Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

Jonas TallbergJonas Tallberg is Professor of Political Science at Stockholm University. His research interests are global governance and European Union politics. He currently directs the research program “Legitimacy in Global Governance” (LegGov), funded by Riksbankens Jubileumsfond. The Choice for Europe since Maastricht: Member States’ Preferences for Economic and Fiscal Integration Funded by the European Commission, Horizon 2020, 2015-2019

Following the outbreak of the Eurozone crisis in 2009, European policy-makers agreed to a string of reforms that together amount to a profound deepening of fiscal and monetary cooperation in Europe. These reforms resulted from a rear-guard battle against the raging crisis and arduous negotiations among EU governments. While it is far from certain that they will suffice to alleviate the Eurozone’s problems, they raise a number of intriguing questions. What considerations led EU states to advocate these particular solutions to the Eurozone crisis? What states were successful in shaping the reforms agreed upon and why? What are the implications of these reforms for the viability of the Eurozone? This project brings together researchers in eight European countries to provide the most comprehensive and systematic analysis of domestic preference formation and interstate bargaining in the reform of the Eurozone.

Legitimacy in Global Governance (LegGov) Funded by Riksbankens Jubileumsfond, 2016-2021

The purpose of this research program is to offer the first systematic and comprehensive analysis of legitimacy in global governance. To what extent are global governance institutions (GGIs) regarded as legitimate? What explains that legitimacy? By what processes are GGIs legitimated and delegitimated? What are the consequences of legitimacy (or its absence) for the functioning of GGIs? How are these legitimacy dynamics in global governance similar to or different from the dynamics of legitimacy in the nation-state and other forms of governance? While legitimacy in global governance has generated growing interest in recent years, it has not yet been researched methodically by a coordinated team of specialists. We address the overarching question of why, how, and with what consequences GGIs gain, sustain and lose legitimacy by exploring three principal themes: (1) sources of legitimacy, (2) legitimation and delegitimation strategies, and (3) consequences of legitimacy. In the broadest sense, the program considers what systematic attention to legitimacy can tell us about world politics, and what experiences from world politics suggest for understanding legitimacy in contemporary politics generally.

The Performance of International Organizations: Institutional Design and Policy Output in Global Governance Funded by the Swedish Research Council, 2014-2018

Many problems confronting today’s societies are transnational in character, leading states to increasingly rely on international organizations (IOs) for policy solutions. Yet the performance of IOs varies extensively. While some IOs are highly successful in developing, adopting, and enforcing policy, others are less successful. How can we account for this mixed record in IO performance? Are there identifiable factors that make IOs work better or worse? While existing research points to a multitude of factors that are beyond the control of IOs themselves, this project explores when, how, and why the institutional design of IOs shapes their performance. The project adopts a mixed-method design, combining a statistical analysis of performance in a large number of IOs with in-depth case studies of select IOs. It spans IOs in multiple policy areas and world regions over the time period 1950 to 2010. The project promises three central contributions to research and policy. First, it will offer the most systematic and comprehensive analysis so far of how institutional design shapes the performance of IOs. Second, it will generate a unique dataset on the policy output of IOs of extensive value to the research community. Third, it will be policy relevant, by providing policy-makers with evidence on the effects of design choices that can help them to systematically improve global governance.

Born in Sweden in 1963, Lars-Erik Cederman received an M.Sc. in Engineering Physics from the University of Uppsala in 1988 and an M.A. in International Relations from the Graduate Institute of International Studies in Geneva in 1990 before obtaining his Ph.D. in Political Science from the University of Michigan in 1994. Using computational modeling, he wrote his dissertation on how states and nations develop and dissolve. He has since taught at the Graduate Institute of International Studies in Geneva, Oxford, UCLA, and Harvard.

Lars-Erik Cederman is editor of Constructing Europe's Identity: The External Dimension (Lynne Rienner, 2001) and the author of Emergent Actors in World Politics: How States and Nations Develop and Dissolve (Princeton University Press, 1997), which received the 1998 Edgar S. Furniss Book Award. He is also the author and co-author of articles in scholarly journals such as the American Political Science Review, European Journal of International Relations, International Organization, International Studies Quarterly, Journal of Conflict Resolution, and Proceedings of the National Academy of Sciences. His main research interests include computational modeling, International Relations theory, nationalism, integration and disintegration processes, and historical sociology.

James E. Alt is the Frank G. Thomson Professor of Government. His current interests are in comparative political economy; the interaction of voters, political parties, budget and other political institutions, financial markets, and fiscal policies in industrial democracies. His recent research analyzes institutional transparency, accountability and corruption, and fiscal policy outcomes in OECD countries and US states. He is author, co-author, or editor of The Politics of Economic Decline (Cambridge University Press, 1979, reissued 2009), Political Economics (University of California Press, 1983), Cabinet Studies (Macmillan, 1975), Advances in Quantitative Methods (Elsevier, 1980), Perspectives on Positive Political Economy (Cambridge University Press, 1990), Competition and Cooperation (Russell Sage, 1999) and Positive Changes in Political Science (Michigan, 2007). Jonas Tallberg is Professor of Political Science at Stockholm University, where he directs the research group on global and regional governance, selected as a leading area of research at SU. His primary research interests are global governance and European Union politics. His most recent book is the The Opening Up of International Organizations: Transnational Access in Global Governance (Cambridge University Press, 2013), co-authored with Thomas Sommerer, Theresa Squatrito and Christer Jönsson. Earlier books include Leadership and Negotiation in the European Union (Cambridge University Press, 2006). His articles have appeared in journals such as International Organization, International Studies Quarterly, British Journal of Political Science, European Journal of International Relations, Review of International Organizations, and Journal of Common Market Studies.

Tallberg has won numerous awards for his research, including the Forskraft Award for the best Swedish dissertation on international relations, the JCMS Prize for the best article in Journal of Common Market Studies, and the Friedrich Wilhelm Bessel Research Award from the German Humboldt Foundation. He has been awarded research grants from, among others, the European Research Council, Fulbright Commission, Swedish Research Council, Riksbankens Jubileumsfond, and Nordic Research Academy.

Tallberg has been a visiting researcher at, among other institutions, Harvard University, McGill University, WZB Berlin Social Science Center, Ludwig-Maximilians-Universität München, and European Commission. Political scientist Anna Grzymala-Busse finds that authoritarians face a choice in the face of change: try to cling to power, exit governing or reinvent themselves as democrats. It’s those who reinvent themselves as newly minted democrats who fare the worst in the long run.

In the years since World War II, as the global geopolitical map was drawn and redrawn along ideological lines, the world witnessed ascension of many authoritarians. They often ruled for long stretches, but eventually most faced a political reckoning. The people they governed no longer accepted their authority and demanded change.

The fate of authoritarians in the aftermath of such crises is the subject of a new study in the journal Party Politics written by Stanford political scientist Anna Grzymala-Busse. Newly minted democrats

It was these reinventors – the newly minted democrats – that intrigued Grzymala-Busse the most. She found that while many enjoyed initial electoral success, most ended up losing power in the long run.
 
“Paradoxically,” Grzymala-Busse said, “this fate seems to flow precisely from the decision to reinvent their organizations, their political symbols and their state programs to fit the norms of free political competition.”
 
In adopting democratic rhetoric and standards of competence, it seems, the parties find initial success, but then are unable to sustain newfound democratic philosophies and programs. They hoist themselves on their own petards, as she put it in her paper, alluding to Shakespeare’s Hamlet.
 
These reinvented parties often attract new politicians who are more entrepreneurial than their predecessors. Those new faces, however, often prove to be mere opportunists. The resulting scandals destroy party credibility and contribute to an unending downward political spiral.

Ironically, Grzymala-Busse found that the best choice for authoritarians is simply to cling to power “counting on a loyal if unhappy electorate,” even if it means ceding much of their once-monopolistic grip on power to democratic reforms.

81 governments studied

For her study, Grzymala-Busse examined and quantified the resulting political denouements of 81 authoritarian governments spanning the period from 1945 to 2015. Countries studied include the former Soviet Bloc, China, Cuba, several in Southeast Asia, many African nations and Mexico. The governing systems ranged from the communism of the Soviet Bloc and socialism to secular state-building and rule for the sake of national security.

The success of the reinventors can be rapid and remarkable, but so too can be the demise. Grzymala-Busse noted that the Hungarian Socialist Party won 43 percent of the vote and 49 percent of the seats in 2006, only to succumb to allegations of deception, mismanagement and fraud soon afterward. In Poland, the Democratic and Left Alliance (SLD), which won 41 percent of the vote in 2001, watched as its power steeply declined in the subsequent decade until the party dissolved entirely in 2011.

“Those who reinvented shone more brightly for a brief time, but burned out. Those who chose orthodoxy never enjoyed the great success of the reinventors, but they survived,” she said.

And what of those authoritarians who choose neither to remain nor to reinvent? Grzymala said that they simply dissolve back into society where former members often capitalize on their connections to become captains of industry.

“Some become oligarchs,” she said, “retaining power by other means.”

Lessons on change

The takeaway of her study for at-risk authoritarians, Grzymala-Busse said, is that reinvention alone is not enough to carry the party. New parties cannot survive as the remnants of their former selves. They must become entirely new organizations with viable programmatic approaches. Likewise, she said, when newly minted democrats hail competence as a competitive advantage, they must make good on the promise. If they fall short, they face exceptionally harsh outcomes at the polls.

“The irony is, without real change, the parties that built democracy by supporting free elections fall victim to those same democratic forces they championed.”

EU legislative politics have changed dramatically during the past decade, and the British government has been a vocal and influential voice in shaping EU policies and processes. Based on an original dataset covering all legislative decisions by the EU governments since the enlargement to Central- and Eastern Europe in 2004, this paper provides detailed analysis to explain and elaborate on the British votes in the EU Council. It shows that the UK has opposed legislation more than other countries, and that this opposition has increased in recent years. However, advanced text analysis of formal policy statements from the Council records shows that the UK government should not be considered a policy outlier: a group of small- and medium-sized countries frequently side with the UK position in the Council records. They will likely miss the British position and outspoken voice as the EU embarks on a new phase in European integration. The results extend our existing knowledge about negotiation dynamics and voting behaviour in the Council, and are relevant to studies of other intergovernmental negotiation forums too.

Sara Hagemann is Associate Professor in European Politics at London School of Economics and Political Science, which she joined in September 2009. In her work, Sara draws on a mix of academic and policy experience as she has held research and policy positions in Brussels, Copenhagen and London. Sara has published extensively on European affairs, in particular on transparency and accountability in political systems, EU policy-making processes, EU treaty matters, the role of national parliaments, and the consequences of EU enlargements.

Before joining LSE, Sara worked as a Policy Analyst at the Brussels-based European Policy Centre (EPC), where she was responsible for its Political Europe programme. She has also held posts at the Centre for European Policy Studies (CEPS), and in the Danish Ministry of Foreign Affairs. She is the Co-Founder and General Editor of the LSE’s popular European Politics blog EUROPP, and Co-Founder and former Managing Director of VoteWatch.eu (www.votewatch.eu), an online initiative that monitors EU decision-makers’ voting records.

Sara has been awarded an ESRC Impact Accelerator Grant (from September 2016- April 2018) through the LSE’s Institute of Public Affairs. She was also an ESRC Senior Fellow as part of the UK in a Changing Europe programme in 2016, where she worked as an independent expert advisor to the UK government, parliament and public in the run-up to and aftermath of the UK’s referendum on EU membership.

Shaun Walker provides new insight into contemporary Russia and its search for a new identity, telling the story through the country's troubled relationship with its Soviet past. Walker not only explains Vladimir Putin's goals and the government's official manipulations of history, but also focuses on ordinary Russians and their motivations. He charts how Putin raised victory in World War II to the status of a national founding myth in the search for a unifying force to heal a divided country, and shows how dangerous the ramifications of this have been.

The book explores why Russia, unlike Germany, has failed to come to terms with the darkest pages of its past: Stalin's purges, the Gulag, and the war deportations. The narrative roams from the corridors of the Kremlin to the wilds of the Gulags and the trenches of East Ukraine. It puts the annexation of Crimea and the newly assertive Russia in the context of the delayed fallout of the Soviet collapse.
 
The Long Hangover is a book about a lost generation: the millions of Russians who lost their country and the subsequent attempts to restore to them a sense of purpose. Packed with analysis but told mainly through vibrant reportage, it is a thoughtful exploration of the legacy of the Soviet collapse and how it has affected life in Russia and Putin's policies.

Along with being a Senior Fellow at the Freeman Spogli Institute for International Studies, Saumitra Jha is an associate professor of political economy at the Stanford Graduate School of Business, and convenes the Stanford Conflict and Polarization Lab. 

Jha’s research has been published in leading journals in economics and political science, including Econometrica, the Quarterly Journal of Economics, the American Political Science Review and the Journal of Development Economics, and he serves on a number of editorial boards. His research on ethnic tolerance has been recognized with the Michael Wallerstein Award for best published article in Political Economy from the American Political Science Association in 2014 and his co-authored research on heroes with the Oliver Williamson Award for best paper by the Society for Institutional and Organizational Economics in 2020. Jha was honored to receive the Teacher of the Year Award, voted by the students of the Stanford MSx Program in 2020.

Saum holds a BA from Williams College, master’s degrees in economics and mathematics from the University of Cambridge, and a PhD in economics from Stanford University. Prior to rejoining Stanford as a faculty member, he was an Academy Scholar at Harvard University. He has been a fellow of the Niehaus Center for Globalization and Governance and the Center for the Study of Democratic Politics at Princeton University, and at the Center for Advanced Study in the Behavioral Sciences at Stanford. Jha has consulted on economic and political risk issues for the United Nations/WTO, the World Bank, government agencies, and for private firms.

Populism is on the rise: but to understand this phenomenon, we should first clearly conceptualize it and recognize that populism takes on different forms in various historical and political contexts. These “populisms” pose a threat to modern liberal democracy. As Poland and Hungary show, populists exclude entire swathes of society from the polity, and undermine the formal institutions and the informal norms of democracy.

Sarah Cormack-Patton is an Honorary Research Fellow at the University of Aberdeen. She is a political scientist whose research examines the politics of globalization, and particularly international migration, in the European Union and the United States. Sarah is interested in the economic and social effects of the cross-border movement of people, goods, and capital; the political coalitions that form over the cross-border movement of people, goods, and capital; the conditions under which states permit or limit the entry or exit of goods, capital, and people; and the efficacy of state policies designed to effect the entry or exit of goods, capital, and people. Her current research projects examine the ways in which varying bundles of migrant rights affect immigration policy preferences, the political coalitions that form over immigration policy, and the types of immigration policies enacted. Sarah earned her Ph.D. in Political Science from the University of Pittsburgh in 2015 and was a Postdoctoral Scholar at Stanford University from September 2015 to September 2017.
