From the outset, the transatlantic relationship has been more than a mere marriage of convenience. It encompasses a community of states, which are committed to common values, ideals and interests. Europe and North America can look back on a common cultural and intellectual history and they are bound together by a cultural affinity.

Transatlantic relations have benefited from the conscious decision made by the US not to withdraw from Europe in 1945, as it had done after the end of the First World War but, rather, to maintain a long-term presence. This injected an element of stability into Western Europe, which made it possible to tackle the European integration project.

Naturally, there are also conflicts of interests and areas of friction within this community of values. The transatlantic community has never been a perfect community of interests. We are each other's cousins, not identical twins.

Current contentious issues are not limited to the military action by the United States against the regime of Saddam Hussein in Iraq. Europe and the U.S. also have divergent viewpoints on issues such as climate protection, the death penalty or relations with international organizations. However, leading politicians on both sides of the Atlantic know that it is in everyone's interest to deal responsibly with such differences.

The visit by President Bush to Brussels and to Germany at the start to his second term as American president has helped to refocus the transatlantic relationship.

The accession of Cyprus to the European Union (EU) in May of 2004 constitutes the most positive strategic development in the history of the island state since its independence in 1960. In the last two years, the Cypriot people have experienced watershed events, filled with frustrations, challenges but also opportunities. Cyprus' EU membership has extended the borders of the EU to the strategic corner of the Eastern Mediterranean and has brought the Middle East ever closer to Europe. It is hoped that Cyprus' EU membership can contribute to the expansion of peace, stability, security and prosperity in the area. Cyprus is situated at the crossroads of three continents and civilizations, where global political and economic interests, as well as international security concerns, converge. Together with its American ally and with the help of its European partners Cyprus aspires to play a positive role, and to act as a bridge of mutual understanding and the promotion of sustained and result oriented dialogue between its Middle Eastern neighbors and Europe. At the same time, Cyprus strives to achieve a just, permanent, functional and mutually acceptable solution to the Cyprus problem, an end of the Turkish military occupation, reunification and prosperity for all Cypriots within their common European home.

His Excellency Euripides L. Evriviades presented his credentials as the Ambassador of the Republic of Cyprus to the United States to President George W. Bush on 4 December 2003. He is also accredited as High Commissioner to Canada. Ambassador Evriviades served as Ambassador of Cyprus to the Netherlands from August 2000 to October 2003. Prior to his posting in The Hague, he served as the Ambassador to Israel from November 1997 until July 2000. Earlier in his career, Mr. Evriviades held positions at Cypriot embassies in Tripoli, Libya; Moscow, USSR/Russia; and Bonn, Germany.

Using firsthand personal accounts and focusing on the experiences of women, Katherine R. Jolluck relates and examines the experiences of thousands of civilians deported to the USSR following the Soviet annexation of eastern Poland in 1939. Upon arrival in remote areas of the Soviet Union, they were deposited in prisons, labor camps, special settlements, and collective farms, and subjected to tremendous hardships and oppressive conditions. In 1942, some 115,000 Polish citizens - only a portion of those initially exiled from their homeland - were evacuated to Iran. There they were asked to complete extensive questionnaires about their experiences. Having read and reviewed hundreds of these documents, Jolluck reveals not only the harsh treatment these women experienced, but also how they maintained their identities as respectable women and patriotic Poles. She finds that for those exiled, the ways in which they strove to recreate home in a foreign and hostile environment became a key means of their survival. Both a harrowing account of brutality and suffering and a clear analysis of civilian experiences in wartime, Exile and Identity expands the history of war far beyond the military battlefield.

James Sheehan is the Dickason Professor in the Humanities at Stanford, a professor of history, and an FSI senior fellow by courtesy. He is an expert on the history of modern Europe. He has written widely on the history of Germany, including four books and many articles. His most recent book on Germany is Museums in the German Art World: From the End of the Old Regime to the Rise of Modernism (Oxford Press, 2000). He has recently written a new book about war and the European state in the 20th century, Where Have All the Soldiers Gone? addressing the transformation of Europe's states from military to cilivian actors, interested primarily in economic growth, prosperity, and security. His other recent publications are chapters on "Democracy" and "Political History," which appear in the International Encyclopedia of the Social and Behavioral Sciences (2002), and a chapter on "Germany," which appears in The Encyclopedia of the Enlightenment (Oxford University Press, 2002).

Sheehan is a member of the American Academy of Arts and Sciences and the American Philosophical Society. He has many won many grants and awards, including the Officer's Cross of the German Order of Merit. In 2004 he was elected president of the American Historical Association. He received a BA from Stanford (1958) and an MA and PhD from the University of California at Berkeley (1959, 1964).

Terrorism is a good example of the new security threats that seriously challenge what is still a largely state-centered security system. Many of today's most serious threats are global in scale. The traditional military force is far from adequate to confront these new challenges. It is crucial that the military effort will be coupled with other measures, such as international police cooperation, financial investigation and cooperation and diplomacy. Therefore a crucial task for the international community is to continue improving the civilian preparedness in crisis management. Here the OSCE can plan an important role. The terror attacks of September 11 accelerated the transformation process of the European security system. It had in particular an influence on NATO's role. Even though NATO invoked its Article 5 mutual protection clause the US chose not to act militarily through the alliance.

The purpose of this workshop is to explore the new post-cold war security agenda and to examine future security challenges facing Europe and the wide international system. It will also assess the relevance and utility of different actors and instruments for tacking these new security challenges, and examine options for the future institutional development of European security.

Developments in foreign policies at both sides of the Atlantic may significantly change US-EU security relations in the years ahead. The EU and NATO face new challenges, such as the eastward enlargement of the EU and NATO, and emerging potential threats, such as regional conflicts, terrorism, internationally organized crime, and proliferation of weapons of mass destruction. Crisis management is the paradigm that forms the cornerstone of the operational efforts of NATO and the European Union (EU) has already shifted toward this type of activity. Both members of the EU in the framework of the "Petersberg Tasks" and members of NATO or PfP participate in crisis management, peace-keeping, humanitarian action and peace-making/peace-enforcement operations. The tasks of members of NATO and the EU would be blurred in the field of crisis management.

One of the central points of controversy amongst both academics and policy-makers is the nature and significance of security in the post-cold war world. For much of the cold war period the concept of security was largely defined in militarized terms. The main focus for investigation for both academics and statesmen- and women tended to be the military capabilities required by states to deal with the threats perceived to face them. More recently, however, the idea of security has been broadened to include political, economic, societal and environmental aspects as well as military. Above all, it is necessary for the European Union to develop a broader and more comprehensive approach to security. Future security challenges will not primarily concern territorial defense. While states will continue to pay attention to their territorial defense, other security challenges are likely to demand greater attention in the future. Human rights, environmental degradation, political stability and democracy, social issues, cultural and religious identity and migration are issues which are becoming ever more important for security and conflict prevention.

Though the possibility of a regional war remains, as in the Balkans and in Afghanistan, mass invasion and total war have ceased to be a threat to East or West. Instead, most threats to national security in Europe today are not directly military. They may evolve out of economic problems, ethnic hostility, or insecure and inefficient borders, which allow illegal migration and smuggling. Or they may be related to organized crime and corruption, both of which have an international dimension and undermine the healthy development of democracy and the market economy. Moreover, the proliferation of military or dual technology, including weapons of mass destruction - chemical and biological as well as nuclear - and their means of delivery, and the revolution in information technology present special challenges.

NATO and the EU have responded to Europe's evolving post-cold war order by redefining and expanding their roles and objectives. Despite institutional differences, the activities of NATO and the EU complement each other to strengthen the economic, political, and military dimensions of regional security and stability. Founded as a defensive alliance, NATO has revised its strategic concept to respond to the broader spectrum of the new threats now facing greater Europe - those ranging from traditional cases of cross-border aggression to interethnic conflicts and acts of terrorism. Furthermore, NATO is facilitating the integration and eventual membership of Central and Eastern European nations in the transatlantic security community. The EU has likewise emphasized regional integration as being key to a safe and stable Europe, particularly through the deepening of political and economic ties among current members and through extending EU membership to CEE countries.

A dozen years have passed since the end of the Cold War, but the legacy remains in both Western and Eastern Europe. This workshop aims to bring together scholars and experts from a variety of disciplines and backgrounds to discuss the ways in which the detrimental effects on social, political and economic structures of the legacy can be alleviated.

The workshop will develop two aspects of this issue: the external security structure represented by NATO and the emerging EU security policy; and the internal security structure including threats to civil society and problems of political and economic transition. Four papers would be delivered in each of two sessions. Participation would be balanced between US and European contributors.

Workshops

Ever since international economic relations have been established law has been developed to shape them in a satisfactory manner. Conversely, changes in the law have sometimes preceded, and thus fostered, international economic intercourse. The spectacular growth of the international economy over the past decades has called for a more intensive role for the law. This has led to panoply of new legal instruments as well as a resuscitation of the traditional forms. Although there is a substantial amount of legal writings documenting the legal instruments created in different sectors of the economy, efforts to systematize such instruments seem to be largely absent. At the same time the question arises whether the traditional concepts of public and private law jurisdiction are still adequate. The objective of the seminar is twofold. First, we hope to achieve an overview of the legal developments in some selected sectors or areas which display particularly interesting features: international securities and banking, internet, tax, antitrust, maritime and air transport and address the question how the law has coped with globalization. A systematic overview of these developments may enable us to provide input for the second objective, a discussion of the general doctrines of public and private law jurisdiction. To what extent have they been able to accommodate the requirements of a global economy? To what extent have they been adapted and developed for this purpose?

This project discusses visions of democracy, and analyzes and determines criteria for the evaluation of the democratic character of political systems. It studies the EU's principal legislative procedures, and examines how they perform according to the selected criteria. For example, it studies to what extent EU policies can depart from the median voter's preferences. It analyzes the evolution of the democratic deficit over time, studies the impact of potential reforms and enlargement, and compares the EU institutions and procedures to the political system of the United States (US).
