Since its inception, the European Union has come under criticism that it has consistently shied away from taking full-fledged global political and security responsibilities despite its role as an economic powerhouse on the world stage. The EU, its critics argue, has been content to linger in the protective limbo provided by the United States and NATO, while conveniently voicing some ethical disagreements against the unilateral posture of its trans-Atlantic defender, without ever formulating any specific alternatives.

For the last three decades of the 20th century, the European Union largely looked inward to the management of its complex and never-ending integration process. At best, it sought bland diplomatic engagement with its unstable southern and eastern neighbors, while relying on American leadership elsewhere. As a result, the EU has taken a backseat on significant issues, including the global fight against terrorism and the handling of the Middle East peace process, over which American interests has largely predominated.

In the realm of nuclear politics, too, the EU has played “catch-up” to the United States, even though some of its members had thriving nuclear power-generation industries, and the second-largest nuclear exporter in the world – France – was one of its core founders. Tom Sauer, a European scholar based at the University of Antwerpen, argued: “Europe, in contrast to the United States, acted for a long time as if it were living on another planet. Each time the European States seemed to catch up in the field of non-proliferation, the United States moves to a higher gear. Europe always ran behind. When the European Community (EC) member-states decided to ratify the Nuclear Non-Proliferation Treaty (NPT), in the mid 1970s, the U.S. was already pushing for stricter control in the frameworks of the nuclear supplier groups. When the EC agreed with the Nuclear Supplier Group (NSG) guidelines, the Carter administration had further hardened its policies. When the EC gradually established non-proliferation policy in the ‘80s and in the ‘90s, the U.S. changed the analytical framework by introducing the concept of counter-proliferation. The latter placed more emphasis on military instruments in the fight against terrorism”.

The EU’s reluctance to take a more muscular role in global nuclear governance is rooted in both institutional deficiencies and acute political disagreements among its member-states.  First, the enlargement process, which has brought 27 countries together under a single European flag in a 40-year-long transition period, has demanded significant effort for internal institution-building and policy harmonization, which in turn has reduced the ability of the EU to formulate foreign policy strategies and to engage proactively with the rest of the world.

More important, at the political level, reaching consensus on the features and contours of a European nuclear policy has proven particularly contentious and divisive for the EU and its member-states. Establishing an EU nuclear strategy entails tackling a series of complex issues, nuclear disarmament in particular, on which Europeans have held highly disparate views even before the eastern enlargement process of 2004. And at present, the EU comprises two nuclear weapons states (France and the UK) that remain skeptical on the possibility of moving toward the total elimination of nuclear weapons, five other countries that are currently hosting NATO nuclear-armed bases (Italy, Germany, the Netherlands, Belgium and Greece) and harbor substantial disagreements on the future of such weapons, and a widely diverse bloc of countries adamantly opposed to nuclear weapons (notably Sweden, Germany, Spain), nuclear energy for peaceful use (Italy) or both (Austria and Ireland).

Given these political constraints, EU policy-makers have consistently acted upon a “lowest common denominator” rationale, and have adopted a low-key position on nuclear-related matters to avoid stirring unnecessary controversies among member-states. This has inevitably translated into modest positions, timid decisions and compromised policies.

Things have started to improve, at least on the front of nuclear proliferation. In the 1990s, two important achievements altered the institutional landscape of nuclear cooperation within the European Union. First, France’s late accession to the NPT (which the country ratified in 1992) finally freed the EU to develop common positions within major international nuclear forums, giving it credibility and influence as a single unified actor.   Second, the discovery in 1991 of Iraq’s clandestine nuclear program provided much-needed impetus for the three main European nuclear exporters – Germany, the UK and France – to align their efforts to develop EU dual-use-technology export-control regulations. That policy adopted in 1994 and revised and strengthened in 2000 and 2009, was the first substantial political step taken by the EU both to acknowledge the significant threat posed by nuclear proliferation and to prevent further cases of nuclear proliferation in its neighboring area and beyond.

Building on these important achievements, the EU took on a more explicit global outlook during the first decade of the new century. A string of initiatives – the adoption in 2003 of the EU strategy against proliferation of weapons of mass destruction (henceforth EU WMD Strategy, an enhanced European role in the Iranian nuclear crisis (2003 to present), and the launch of an EU-designed and -led nuclear security agenda (2010) – underscore a significant change within the European Union in its approach to responding to and preventing proliferation of weapons of mass destruction.

First, a clear shift within the European Union has given security considerations primacy over economic calculations in exporting and trading dual-use technology.  Throughout the ‘60s and ‘70s, both Germany and France, in particular, were engaged in nuclear exporting without sufficient appreciation of the potential risks associated with the spread of nuclear technology. But increasingly in the ‘80s, and much more explicitly since the ‘90s, after severe proliferation crises in Iraq, Libya and North Korea, these countries have assumed a much more responsible and cautious position as nuclear exporters. The turn toward nuclear cooperation based on security factors was made explicit in the 2003 EU WMD strategy through the establishment of the so-called “proliferation clause”. The clause states that any EU trade agreement with a non-EU third party will be halted if the contracting party is in breach of one or more international nuclear non-proliferation treaties and agreements.  Such a breach would automatically lead to cancelation of the agreement and cessation of all cooperation.

Second, the EU has shifted its focus from a regional to a global nuclear approach. In its 2003 EU WMD strategy, the EU clearly states that “proliferation of WMD is a global threat which requires a global approach”. While priority will still be given to nuclear non-proliferation in European neighborhoods (the Middle East, Central Asia and North Africa in particular), the EU’s commitment to halt and prevent proliferation is global. To signal its willingness to act as a global player, the EU has embraced the U.S.-led global counter-proliferation strategy as well as America’s global nuclear-security agenda to fight nuclear terrorism. In addition to lending its support to U.S. measures such as the  Proliferation Security Initiative (PSI) and UN Resolution 1540  (the preliminary draft of which was produced through Franco-American cooperation), the EU has also launched parallel initiatives such as the Chemical-Biological-Radiological-Nuclear (CBRN) Risk Mitigation Centres of Excellence. This project, perhaps the most ambitious nuclear-security initiative ever launched at the global level, authorizes six regional centers around the world to provide capacity-building training programs for emerging countries to develop appropriate border and export control policies in the fight against nuclear terrorism and to minimize illicit smuggling of sensitive dual-use technology to both non-state actors and rogue states.

The third EU shift has been from a soft-power approach to a harder, more coercive approach to WMD proliferation. The EU’s WMD strategy introduces the concept of “effective multilateralism” and explicitly states that “when measures – such as political dialogue and diplomatic pressure – have failed, coercive measures under Chapter VII of the UN Charter and international law could be envisioned”.  The shift in rhetoric has been matched by actions. In the handling of the 2003 Iranian crisis, the EU’s main approach had been one of constructive engagement, but increasingly, and particularly from 2008, during the tenure of the EU Presidency by France, the EU has shifted to a much harder stance, calling for and adopting a broad range of economic sanctions.

The costs of global nuclear leadership

Although the changes in the EU’s nuclear approach are significant – and welcome – in an era of increasing nuclear-technology diffusion, they have nonetheless generated some negative consequences that have been acknowledged only marginally by EU officials. Such externalities must be tackled and resolved if EU global nuclear engagement is to remain credible and sustainable over time. Four types of negative externalities can be identified.

The first are political consequences. The increasing engagement of the EU in global nuclear governance has deepened the divide between the main European nuclear players and the rest of the member-states by institutionalizing de facto an EU Directorate comprising France, Germany and the United Kingdom. While the directorate had always been at work within the EU, particularly in matters related to foreign and security policy, for several years it has remained an informal arrangement, usually disguised within bilateral or trilateral talks among the “Big Three”. Yet, the establishment of the EU3+3 (the three EU states plus the United States, Russia and China) to lead Iran negotiations has provided a quasi-officialization to its existence, engendering resentment from other European players and raising questions about its legitimacy within the European Union institutional architecture. Although the majority of the EU member-states seem to be willing to cooperate under an EU Directorate, a few have at times voiced their dissatisfaction. For instance, Italy, the fourth-largest economy within the European Union, openly complained about the Big Three’s handling of the Iranian nuclear row and about its exclusion from the negotiations. Italian Prime Minister Romano Prodi clearly highlighted Italians’ disapproval during a 2007 interview with the German Newspaper Die Welt, when he stated, “Tehran and Rome are significant business partners and I have not realized why Italy, as an important European player, should not enter negotiations with Iran over the nuclear issue." To mitigate internal friction, the High Representative for Foreign Affairs and Security Policy (Javier Solana of Spain through 2009, succeeded by Catherine Ashton of the UK) has been invited to lead negotiations to ensure coordination between the Big Three and the rest of the Union. But tensions will likely flare up again as the EU continues to deepen its engagement with nuclear issues in the future.

The second issue is institutional.  As EU involvement in nuclear governance increases, so does the level of tension between the European Council and the European Commission. In the current European institutional hierarchy, the Council defines the general political direction and priorities of the EU, and the Commission is in charge of producing actual legislation, fitting within the political framework provided by the Council and subsequently approved by the European Parliament. For several years before the Treaty of Lisbon entered into force in December 2009, the main responsibility for crafting an EU nuclear policy was assigned almost exclusively to the European Commission through two different Departments: Energy and External Relations. Now, however, with the strengthening of the European Council and the establishment of the post of High Representative of the Union for Foreign Affairs & Security Policy and of an EU diplomatic staff – the External Action Service – EU nuclear policy has been fragmented and dispersed between the two institutions raising challenges of coordination, duplication and institutional competition.  Above all, the institutional clash resulting from the expanding role of the EU in nuclear governance is something of a paradox.  On the one hand, the EU has begun work on nuclear issues because of the deepening of its regional integration process, and on the other, the very process risks undermining the sustainability of the EU nuclear approach in the long run.

The third negative externality is geo-political. If nuclear governance is to be successful and sustainable, it cannot be merely reactive, responding after the eruption of nuclear crises. Rather, it must address the root causes of proliferation, such as instability, insecurity, prestige or status-seeking aspirations among countries engaged in WMD development and/or acquisition. This means that global nuclear politics should never be disjoined from broader security and development policies.  For this reason, in order to maintain a critical linkage between its nuclear policies and its broader security and defense approach, the EU released in 2003 the EU WMD Strategy in conjunction with its first European Security Strategy. The proliferation of weapons of mass destruction was defined as an international security threat as grave as terrorism, organized crime, state failure, energy insecurity and climate change.

Although the impelling necessity for the EU to adopt a strategic-thinking culture is frequently discussed and acknowledged by EU officials and diplomats of EU member-states, very little has been done in this regard so far, and the negotiations with Iran have exposed, even more seriously, EU naiveté and incongruence in articulating its strategic long-term vision on world politics.  Sauer, for instance, has remarked that the assumption by the EU of a leadership role in the Iranian crisis was initiated with too much confidence, without proper preparations and without a realistic estimate of the potential political backlash for the EU deriving from the failure of such negotiations. 

In this regard, the future engagement of the European Union in emerging proliferation crises could produce serious political backlashes for the EU unless such an engagement is prepared and takes place in the broader context of a consistent and forward-looking defense and security policy. Engaging with nuclear crises on ad-hoc basis will only contribute to bring attention to the actual lack of strategic thinking of the EU as whole.

Finally, there is what I call reputational and identity externalities. As the EU shifts toward a more coercive approach to halt nuclear proliferation – as in the case of Iran – the original view of an EU based on multilateralism, dialogue, economic cooperation and soft power is called into question. The aura of neutrality, impartiality and goodness that the EU has used to distinguish itself from the United States in foreign policy also is fading away, with important repercussions. A deeper engagement in global nuclear politics and great-power politics in general, inevitably entails bold actions, taking sides and sometimes opting for unpopular decisions, such as using military means to prevent rogue countries from acquiring weapons of mass destruction. This may clash with the fundamental idea of the EU as it has been cast for the past two decades. Can we – as Europeans – bear the prospect of an EU more willing to act boldly and strategically in the pursuit of a specific global nuclear order?

EU aspirations in the era of global nuclear leadership

These externalities exist and must be managed, if not completely resolved, through a skillful process that involves transparency, political boldness, strategic insight and, above all, leadership among European Union members and institutions.

At the political level, it is important for the Big Three countries to recognize that their power on the global stage is only as strong as the level of support they get from the other EU member-states. This means that nuclear politics within the EU cannot become an issue managed by a mini-club of countries. In order to avoid marginalization, the EU must be able to engage all members in nuclear discussions. One possible route to that end would be to establish a subcommittee within the European Council exclusively mandated to handle and facilitate nuclear discussions. This could prove tricky, at least in the beginning, because a number of countries within the EU would probably seize the opportunity to raise the controversial issue of nuclear disarmament in Europe that a few members, including the Big Three, oppose. If nuclear policy is to become a true European priority, discussions around nuclear disarmament will have to be undertaken sooner or later. The willingness of the European Council to tackle these sensitive issues in a democratic and participatory way, instead of simply avoiding them altogether, will in time pay off in terms of acquired strength, credibility and legitimacy.

Institutionally, it is essential that the EU can rely on a clear organizational structure mandated to design, manage and lead nuclear efforts in a consistent fashion. The inter-institutional difficulties in coordinating nuclear policies are affecting the ability of the EU to implement nuclear policies and must be resolved. In this regard, the recent establishment, upon French recommendation, of the position of Principal Adviser and Special Envoy for Non-Proliferation and Disarmament within the EU is welcome.  The Envoy will advocate EU nuclear policies in front of the international community, and will also play a key role in facilitating information sharing and policy design among the different institutions of the EU. The Special Envoy’s office must be given adequate resources (both technical and human) and some discretionary autonomy to avoid being completely hijacked by factional politics and member-states’ single-minded interests.

Geostrategically, it is imperative that the EU become much better at using international forums as well as at cooperating with regional and inter-regional institutions. Here, too, the EU can also aspire to be an institution-builder. Given the cosmopolitan nature of the EU’s foreign policy establishment and its global economic outreach, the EU should maintain an informal discussion network with key powers in the regions where it is establishing its Centres of Excellence. This would provide an outstanding opportunity for the EU to develop ties with key regional players and to acquire a more comprehensive and global perspective on nuclear governance.

A more effective EU engagement with the world would also build credibility at home. In the eyes of its European constituency, a globally active, strategically engaged EU could be more “justified” in taking bold actions beyond Europe. However, global engagement must be explained to all Europeans more effectively than the EU has done so far. Europeans can understand that the fight against nuclear proliferation is a vital one that goes to the core of both security and economic interests of the Union, as long as European institutions are willing to work transparently and coherently.

These policy strategies will not be implemented easily, and they will require committed leadership. Stepping into the global arena of nuclear politics demands courage and forward-looking vision. The procrastination that the EU has displayed in nuclear politics has not paid off. Risks have increased, as have insecurity and instability. Since 2003, the EU has demonstrated its willingness to engage more proactively with nuclear governance and to take some risks. Sustaining that change of heart demands further assumption of responsibilities as consequences unfold and externalities emerge. If the EU is able to face head-on the costs of global nuclear engagement, it will step into the 21st century as a true global power.

How do we historicize recurring aesthetic forms? In his talk, which addresses themes from his recent book Realism after Modernism, Fore explores the return to figuration in European art of the 1920s, asking if it is possible that the reappearance of aesthetic strategies from the 19th century during the interwar period did not mark a regression to an older set of artistic practices, but, to the contrary, may have heralded a new aesthetic paradigm.

Professor Marci Shore will discuss her project that focuses on Husserl's phenomenology, and later Heidegger's (and Sartre's) existentialism as these philosophical currents took shape in Eastern Europe, primarily but not only Czechoslovakia and Poland.  The project is structured around philosophical personalities, exploring their encounters and their dialogues and relationships with one another.  It's also a project about how the stakes of the questions they pose change, how epistemological questions become ontological questions and later explicitly ethical questions.

Marci Shore is associate professor of history at Yale University.  She is the translator of Michał Głowiński's The Black Seasons and the author of Caviar and Ashes: A Warsaw Generation's Life and Death in Marxism, 1918-1968.  Currently she is at work on a book project titled “Phenomenological Encounters: Scenes from Central Europe,” an examination of the history of phenomenology and existentialism in East-Central Europe.

“In the fields with which we are concerned, knowledge [Erkenntnis] comes only in lightning flashes. The text is the long roll of thunder that follows,” This sentence from his Arcades-project belongs to the most fluently cited passages of Benjamin’s work. However, in contrast to many reading the lecture argues that this has not to be understood as a metaphor. Instead lightening flash and image function as words mutually replacing each other in order to describe a mode of sudden, simultaneous recognition / knowledge that is at the centre of his image-based epistemology.

This lecture argues that this epistemology is informed by (1) an intense study of paintings and other pieces of visual arts and (2) the engagement with the development of media technology in modernity. Whereas the younger Benjamin studied the perceptive mode of visual art as a site of afterlife of an epiphanic mode of insight he later, in the context of his project on modernity, turned this mode of knowledge, due to the invention of electricity and technical media, into a modern epistemology. Through a kind of breaking in of technique into iconography many of its conventional figures were turned into epistemological constellations. In this way Benjamin developed a theory of knowledge and history based in simultaneity.

Professor Harrison received his doctorate in Romance Studies from Cornell University in 1984, with a dissertation on Dante's Vita Nuova. In 1985 he accepted a visiting assistant professorship in the Department of French and Italian at Stanford. In 1986 he joined the faculty as an assistant professor. He was granted tenure in 1992 and was promoted to full professor in 1995. In 1997 Stanford offered him the Rosina Pierotti Chair. In 2002, he was named chair of the Department of French and Italian. In 2014 he was knighted "Chevalier" by the French Republic.  He is a member of the American Academy of Arts & Sciences, and lead guitarist for the cerebral rock band Glass Wave.

Professor Harrison's first book, The Body of Beatrice, was published by Johns Hopkins University Press in 1988. It deals with medieval Italian lyric poetry, with special emphasis on Dante's early work La Vita NuovaThe Body of Beatrice was translated into Japanese in 1994. Over the next few years Professor Harrison worked on his next book, Forests: The Shadow of Civilization, which appeared in 1992 with University of Chicago Press. This book deals with the ways in which the Western imagination has symbolized, represented, and conceived of forests, primarily in literature, religion, and mythology. It offers a select history that begins in antiquity and ends in our own time. Forests appeared simultaneously in English, French, Italian, and German. It subsequently appeared in Japanese and Korean as well. In 1994 his book Rome, la Pluie: A Quoi Bon Littérature? appeared in France, Italy, and Germany. This book is written in the form of dialogues between two characters and deals with topics such as art restoration, the vocation of literature, and the place of the dead in contemporary society.

Professor Harrison's next book, The Dominion of the Dead, published in 2003 by University of Chicago Press, examines the relations the living maintain with the dead in diverse secular realms. This book was translated into German, French and Italian. Professor Harrison's book Gardens: An Essay on the Human Condition appeared in 2008 with the University of Chicago Press, in French with Le Pommier, and in Italian with Fazi Editori , and in German with Hanser Verlag (it subsequently appeared in Chinese translation). His most recent book Juvenescence: A Cultural History of Our Age came out in 2014 with Chicago University Press.  In 2005 Harrison started a literary talk show on KZSU radio called "Entitled Opinions."  The show features hour long conversations with a variety of scholars, writers, and scientists.  Robert Harrison is also the Director of Another Look, a Stanford-based book club.

Amir Eshel is Edward Clark Crossett Professor of Humanistic Studies. He is Professor of German Studies and Comparative Literature and as of 2019 Director of Comparative Literature and its graduate program. His Stanford affiliations include The Taube Center for Jewish Studies, Modern Thought & Literature, and The Europe Center at Stanford University’s Freeman Spogli Institute for International Studies. He is also the faculty director of Stanford’s research group on The Contemporary and of the Poetic Media Lab at Stanford’s Center for Spatial and Textual Analysis (CESTA). His research focuses on contemporary literature and the arts as they touch on philosophy, specifically on memory, history, political thought, and ethics.

Amir Eshel is the author of Poetic Thinking Today (Stanford University Press, 2019); German translation at Suhrkamp Verlag, 2020). Previous books include Futurity: Contemporary Literature and the Quest for the Past (The University of Chicago Press in 2013). The German version of the book, Zukünftigkeit: Die zeitgenössische Literatur und die Vergangenheit, appeared in 2012 with Suhrkamp Verlag. Together with Rachel Seelig, he co-edited The German-Hebrew Dialogue: Studies of Encounter and Exchange (2018). In 2014, he co-edited with Ulrich Baer a book of essays on Hannah Arendt, Hannah Arendt: zwischen den Disziplinen; and also co-edited a book of essays on Barbara Honigmann with Yfaat Weiss, Kurz hinter der Wahrheit und dicht neben der Lüge (2013).

Earlier scholarship includes the books Zeit der Zäsur: Jüdische Lyriker im Angesicht der Shoah (1999), and Das Ungesagte Schreiben: Israelische Prosa und das Problem der Palästinensischen Flucht und Vertreibung (2006). Amir Eshel has also published essays on Franz Kafka, Hannah Arendt, Paul Celan, Dani Karavan, Gerhard Richter, W.G. Sebald, Günter Grass, Alexander Kluge, Barbara Honigmann, Durs Grünbein, Dan Pagis, S. Yizhar, and Yoram Kaniyuk.

Amir Eshel’s poetry includes a 2018 book with the artist Gerhard Richter, Zeichnungen/רישומים, a work which brings together 25 drawings by Richter from the clycle 40 Tage and Eshel’s bi-lingual poetry in Hebrew and German. In 2020, Mossad Bialik brings his Hebrew poetry collection בין מדבר למדבר, Between Deserts.

Amir Eshel is a recipient of fellowships from the Alexander von Humboldt and the Friedrich Ebert foundations and received the Award for Distinguished Teaching from the School of Humanities and Sciences.

Margaret Cohen is the Andrew B. Hammond Professor of French Language, Literature and Civilization at Stanford University, where she is appointed in English and directs the Center for the Study of Novel. Her current fields of research include the novel and narrative as well as interdisciplinary oceanic studies. In her most recent book, The Novel and the Sea (2010), she revealed the impact of the ship’s log and the history of writing about work at sea on the development of the modern novel. The Novel and the Sea received the Louis R. Gottschalk Prize from the American Society for Eighteenth-Century Studies, the George and Barbara Perkins Prize from the International Society for the Study of the Narrative, and an honorable mention from the American Comparative Literature Association.

In The Sentimental Education of the Novel (1999), co-winner of the MLA’s 2000 Aldo and Jeanne Scaglione Prize for French and Francophone Studies, she recovered forgotten sentimental fiction by women writers important to the emergence of French realism. Other books include Profane Illumination: Walter Benjamin and the Paris of Surrealist Revolution (1993), as well as co-edited collections, most recently The Aesthetics of the Undersea (2019) with Killian Quigley, and a Norton critical edition of Flaubert’s Madame Bovary (2004). Professor Cohen has been awarded fellowships from the Fulbright Commission, the ACLS, NYU’s International Center for Advanced Studies, the NEH, the John Carter Brown Library’s Alexander O. Vietor Memorial Fund, the Stanford Humanities Center, and the Guggenheim Foundation. Current projects include a book on the history of underwater film and editingThe Age of Empire for the six-volume A Cultural History of the Sea (Bloomsbury), for which she is general editor as well.

Could you ever forgive the people who slaughtered your family? In 1994, hundreds of thousands of Rwandan Hutus were incited to wipe out the countrys Tutsi minority. From the crowded capital to the smallest village, local patrols massacred lifelong friends and family members, most often with machetes and improvised weapons. Announced in 2001, and ending this year, the government put in place the Gacaca Tribunals open-air hearings with citizen-judges meant to try their neighbors and rebuild the nation. As part of this experiment in reconciliation, confessed genocide killers are sent home from prison, while traumatized survivors are asked to forgive them and resume living side-by-side. Filming for close to a decade in a tiny hamlet, award-winning filmmaker Anne Aghion has charted the impact of Gacaca on survivors and perpetrators alike. Through their fear and anger, accusations and defenses, blurry truths, inconsolable sadness, and hope for life renewed, she captures the emotional journey to coexistence. With Spain as the current hotspot in the European financial crisis, it is easy to lose sight of the broader features of the Spanish predicament, which, I submit, was political and cultural before it emerged as financial. One reason for the dramatic escalation of the risk premium on Spanish bonds is the government’s low credibility - itself the consequence of a heady mix of self-contradiction, lack of transparency, and downright lying. On November 20, 2011, after years of corrosive opposition, Mariano Rajoy rose to the presidency of the government on assurances that he understood the crisis and knew how to handle it.  He now feels trapped in a situation he cannot control, not least because much of the damage is of his own party’s making. To be sure, the socialists contributed mightily to the public debt, exacerbated it by denying the crisis when it was already in evidence, and worst of all, did not act to control the housing bubble, which left in its wake banks filled with toxic assets and a severe credit crunch. But at the root of the housing and mortgage bubble were the dangerous liaisons between the banking system and regional governments such as those in  Madrid and Valencia, that have long been steeped in the Partido Popular’s reckless politics and corrupt practices (epitomized by Bankia’s lurid ambitions and costly rescue.)

The banking crisis is dragging down the Spanish economy and bringing the country’s financial structure into uncharted territory. This is a seemingly paradoxical outcome for a country that a few years back boasted a positive balance and a higher growth rate than its neighbors. What happened to upend the triumphant rhetoric of presidents Aznar and Zapatero? To a certain extent the markets appear to have overreacted, and their knee-jerk response to rising debt caused in part by investors’ demand for higher interest on Spanish bonds threatens to bring about a self-fulfilling prophecy. Before the market developed these jitters however, Spain’s public debt was in fact lower than Germany’s, even as the latter functions as the basis against which the financial risk of other countries is measured. In the last week of June 2012, the distance between Spain's and Germany's debt risk was 504 basis points, while that between the US and Germany was only 13. In relation to GDP however, Spain’s public debt remains significantly lower than that of the U.S. At the end of 2011, Spain’s public debt was 68.5% of its GDP, while the US’s was 110.2%.  In spite of this, the US continues to have no trouble financing its debt, and the American dollar has been rising in recent months and continues to be regarded as a safe haven, while the euro is at risk.

Why all the fuss about Spain? The answer lies in a combination of causes.  In the first place, there is the big hole punched into Spanish banks by the large-scale default on loans irresponsibly pushed on overly optimistic borrowers; and then there is the unlikelihood of an economic recovery vigorous enough to guarantee the debt’s financing. Saddled with debt, subjected to salary cuts, and adrift in a dwindling job market, Spanish consumers will hardly be able to fuel a meaningful recovery for some time.  At present, the combined debt ofSaish families is nearly 100% of national GDP. Corporate debt is even larger. And it is not the private sector alone that is stuck. The loss of confidence also affects the Bank of Spain. For a long time the country’s central banking authority turned a blind eye to the bad lending practices of private institutions, and so it shares the blame for the illusion of an ever-expanding and ever-appreciating housing sector. When the fantasy receded, thousands of families, as well as the owners of small and middle-sized companies, were left stranded in a financial desert; and once the economy actually began to shrink, the government increasingly lost its ability to finance the debt.

Is Spain at risk of leaving the Eurozone? While this cannot be ruled out, it is unlikely. The possibility of going back to the peseta is precluded by the fact that foreign, mostly German and Chinese, investors, whose money helped pump up the housing bubble, now make up the bulk of Spain’s creditors. They will hardly sit by and allow Spain to devalue its way out of the mess. Although he dragged his feet, Rajoy has finally applied to Brussels for rescue funds and will submit to European oversight.  The proposed solution will undoubtedly involve further dismantling of services, salary cuts, and higher unemployment.  This is a bitter pill that will test Spain’s already shaky social cohesion. Rajoy will dispense it because he has no alternative, or rather because the alternative—letting the sick banks fail instead of nationalizing their losses—is not acceptable to the financial markets. Adding to the markets’ nervousness is the fact that Rajoy has proven to be singularly maladroit at administering the medicine.  This is where politics and culture come into the picture.

Spain’s troubles go back to the origin of its current regime in the late 1970s. They are rooted in a faulty transition that was expected to convert a country without democratic traditions into a full-fledged western democracy. But today all of Spain’s core institutions have fallen into disrepute: after years of covering its scandals, the monarchy has finally disgraced itself irreparably; the Supreme Court is affected by corruption at its core; the president of Madrid's regional government (a militant and vocal member of the extreme right wing of the Partido Popular) is calling for the dissolution of the Constitutional Court (i.e. for a return to undisguised authoritarian rule); and the tone of the debates in Congress could hardly fall to a lower level. Spanish democracy is ailing, but for anyone who has observed it with attention since its inception, the confirmation of what was once merely an inkling can hardly be cause for surprise.

In the 1970s, Spain’s bid for democratic legitimacy and admission to the European Community required the restoration of Basque and Catalan self-government, which Franco had suppressed. At the time, the provision of institutional guarantees for these nationalities was seen as a requirement of justice meant to correct decades of persecution. The Basque Country and the semi-Basque region of Navarre emerged from the transition with an important privilege. They collect their own taxes. From this revenue they transfer an amount to Madrid and use the rest as they see fit. Fiscal independence in the hands of a responsible government led to a clear improvement in the Basque standard of living and, and, not incidentally, to a certain insulation from the current crisis. Catalonia, with a larger economy, was denied that privilege. In fact the opposite occurred: its economy was made hostage to a state that, under the pretext of redistribution, severely impaired its growth and development.  Since Franco’s death, Catalonia’s leading position within Spain and its capacity to compete globally (it still accounts for 25% of all Spanish exports) have been eroded through an unfair fiscal burden and hostile decisions in matters of territorial development. Year after year, Spain’s government has defaulted on the execution of public works approved for Catalonia in the former's budget, thus retarding the latter's modernization and straining its finances to the breaking point.  Rajoy’s government will not even honor the state’s appropriations for Catalonia mandated by current fiscal law. In a display of cynical reason, the central Spanish government now blames regional governments for Spain’s public debt, obscuring the fact that the combined debt of the 17 autonomous communities is only 16% of the total, while that of the central government accounts for 76%. The remaining 8% is municipal debt. By shifting the responsibility for the crisis to the regional governments, Rajoy is patently using the current emergency as an opportunity to dismantle the structure of regional autonomy enshrined in Spain's current constitution.  The result of course would be to abrogate the limited degree of self-government that Spain only grudgingly conceded to Catalonia in the former's hour of democratic need.

As usual, propaganda is based on plausibility. It is true that Spain’s system of regional governments is costly, and a revision is long overdue. Most autonomous communities were invented ad hoc by the central government for the purpose of generalizing the autonomy principle and dissolving Catalonia’s historic claim to autonomy within a so-called “autonomous common regime” that as popularized at the time as “coffee for all.”  While history required the articulation of a state with two or three autonomous regions based on tangible cultural differences, Madrid’s politicians created 17 “autonomous communities” by administrative fiat. And since Madrid was unwilling to slim down the state’s bureaucracy, parallel administrations were created, adding to the cost of government. Since the beginning, the unwieldy system of “autonomous governments” was financed through the transfer of funds from the most productive to the least productive regions with a regularity and volume that ended up crippling the donors. These have been, with predictable monotony, the regions on the Mediterranean seaboard that possess a distinct culture and language: Catalonia, Valencia, and the Balearic Islands. So striking is the fiscal imbalance that for decades Spanish governments have refused to publicize the figures, even though this refusal constitutes the violation of a standing congressional order to make them available. But how the cookie crumbles is made evident by the president of Extremadura’s admission that a new fiscal deal for Catalonia would be catastrophic for his region. Catalonia suffers from a political paradox. As a “wealthy region” in a “poor country,” it never benefited from the European structural and cohesion funds of which Spain was the largest recipient, but instead became a net contributor on a level higher than France. Economists calculate that the Catalan fiscal deficit, that is, the percentage by which taxation exceeds allocations, rests anywhere between 8 and 10% of Catalonia’s GDP (roughly $20 billion annually for a region of 7,000,000 people.) Over time, the magnitude of such siphoning of resources impacts an economy, leading to obsolescent infrastructure, the impoverishment of the service sector, the deterioration of the educational system, and the inevitable loss of competitiveness. Catalonia’s public debt in 2011 was $52 billion, approximately 20.7% of the Catalan GDP. Two and a half years of a balanced fiscal relation with the rest of Spain would have sufficed to mop up all Catalan public debt.

Spain’s troubles were political before they became financial, but politicians will not resolve them. The country needs to be further integrated into the European structure through a common fiscal policy and a commonly regulated banking system; more importantly however, Spain needs to be politically accountable to Brussels and meet European standards of justice and democratic procedure.  This would do much to bring about economic rationality. A country on the brink of default cannot afford to build unprofitable fast-speed trains to provincial destinations, boondoggle expressways in a radial system stemming from Madrid, or airports without air traffic.  Nor should it insist on an extravagant freight train route that requires drilling through the thick of the Pyrenees instead of building a cheaper and commercially sensible coastal itinerary, a plan that, without Brussels' better judgement, the Spanish government would have rejected for the ostensible purpose of isolating Barcelona’s harbor, the busiest in Spain.  The senseless megalomania and castigation of specific territories cannot be explained along traditional ideological lines — such projects have been developed by socialists and conservatives alike — but by long-term cultural continuities. The recent bout of megalomania was buoyed by billions in structural funds, while the territorial grievances, notorious to anyone who is conversant with Spanish history, went on as before, shielded by Spain’s membership in the core Western institutions.

Spain would gain much from trading sovereignty for rationality, and from being forced to invest for economic rather than merely symbolic payoff. A dishonored monarchy, a politicized justice, and a corrupt party system are as much toxic assets as those the banks hold, and if intervention is inevitable, the discipline mandated from outside ought to touch the country to the quick. If and when Brussels decides to put the Iberian house in order, it ought to recognize which administrations have practiced fiscal restraint and are capable, under good governance, of meeting European standards. Spain could well be the last ditch of the European monetary union and of the political union itself. But timely political reform in Spain could be the last opportunity not only to keep the country within the EU but also to hold it together as a meaningful political project.
