Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

The European Parliament elections in May 2014 are about more than protest votes. In an opinion piece that appeared in The Guardian newspaper Christophe Crombez (The Europe Center) and Simon Hix (The London School of Economics and Political Science) argue that next year's European Parliament elections are the most important such elections to date. European politics has been dominated by the eurocrisis in recent years, and by the austerity policies European governments have followed to combat it. These policies are largely set at the European level, in particular by the EU Commission. At the next European Parliament election voters will be able to determine the composition of the new Commission, because the European Parliament now plays a crucial role in its appointment. Moreover, the major political parties present starkly different solutions to the crisis. European voters will thus have a clear choice to make at next year's elections.

Parties in pluralist democracies face numerous political issues that citizens may be split on, but most models of party competition assume a simple, often one-dimensional structure. A new, inherently multidimensional model of party strategy is presented, where parties compete by selectively emphasizing policy issues. Issue emphasis is determined by two distinct goals: mobilizing the party’s core voters and broadening the support base. Optimal issues for this purpose lie in between idealtypical positional and valence issues, as they need to be relatively uncontroversial within the party, while at the same time widely supported in the electorate at large. The capacity of an issue to promote both goals is captured by an integrated index labeled “issue yield.” A model based on this index is tested on a 27-country comparative dataset combining mass surveys and manifesto scores from the 2009 European Election Study. Results of multilevel tobit regressions suggest that issue yield is a powerful indicator of party strategy.

 

Lorenzo De Sio is Assistant Professor at LUISS Guido Carli University in Rome. His main interests are in elections, public opinion and voting behaviour, both in Italy and in comparative perspective, with a specific focus on models of voting behaviour and party competition. A member of the Scientific Committee of the Italian National Election Studies (ITANES), he is the coordinator of the Italian Center for Electoral Studies (LUISS Rome), and a member of the Methods Working Group for the “True European Voter” international research project. Besides his two books in Italian, his scientific publications include articles appearing in Comparative Political Studies, West European Politics, South European Society and Politics, Rivista Italiana di Scienza Politica. He has been Visiting Research Fellow at the University of California – Irvine, and Jean Monnet Fellow at the European University Institute.

The Europe Center was pleased to host Catherine Ashton, High Representative of the Union for Foreign Affairs & Security Policy and Vice President of the European Commission (HRVP), at Stanford University on May 7th.  HRVP Ashton’s address to a capacity audience of Stanford senior scholars is part of the Europe Center’s program focused on European and EU regional and global relations.  The event co-sponsors - the Center for Russian, East European and Eurasian Studies, the Hoover Institution, and the  - speaks to the esteem and the interest that multiple partners share in engaging the European Union’s highest foreign policy official.

The Europe Center’s director Amir Eshel opened the session, followed by President Gerhard Casper, director and senior fellow at the Freeman Spogli Institute for International Studies, who delivered a formal introduction of Ashton.  HRVP Ashton spoke at length and in considerable detail on the mission of the office of EU High Representative, and addressed a number of the critical foreign policy challenges that we face today. 

Three pillars of EU foreign policy
In her talk, Lady Ashton highlighted three pillars of EU foreign policy:

  1. Europe assumes primary responsibility for bringing and safeguarding peace in its “neighborhood”.  Ashton proposed that the European Union – in terms of its status as a foreign policy actor – should be judged by the record of its mission to foster post-conflict resolution, and promote long-term stability and growth throughout its own member states, and in neighboring regions of North Africa, the Eastern Mediterranean and Middle East, and Eastern and Baltic regions of former Soviet societies.
  2. European Union foreign policy should promote what Ashton termed “Deep Democracy”.  This includes reformed and transparent judiciary, police, and representative governing institutions that safeguard the well-being and individual emancipation of citizens, and women’s and human rights.
  3. European Union international relations prioritize effective and long-term cooperative missions with “strategic partners” beginning with the United States, as well as Russia and China.  Ashton emphasized that the EU also prioritizes long-term relations and strategic missions with regional and supra-national institutions beginning with the United Nations, and including the African Union, ASEAN, and the Arab League.

“Deep Democracy”: the long-term challenge
Of special note was Ashton’s significant elaboration on the priority for “deep democracy”.  When asked about the case of Mali, and what the vision was for what comes after the current French and European military intervention, she emphasized the following points of policy and tactics.

  • The EU views the military engagement against Jihadist forces in Mali, within a larger regional view of the “Sahel Arc”.  The EU is deeply engaged in the “Arab Awakening” movements – and the attendant security, political, and civil crises in each country of the region, and in terms of displaced populations across borders. 
  • In the case of Mali, the office of the EU High Representative invited the country’s leadership to Brussels for close coordination of policy. 
  • The EU foreign policy has been set to closely support the Malian government’s own road map for peace, territorial sovereignty, internal cohesion, and development.
  • In remote districts of northern Mali, residents have seen little evidence of the value of government.  The EU foreign policy of engagement in Mali includes programs to deliver primary health care (i.e. immunization and women’s reproductive health) and infrastructure (i.e. transportation and employment in local economic initiatives) to demonstrate the efficacy and value of state institutions.
  • The decision to commit troops from Europe to foreign soil remains, Ashton emphatically stated, the responsibility of the individual sovereign states, and of their democratically elected representatives who, in making such commitments, are ultimately responsible to their citizens.
  • Individual European nations are invited to meet with the governments and civil society leaders of countries undergoing transformations, to tell their distinct histories of democratic development.

Ashton delivered her insights in response to questions from the audience on a number of topics, including the growing magnitude of displaced regional refugees, EU-US military cooperation, and the support and criticism of the EU within European nations.

The United States spends hundreds of billions of dollars on transforming the international landscape through military force in order to enhance America’s national security. But is there any other way? This lecture explores America`s Cold War experience in dealing with the communist states of Eastern Europe in an effort to make them less tyrannical and less hostile to the Western world. The focus will be on economic and psychological warfare, cultural and economic border penetration, and diplomacy as a tool of coercion in particular. The presentation also analyzes these policies in the light of the ideology, goals, strategies and tactics employed by the other side, while also considering the difficulties U.S. policy faces in adequately responding to external challenges. The discussion touches on the changing goals and strategies of U.S. foreign policy in Eastern Europe within the national independence/stability paradigm.

In his blog posting SORT vs. New START: Why the Administration is Leery of a Treaty, Steven Pifer continues with his previous posting Presidents, Nuclear Reductions and the Senate.  He points to the ratification experience between George W. Bush's 2002 Strategic Offensive Reductions Treaty (SORT) and Burak Obama's 2010 New Strategic Arms Reduction Treaty (New START) as the basis for the Obama administration fear that the Republican majority Senate would not consider a treaty for further nuclear reductions on its merits.

President Barack Obama desires to further reduce nuclear arsenals below the levels set in the 2010 New Strategic Arms Reduction Treaty (New START) and Republicans and former officials of the George W. Bush administration assert that this can only be done through a new treaty.  Steven Pifer, director of the Brookings Arms Control Initiative, in his blog posting Presidents, Nuclear Reductions and the Senate, points out that nuclear reduction efforts have not always been accomplished through treaties requiring ratification by the senate.  History shows that past presidents, including Republicans, have used alternative methods that did not require a 2/3 majority vote by the Senate.

In our current societies, the media are backbone institutions of social life, a tool through which we can strength or deteriorate our democracy. Each society decides if it works exclusively for the market or if it conditions business goals to preserve collective responsibility. The media are nuclear tools to accomplish the right balance between the two.  Unfortunately, nowadays such balance is neither a priority of public media sector nor a private one. The speech of the media has shifted, with consent and complicity of all the stakeholders, and has diminished responsibility criteria and installed partisanship and special interest and business. Reversing this process is an emergency, but the absence of imminent danger, unlike what it happens with the economic crisis, has not forced us to assume our obligations. Consequently, without being aware of it, we are marginalizing media content that can contribute to public service. The dependence between politicians and journalists makes them forget that they must serve the public interest. They are too involved in their own fight to survive and as a result subject the law, subsidies and news to their own interests. This lecture will analyze the mechanisms and trends through which the mass media stabilize irresponsibility and encourage a sensationalist discourse that, in turn, distance the citizen from public affairs.

Mònica Terribas was born in Barcelona (1968). She is a journalist and has been teaching at the Universitat Pompeu Fabra since 1993. She obtained her degree of Journalism at the Universitat Autònoma de Barcelona (1991) and a doctoral fellowship by the British Council and La Caixa to study the links between the concept of public sphere and national identity in the media (Ph.D,  University of Stirling, Scotland, 1994). She combined her studies with her professional career as a journalist in the radio news services in 1986 and continued in 1988 in TV3 - Televisió de Catalunya- as a screenwriter, coordinator, editor and presenter of several television programs, among which the late night news program, La Nit al Dia (2002-2008).  In May 2008 she was appointed General Manager of TV3, responsible for the six public channels of the Catalan media corporation up to April 2012.  Since August 2012, she is the editor and CEO of ARA, which includes a newspaper and the net news leader platform. Among other awards, she received the National Award of Journalism and National Award of Culture.

In societies with continuous in-and-out migration in relatively short periods the formation of dominant culture comes into shape as "popular". Continental theories for defining people's culture mostly assume some permanent structures (cultural preferences of elites or classes) in modern societies, yet not so successful for explaining the rise of popular cultures in societies like the USA. Turkey, as a country of migratory waves from its birth, is a pristine example of such a process and unique for its elites' interventions into the cultural sphere. The talk is broadly concerns with three dynamics on the formation of Turkish popular culture - demographic transition, elitist cultural policies, and partly oppositional character of people's taste.

Orhan Tekelioğlu is Chair of Department of New Media at Bahçeşehir University (Istanbul, Turkey) and Visiting Scholar at the University of Pennyslvania’s Annenberg School of Communication.  He is a scholar of cultural sociology including such research fields as media consumption, the history of Turkish popular music, the sociological features of Turkish literature, and the cultural politics of the Republican period. He received his Ph.D. in Sociology from the Middle Eastern Technical University (Ankara, Turkey) and his Magisterartium degree in Sociology from the University of Oslo. He taughted in Departments of Political Science and Turkish Literature at the Bilkent University in Ankara, in the Department of Near Eastern Languages and Cultures at Ohio State University, and acted as Acting Dean of the Faculty of Communication at the Izmir University of Economics. Dr. Tekelioğlu conducts field studies on popular television dramas and reality shows, and history of jazz and popular music in Istanbul. He has published articles in Turkish and in English and submitted papers to numerous national and international congresses. Among his publications are Pop Ekran [Pop Screen, 2013], Pop Yazılar, [Pop Essays, 2006], Foucault Sosyolojisi [Sociology of Foucault, 2003], Şerif Mardin’e Armağan, [A Festschrift for Şerif Mardin, 2005), "Modernizing reforms and Turkish music in the 1930s"  (Turkish Studies, 2001), and “Two Incompatible Positions in the Challenge Against the Individual Subject of Modernity” (Theory& Psychology, 1997).
