian allies as among the hostile leaders of Iran and Syria.
The Palestinians do deserve their own state. But the Palestine-first strategy reverses cause and effect. It is not the core conflict that feeds the despotism; it is the despots who fan the conflict, even as they fondle their U.S.-made F-16s and quietly work with Israel. Their peoples are the victims of this power ploy, not its drivers. This is what the demonstrators of Tahrir Square and the rebels of Benghazi have told us with their silence on the Palestine issue.
So Palestine has nothing to do with it? It does, though not in the ways insisted by Messrs. Gul and Scowcroft. The sounds of silence carry a different message: "It's democracy, stupid!" Freedom does not need the enemy at the gate. Despots do, which is why they happily let the Palestinian sore fester for generations.
Israel, which has reacted in utter confusion to the fall of Mubarak, might listen up as well. If democracies don't have to "busy giddy minds with foreign quarrels," as Shakespeare has it in Henry IV, then Israel's reformed neighbors might at last be ready for real, not just cold peace. Mr. Mubarak was not. Nor is Mr. Assad of Syria, who has refused every Israeli offer to hand back the Golan Heights. If you rule at the head of a tiny Alawite minority, why take the Heights and give away a conflict that keeps you in power? Peace at home—justice, jobs and consent—makes for peace abroad.
Still, don't hold your breath. Yes, democracy is where history is going, but it is a long, perilous journey even from Tunis to Tripoli, let alone all the way to Tehran.
