The Digital Transformation (DX) is a broad term describing the changes and innovations brought about by the introduction of information and communication technologies into all aspects of society. One such innovation is to empower bottom-up, self-governing socio-technical systems for a range of applications. Such systems can be based on Ostrom’s design principles for self-governing institutions for sustainable common-pool resource management. However, two of these principles, both focusing on self-determination, are vulnerable to distortion: either from within, as a narrow clique take control and run the system in their own, rather than the collective, interest; or from without, as an external authority constrains opportunities for self-organisation. In this chapter, we propose that one approach to maintaining ‘good’, ‘democratic’ self-governance is to appeal to the transparent and inclusive knowledge management processes that were critical to the successful and sustained period of classical Athenian democracy, and reproduce those in computational form. We review a number of emerging technologies which could provide the building blocks for democratic self-governance in socio-technical systems. However, the reproduction of analogue social processes in digital form is not seamless and not without impact on, or consequences for, society, and we also consider a number of open issues which could disrupt this proposal. We conclude with the observation that ‘democracy’ is not an end-state, and emphasise that self-governing socio-technical systems need responsible design and deployment of technologies that allow for continuous re-design and self-organisation.

We examine the effect on service delivery outcomes of a new information communication technology (ICT) platform that allows citizens to send free and anonymous messages to local government officials, thus reducing the cost and increasing the efficiency of communication about public services. In particular, we use a field experiment to assess the extent to which the introduction of this ICT platform improved monitoring by the district, effort by service providers, and inputs at service points in health, education and water in Arua District, Uganda. We find suggestive evidence of a short-term improvement in some education services, but these effects deteriorate by year two of the program, and we find little or no evidence of an effect on health and water services at any period. Despite relatively high levels of system uptake, enthusiasm of district officials, and anecdotal success stories, we find that relatively few messages from citizens provided specific, actionable information about service provision within the purview and resource constraints of district officials, and users were often discouraged by officials’ responses. Our findings suggest that for crowd-sourced ICT programs to move from isolated success stories to long-term accountability enhancement, the quality and specific content of reports and responses provided by users and officials is centrally important.

There are plenty of indicators of doom: Donald Trump riding roughshod over U.S. constitutional norms; the rise of high-handed strongmen across Europe supported by ethno-centric crowds; free press and free voting under attack by cyber manipulation. Add mass migration threatening borders and national identities; rising wealth inequality; politics gridlocked by strife about rights, benefits, and duties, amidst growing resentment of "global elites" and new would-be citizens; and evolving confusion about the nature of the "common good."

Tinka Schubert is a Postdoctoral Research Fellow at the Social and Organizational Analysis Research Group (http://www.analisisocial.org/index.php/en/) at the University Rovira i Virgili and member of the Community of Researchers on Excellence for All (http://creaub.info/) at the University of Barcelona, Spain. She earned her PhD in Sociology at the University of Barcelona in 2015 with the first dissertation on gender violence prevention in Spanish universities, embedded in the broader research agenda on preventive socialization of gender violence developed by CREA. In the frame of her doctoral thesis she has been a visiting scholar at the Harvard School of Public Health to broaden her agenda with the public health perspective as well as at the Graduate Center at the City University New York to focus on the role of social movements in the prevention of violence against women. She has further served as a Lecturer at the Universidad Loyola Andalucía and was awarded a Juan de la Cierva Postdoctoral Research Fellowship at the University Rovira i Virgili. Tinka Schubert is Co-Editor of the International and Multidisciplinary Journal of Social Sciences.

At The Europe Center, Tinka is working with Professor Norman Naimark on the mass rapes by the Soviet Army on women in the Eastern territories at the end of World War II to research the implications of silencing this part of our history for the understanding of violence against women in present times.

Even as Notre Dame Cathedral was burning, pundits such as Ben Shapiro and Katie Hopkins began to mourn it as a “monument to Western civilization … built on the Judeo-Christian heritage” — describing the fire as symbolic of a “Judeo-Christian annihilation.” The president of Poland immediately called for rebuilding the cathedral as a symbolic reconstruction of Europe on its “real, historical, Judeo-Christian foundation.” As critics responded, the debate heated up, leading to both religious and historical confusion. So what is the “Judeo-Christian tradition”?

Religious actors and their political concepts are commonly assumed to be conservative, static, and aligned with the private contemplative world. Popes, however, regularly stand out from this narrative. The article contextualizes the papal human rights discourse since the 1940s and contributes a hitherto neglected perspective to the debate on human rights and religion in the international realm, illustrating that religious ideas and configurations change. The research, partially derived using discourse network analysis software, points out three key findings: First, John Paul II dominates the human rights discourse, which has gained traction since the end of the Second World War. Second, although Francis takes an outside role in the papal discourse, he does not differ in principle from the mainstream trajectory of the papal human rights discourse. Finally, third, from the first evocation of human rights by a pope, there has been a persistent trend stressing both individual and collective human rights. Moreover, the article illustrates that political and religious conceptions of human rights are relational, and even contingent on each other. The results offer ample reason to anticipate future papal political conduct based on the trajectory of the papal human rights discourse.

Anna Grzymała-Busse is a professor in the Department of Political Science, the Michelle and Kevin Douglas Professor of International Studies, senior fellow at the Freeman Spogli Institute for International Studies and the director of The Europe Center. Her research interests include political parties, state development and transformation, informal political institutions, religion and politics, and post-communist politics.

In her first book, Redeeming the Communist Past, she examined the paradox of the communist successor parties in East Central Europe: incompetent as authoritarian rulers of the communist party-state, several then succeeded as democratic competitors after the collapse of these communist regimes in 1989.

Rebuilding Leviathan, her second book project, investigated the role of political parties and party competition in the reconstruction of the post-communist state. Unless checked by a robust competition, democratic governing parties simultaneously rebuilt the state and ensured their own survival by building in enormous discretion into new state institutions.

Anna's third book, Nations Under God, examines why some churches have been able to wield enormous policy influence. Others have failed to do so, even in very religious countries. Where religious and national identities have historically fused, churches gained great moral authority, and subsequently covert and direct access to state institutions. It was this institutional access, rather than either partisan coalitions or electoral mobilization, that allowed some churches to become so powerful.

Anna's most recent book, Sacred Foundations: The Religious and Medieval Roots of the European State argues that the medieval church was a fundamental force in European state formation.

Other areas of interest include informal institutions, the impact of European Union membership on politics in newer member countries, and the role of temporality and causal mechanisms in social science explanations.

Michael McFaul is Director at the Freeman Spogli Institute for International Studies, the Ken Olivier and Angela Nomellini Professor of International Studies in the Department of Political Science, and the Peter and Helen Bing Senior Fellow at the Hoover Institution. He joined the Stanford faculty in 1995. Dr. McFaul also is as an International Affairs Analyst for NBC News and a columnist for The Washington Post. He served for five years in the Obama administration, first as Special Assistant to the President and Senior Director for Russian and Eurasian Affairs at the National Security Council at the White House (2009-2012), and then as U.S. Ambassador to the Russian Federation (2012-2014).

He has authored several books, most recently the New York Times bestseller From Cold War to Hot Peace: An American Ambassador in Putin’s Russia. Earlier books include Advancing Democracy Abroad: Why We Should, How We Can; Transitions To Democracy: A Comparative Perspective (eds. with Kathryn Stoner); Power and Purpose: American Policy toward Russia after the Cold War (with James Goldgeier); and Russia’s Unfinished Revolution: Political Change from Gorbachev to Putin. He is currently writing a book called Autocrats versus Democrats: Lessons from the Cold War for Competing with China and Russia Today.

He teaches courses on great power relations, democratization, comparative foreign policy decision-making, and revolutions.

Dr. McFaul was born and raised in Montana. He received his B.A. in International Relations and Slavic Languages and his M.A. in Soviet and East European Studies from Stanford University in 1986. As a Rhodes Scholar, he completed his D. Phil. In International Relations at Oxford University in 1991. His DPhil thesis was Southern African Liberation and Great Power Intervention: Towards a Theory of Revolution in an International Context.

Francis Fukuyama is Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development, and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master’s in International Policy Program, and a professor (by courtesy) of Political Science.

Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His most recent book,  Liberalism and Its Discontents, was published in the spring of 2022.

Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004.  

Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), and the Pardee Rand Graduate School. He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.

Holger Nehring is Professor of Contemporary European History at the University of Stirling in Scotland, where he also directs the research program on human security, conflict and co-operation. He did his DPhil at Oxford University as a Rhodes Scholar on the history of peace movements in the Cold War and then worked at Oxford and Sheffield Universities before taking up the position at Stirling. While at Stanford, he is working on a new project on NATO infrastructure and the Cold War in Europe as well as on issues related to the history of nuclear-weapons proliferation.

At 11am on November 11, 1918, the armistice that effectively ended the First World War was signed. What came to be known as “The Great War” had a profound and lasting impact on the cultural fabric of the nations involved: as Paul Fussell wrote, “its dynamics and iconography proved crucial to the political, rhetorical, and artistic life of the years that followed; while relying on inherited myth, war was generating new myth.” Over the course of the 20th century, the concept of war evolved beyond historically traceable moments and events to include the consideration of war as site and influence shaping every aspect of lived experience. This conference seeks to examine ways in which literature and the arts have taken up and taken apart war and the myths surrounding it -- grappling with it both as subject and context while also considering the ways in which the experience of war molded, mutilated, and morphed artistic forms. Though the word “centennial” often rings of monolithic celebration, it is equally an opportunity to highlight the attempts of writers and artists to contain, contend, or survive war and to question and problematize preconceptions and existing views of war by investigating their inherently bipolar nature.
