The politics of inclusion is about more than hate, exclusion, and discrimination.  It is a window into the moral character of contemporary liberal democracies.  The Struggle for Inclusion introduces a new method to the study of public opinion: to probe, step by step, how far non-Muslim majorities are willing to be inclusive, where they draw the line, and why they draw it there and not elsewhere.  Those committed to liberal democratic values and their concerns are the focus, not those advocating exclusion and intolerance.
 
Notwithstanding the turbulence and violence of the last decade over issues of immigration and of Muslims in the West, the results of this study demonstrate that the largest number of citizens in contemporary liberal democracies are more open to inclusion of Muslims than has been recognized. Not less important, the book reveals limits on inclusion that follow from the friction between liberal democratic values.  This pioneering work thus brings to light both pathways to progress and polarization traps.

The relative educational returns on colonial versus indigenous language instruction in sub-Saharan countries have yet to be decisively estimated. To address this unanswered question, this paper provides an impact assessment of an experiment in Cameroon in which the first 3 years of schooling were conducted in a local language instead of in English. Test results in examinations in both English and math reveal that treated students exhibit gains of 1.1–1.4 of a standard deviation in grades 1 and 3 compared with the control students. It also increases the probability of being present in grades 3 and 5 by 22 and 14 percentage points, respectively. However, by the end of fifth grade, 2 years after reverting to the English stream, treated students still exhibit gains of 0.40–0.60 of a standard deviation, although the absolute scores for both groups are low enough to suggest limited learning is taking place.

The Legacy of Colonial Language Policies and Their Impact on Student Learning: Evidence from an Experimental Program in Cameroon

At the Forefront of Political Psychology pays tribute to John L. Sullivan, one of the most influential political psychologists of his generation. Sullivan’s scholarly contributions have deeply shaped our knowledge of belief systems and political tolerance, two flourishing research areas in political psychology that are crucial to understanding the turbulence of our times.

This volume, compiled by three of Sullivan’s longtime colleagues and collaborators, includes cutting-edge contributions from scholars in political science and psychology. The book is divided into three sections; the first two focus on how Sullivan’s work on political tolerance and belief systems influenced generations of political psychologists. The final section offers a more personal look at Sullivan’s influence as a mentor to young scholars, many of whom are now intellectual leaders in political psychology. The chapters featured here elucidate how these students were able to flourish under Sullivan’s tutelage and lifelong mentorship.

One of John L. Sullivan’s defining traits is his generosity―as a scholar, mentor, leader, and friend. Over the years, many have benefited greatly from Sullivan’s willingness to share his intellect, insight, and passion for democratic values. This impressive collection will appeal to both students and professors of political psychology, but also scholars of social and political behavior, political tolerance, and anyone who has an interest in the contributions made by Sullivan.

We show that an information nudge increased the rate of American citizenship applications among low-income immigrants eligible for a federal fee waiver. Approximately half of the 9 million naturalization-eligible immigrants qualify for a federal programme that waives the cost of the citizenship application for low-income individuals. However, take-up of this fee waiver programme remains low1,2,3. Here we use a randomized field experiment to test the effectiveness of a low-cost intervention (a ‘nudge’) that informed low-income immigrants about their eligibility for the fee waiver. We find that the information nudge increased the rate of citizenship applications by about 8.6 percentage points from 24.5% in the control group to 33.1% in the treatment group (ordinary least squares regression with robust standard errors (d.f. = 933); P = 0.015; 95% confidence interval ranged from 1.7 to 15.4 percentage points). We found no evidence that the nudge was less effective for poorer or less educated immigrants. These findings contribute to the literature that addresses the incomplete take-up of public benefits by low-income populations4,5,6,7,8,9,10 and suggest that lack of information is an important obstacle to citizenship among low-income immigrants who demonstrate an interest in naturalization.

Paul M. Sniderman is the Fairleigh S. Dickinson, Jr. Professor in Public Policy.

Sniderman’s current research focuses on the institutional organization of political choice; multiculturalism and inclusion of Muslims in Western Europe; and the politics of race in the United States.

Most recently, he authored The Democratic Faith and co-authored Paradoxes of Liberal Democracy: Islam, Western Europe and the Danish Cartoon Crisis (with Michael Bang Petersen, Rune Slothuus, and Rune Stubager).

He has published many other books, including The Reputational Premium: A Theory of Party Identification and Policy Reasoning, Reasoning and Choice, The Scar of Race, Reaching beyond Race, The Outsider, and Black Pride and Black Prejudice, in addition to a plethora of articles. He initiated the use of computer-assisted interviewing to combine randomized experiments and general population survey research.

A fellow of the American Academy of Arts and Sciences and of the American Association for the Advancement of Science, he has been awarded the Woodrow Wilson Prize, 1992; the Franklin L. Burdette Pi Sigma Alpha Award, 1994; an award for the Outstanding Book on the Subject of Human Rights from the Gustavus Meyers Center, 1994; the Gladys M. Kammerer Award, 1998; the Pi Sigma Alpha Award; and the Ralph J. Bunche Award, 2003.

Sniderman received his B.A. degree (philosophy) from the University of Toronto and his M.A. and Ph.D. degrees from the University of California, Berkeley.

On January 27, true to his campaign promise to suspend Muslim immigration, U.S. President Donald Trump signed an executive order restricting all immigration from Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen, and indefinitely barring Syrian refugees from entering the United States. By doing so, the Trump administration has taken a definite stance on what it holds as the threat posed by immigrants and refugees to U.S. security. As we argued in April 2016, however, democracies like the United States “are not opening their doors to terrorism when they let in Muslim immigrants.”

Vicky Fouka is an Associate Professor of Political Science at Stanford University, a Faculty Research Fellow at the NBER, and a Research Affiliate at CEPR. She is a political economist with interests in group identity and intergroup relations, culture, and historical social dynamics. Her articles are published in journals such as the American Political Science Review, the Review of Economic Studies, the Journal of Politics, the Economic Journal, Public Opinion Quarterly, and Nature Human Behaviour. Her work has received the Joseph L. Bernd award for best paper published in the Journal of Politics, the Economic Journal Austin Robinson prize, and the best article award of the APSA Migration and Citizenship section. She holds a PhD in Economics from Pompeu Fabra University.

Julia Dahlvik is a sociologist and interpreter. She earned her PhD in Sociology in 2014 as an external fellow to the Initiative College "Empowerment through Human Rights" (Ludwig Boltzmann Institute Human Rights) at the University of Vienna. Her thesis investigated everyday professional and bureaucratic practices of administrating asylum applications in Austria and was honored with the Dissertation Prize for Migration Research of the Austrian Academy of Science and the Dissertation Prize of the Austrian Sociological Association. She is currently editing her thesis into a publication Inside Asylum Bureaucracy with IMISCOE Springer.

Julia currently holds a lecturer position at the University of Vienna and is a project researcher at the Austrian Academy of Science in a project on "Interethnic Coexistence in European Cities". Before that, she coordinated a project on "Health Literacy of Migrants in Austria" at the Ludwig Boltzmann Institute Health Promotion Research. From 2009 to 2014, she coordinated the "Platform on Migration and Integration Research" at the University of Vienna. Julia is the local program coordinator for the Research Committee Sociology of Law for the ISA Forum 2016.

Amid mounting fears of violent Islamic extremism, many Europeans ask whether Muslim immigrants can integrate into historically Christian countries. In a groundbreaking ethnographic investigation of France’s Muslim migrant population, Why Muslim Integration Fails in Christian-Heritage Societies explores this complex question. The authors conclude that both Muslim and non-Muslim French must share responsibility for the slow progress of Muslim integration.

Claire Adida (University of California, San Diego), TEC affiliate faculty David Laitin, and Marie-Anne Valfort (Paris School of Economics) found that in France, Muslims are widely perceived as threatening, based in large part on cultural differences between Muslim and rooted French that feed both rational and irrational Islamophobia. Relying on a unique methodology to isolate the religious component of discrimination, the authors identify a discriminatory equilibrium in which both Muslim immigrants and native French act negatively toward one another in a self-perpetuating, vicious circle.

Disentangling the rational and irrational threads of Islamophobia is essential if Europe hopes to repair a social fabric that has frayed around the issue of Muslim immigration. Muslim immigrants must address their own responsibility for the failures of integration, and Europeans must acknowledge the anti-Islam sentiments at the root of their antagonism. The authors outline public policy solutions aimed at promoting religious diversity in fair-minded host societies.
