The logic of partitioning the land has dominated the various attempts to settle the Israeli-Palestinian conflict. Several developments in the last few years cast serious doubts regarding the feasibility of partition. This talk seeks to critically explore alternatives to partition in the case of the Israeli-Palestinian conflict. More specifically, it seeks to examine feasible, reasonable, and fairly just alternatives to partition that would secure the national and individual rights, interests and identities of Arabs and Jews alike.

Bashir Bashir is a research fellow at The Van Leer Jerusalem Institute and a Civic Education and Leadership Fellow at Maxwell School of Citizenship at Syracuse University. He holds a Ph.D. and Master’s degree in Political Theory from the London School of Economics and Political Science, and a Bachelor’s degree in Politics, Sociology and Anthropology from the Hebrew University of Jerusalem. He has taught Political Theory at the London School of Economics, Queen's University, and the Hebrew University of Jerusalem.  His primary research interests are democratic theories of inclusion, multiculturalism, civic education, conflict resolution and the politics of reconciliation, historical injustices, Palestinian nationalism, and Israeli politics.  Among Bashir's publications is: Will Kymlicka and Bashir Bashir (eds.), The Politics of Reconciliation in Multicultural Societies (Oxford: Oxford University Press, 2008).

Prince Hans-Adam II has dedicated his reign to bring Liechtenstein into the modern international community. Under his leadership Liechtenstein has joined the United Nations and the European Economic Area with the European Union.

In 2003 Prince Hans-Adam II was able to accomplish the monarchy’s constitutional reform, after the failure of parliamentary negociation, with a plebiscite outcome of a majority of voters in favor of the Princely House’s constitutional proposal.

Having appointed Hereditary Prince Alois his permanent deputy for exercising the duties of Head of State of the Principality of Liechtenstein, Prince Hans-Adam II has returned to devoting himself more to managing the assets of the Princely House.

 

Event Synopsis:

HRH Prince Hans-Adam II asserts that to survive, states must reflect a new model geared toward preventing wars, serving not only the privileged but the whole population, promoting democracy and the rule of law, and being globally competitive. To achieve this, the state must operate like a service company. It must avoid behaving like a monopoly, including with regards to its territory. The prince cites legislation he introduced to allow each of Liechtenstein's 11 communities to vote on whether to remain with or leave the principality and outlines other relevant examples from Europe. In the "service company" model of states, defense spending fueled by taxpayer money will be unnecessary. Many current government functions would be privatized or transferred to local communities, with the exception of foreign policy, law and order, education, and state finances. He details all four of these areas, discusses ways in which they intersect, and outlines suggested reforms to legislative systems to achieve these goals.

The prince makes a special case for private education funded by state vouchers to parents; for indirect taxation by the state and the opportunity for local communities to impose direct taxes; and for using tax surpluses and proceeds from selling unwanted state property to pay down the national debt. Above all, he emphasizes a "lean and transparent" state that can be financed by only a small fraction of GDP, with funds flowing directly to local communities. In conclusion, he predicts that the state - and even monarchies - will survive the millennium, but not in the traditional model or large, centralized states.


A discussion session raised such questions as: Who "owns" a state operating like a service company? What options exist to deal with the growing global imbalance of wealth? Should healthcare and waste disposal/natural resource management be provided by the state or privatized? Does Lichtenstein derive any direct benefits from its association with the European Economic Community? Is Liechtenstein large enough to have an impact on world politics with its foreign policy, or is foreign policy an area better handled at a higher level like that of the EU? What is the current situation of minorities in Europe?

Elizabeth B. Bernhardt (Ph.D., University of Minnesota) is the John Roberts Hale Director of the Language Center and Professor of German Studies at Stanford University. She has spoken and written on second-language reading, teacher education, and policy and planning for foreign- and second-language programs. At the 2014 Annual Convention of the Modern Language Association (MLA), Dr. Bernhardt was presented with the 2014 Distinguished Service to the Profession Award, from the Association of Departments of Foreign Languages (ADFL). Her book, Reading Development in a Second Language (1991), earned her the MLA’s Mildenburger prize as well as the Edward Fry Award from the National Reading Conference as an outstanding contribution to literacy research. Professor Bernhardt’s latest book, Understanding Advanced Second Language Reading, (2011) has appeared with Routledge.  UNESCO has recently published her pamphlet on teaching second-languages and her work is appearing in the Encyclopedia of Diversity in Education;  Debating Issues in American Education; and in theInternational Encyclopedia of Education.  She has published in the Modern Language Journal, Applied Linguistics, the ADFL Bulletin, Foreign Language Annals, and Reading Research Quarterly.

José Zalaquett is a Chilean lawyer and legal scholar known for his work defending human rights in Chile during the regime of General Pinochet. During Chile's transition to democracy, he served on the National Truth and Reconciliation Commission where he investigated and prosecuted human rights violations committed by the military regime. He has served as President of the Inter-American Commission on Human Rights and as the head of the International Executive Committee of Amnesty International. He currently co-directs the Human Rights Centre at the University of Chile, serves on the board of the International Centre for Transitional Justice, and is a member of the International Commission of Jurists. He has been awarded UNESCO's Prize for Human Rights Education and Chile's National Prize for Humanities and Social Sciences.

A graduate of Princeton and Columbia, Dr. Oren has received fellowships from the U.S. Departments of State and Defense, and from the British and Canadian governments. Formerly, he was the Lady Davis Fellow of Hebrew University, a Moshe Dayan Fellow at Tel-Aviv University, and the Distinguished Fellow at the Shalem Center in Jerusalem. He has been a visiting professor at Harvard, Yale, and Georgetown.

Ambassador Oren has written extensively for The Wall Street Journal, The New York Times, and The New Republic, where he was a contributing editor. His two most recent books, Six Days of War: June 1967 and The Making of the Modern Middle East and Power, Faith, and Fantasy:  America in the Middle East, 1776 to the Present, were both New York Times bestsellers. They won the Los Angeles Times’ History Book of the Year prize, a National Council of the Humanities Award, and the National Jewish Book Award.

Raised in New Jersey, where he was an activist in Zionist youth movements and a gold medal winning athlete in the Maccabia Games, Ambassador Oren moved to Israel in the 1970s. He served as an officer in the Israel Defense Forces, in the paratroopers in the Lebanon War, a liaison with the U.S. Sixth Fleet during the Gulf War, and an IDF spokesman during the Second Lebanon War and the recent Gaza operation.  He acted as an Israeli emissary to Jewish refuseniks in the Soviet Union, as an advisor to Israel’s delegation to the United Nations, and as the government’s director of Inter-Religious Affairs. He has testified before Congress and briefed the White House on Middle Eastern affairs.

Ambassador Oren is married to Sally, and they have three children—Yoav, Lia, and Noam.

 

Audio Synopsis:

Ambassador Oren begins by tracing the history of the US-Israel relationship, which he spent several decades researching as a historian prior to being appointed Ambassador. He notes that the United States and Israel have long maintained a spiritual and democratic connection, augmented in 1967 by a strategic/military relationship following the Six Days War.

Ambassador Oren was appointed in July 2009, six months in to the Obama administration. He cites three initial areas of disagreement between the current Israeli and American administrations: strategies for preventing Iran from developing nuclear weapons; settlement freezes in the West Bank and East Jerusalem; and the logistics of a two-state solution. Oren feels that these points of disjuncture have largely been overcome through close cooperation and an ongoing dialogue.  Agreements have been reached, for example, on the removal of roadblocks and checkpoints, a ten-month moratorium on West Bank construction, and the imposition of sanctions on Iran.

In conclusion, Ambassador Oren offers an optimistic outlook for the future of U.S.-Israel relations, pointing out Israel's close economic and trade partnership with the United States in addition to its strategic and ideological partnerships. He asserts that the idea of America is indivisible from the idea of a recreated Jewish state.

A question and answer session addressed such topics as the likelihood of success of sanctions against Iran; what alternatives are available if sanctions fail; whether Medvedev's administration has been more willing to engage with Israel than was Putin's administration; how problems with the Palestinian education system are being addressed by Israel; and how an independent, demilitarized Palestine might change Israel's relationship with other Middle Eastern countries.
